      This book offers the first collected works of the poetry of Piero Heliczer, an important underground poet, filmmaker, actor (Flaming Creatures), and musician (he was present in seminal jams which evolved into the Velvet Underground) and a small press publisher (Dead Language Press). Heliczer blends abstract or atmospheric images to create an almost religious notion of poetry and life. He was a crucial but obscure figure in the art underground of the Lower East Side 1960s.

      5 out of 5 stars At Last, Piero Gets Some Credit.......2002-07-25

      I knew Piero Heliczer, and was shocked to hear of this death. He was a talented filmmaker, poet, writer, musician, and all around scenester back in the Warhol days, although he pretty much developed a circle of his own collaborators. If only his films were available on DVD!! In the meantime, as one of the forgotten founders of the 60s New York avantgarde movement, this book is a fitting tribute to Piero's poetic vision. Unlike some of this contemporaries, Piero wasn't particularly skillful at publicizing his works, or his contribution to experimental cinema / poetry history, which accounts in some measure for his near obscurity. But don't let that put you off; this is great work. It's nice to see that Gerard Malanga and Anselm Hollo have put this volume out. It's a beautiful job. Highly recommended.

      In the sort-of easy, surrealist, mannerism of Heliczer's work, we are simultaneously charmed and made aware of a dark undercurrent of thought that keeps us questioning his intention. His line breaks and diction do seem arbitrary at times, but his metaphors provide many interesting hooks that coalesce in the imagination long after the book has been set aside for other interests.
      Ultimately, what we come away with is the idea that Heliczer has left us with a testament to his double vision, as he synthesizes late twentieth-century New York in the mindset of a medieval troubadour. Amid the sometimes sterile environment of contemporary poetry, this book provides a fruitful cathedral of new avenues for a whole new audience, giving Heliczer a rightful position among the visionary artists of the twentieth century.

          Voluntary approaches, such as corporate codes of conduct, have been widely advocated as alternatives to traditional approaches to environmental regulation. Yet concern remains that companies cannot be trusted to police themselves and that many of the putative advantages of self regulation, such as reduced cost and increased flexibility, have not been realized in practice. The book systematically analyzes three initiatives (environmental management systems, the Australian Greenhouse Challenge and the Australian mining industry's Code for Environmental Management) and their contribution to public environmental policy. By moving the debate away from narrow considerations of economic efficiency towards a broader framework that accounts for the multiple goals to which environmental policy needs to be directed, this book significantly enhances our understanding of the role that voluntary approaches can play in achieving environmental policy goals.             From the supplier: California instituted the Fertilizer Research and Education Program (FREP) to reduce nitrate contamination of groundwater in various areas. FREP initially chose three agricultural areas with high levels of nitrate contamination and a population that depends on the groundwater for drinking. The program brought together farmers, industry, researchers and the government to address the nitrate problem. The initial projects involving the Salinas Valley, the San Joaquin Valley and the Fall River Valley increased the efficiency of fertilizer application and reduced nitrate contamination to groundwater.

              This paper presents a new approach to the development of environmental policy, relying on the combination of several instruments to achieve different objectives and on the active involvement of the stakeholders in the policy development process. The development of an innovative system of environmental policy instruments for sustainable management of pig farming in a municipality in Portugal is used to illustrate the proposed approach. The system is based on the adoption of a policy mix, combining a command and control approach, established through a regulation for the pig farming sector, with economic instruments (a sustainability fund and a tradable pig raising rights system) and voluntary approaches (an eco-label for meat products from farms with superior sustainability performance). The design of the instruments has followed a participatory and transparent approach, where the stakeholders were actively engaged in the decision making process.

                Voluntary agreements and other approaches based on co-operation between public authorities and (agro) industrial polluters are rapidly gaining importance throughout Europe. This so-called Joint Environmental Policy-making (JEP) is increasingly being presented as a 'third way', alongside direct regulation through laws and the use of financial sticks and carrots in the form of eco-taxes and subsidies. Successes and failures are reported from JEP experiences in various European countries. This book seeks to evaluate these experiences. Is JEP really the panacea it is sometimes claimed to be? To what extent does JEP actually fit into different national policy systems and cultures? Is the application of JEP dependant on specific circumstances? In answering these and other questions, the book focuses on the forces and institutional conditions that are likely to promote the introduction, determine the form, and contribute to the successful functioning of JEP arrangements. Against the background of both deregulation and ecological modernization tendencies in European environmental policy, this book offers detailed analysis of JEP in three European countries (Austria, Denmark, and the Netherlands) and in three areas: industrial energy efficiency, food labelling, and package waste. The main conclusions arrived at in this unique work suggest that the fundamental tenets of present-day economic thought must be re-examined. * The overall scheme of measuring changes in economics based on constant prices for some base year must be redesigned in order to avoid measuring development under the guise of measuring growth; * The market price of a business has to be set on the basis of the value of its potential. * It is advisable to measure the firm's current economic performance based on the criterion which designates the gap between the firm's potential and a properly defined ideal state; * Methods of teaching business should be distinguished depending on students' expected right-brain or left-brain orientation; * It is important to realize that the subjective elements of decision-making by the leaders of an economic system or subsystem are intrinsic to indeterministic development of the economy.
