        2 out of 5 stars Dull and disappointing.......2005-06-11

        I bought this book because I am an investor in REITS and wanted to get a deeper insight into comparing different REITs to find the best ones to invest in. I wanted to be able to read the balance sheets of several different REITs and decide which is the better investment. This book left me bored and no further forward.

        The main problem is that each chapter is written by a different "expert" on a particular topic such as "Asset Allocation" or "Institutional Investing". Firstly these experts may be great money managers but they are dull writers without a jot of personality. The chapter on Tax Treatment of REITs is a lifeless regurgitation of the tax code. Worse, the editors did not steer each contributor strictly enough to avoid repetition and as a result every chapter begins with yet another review of REIT history.

        There was no analysis of different REIT business models, such as trading CMOs compared with Residential or Office space. There is no analysis of how to tell good REIT managers from ordinary ones. I was optimistic about the chapter on Asset Allocation to see how REITs fit in with stock and bonds in your portfolio but again I was disapppointed. After grinding through page after page differential equations the chapter fizzled out with no mention of reccomended asset allocation ratios.

        I gave the book 2 stars instead of none because the data seems to be accurate and authoritative but then so is the maintenance manual for my vacuum cleaner. A $75 book has a duty to do more than assemble boring facts in sequence.

        I don't really know who this book is targeted towards. If you are going to be a junior paper pusher employed by a REIT it may give you a head start but the rest of the planet should look somewhere else.

        4 out of 5 stars An excellent overview of the REIT Industry.......1999-07-17

        The book provided an insightful overview of the REIT industry. The book was organized by various topics relating to investing and managing a REIT. The chapters were written by practioners and academics working in the different REIT industry areas. The authors were able to provide vital insights into their areas of expertise. As a new REIT employee I learned about the challenges and opportunities that lie ahead for my company and the REIT industry as a whole. some of the chapters were a bit technical in nature; particularly the analysis on historical private verses public REIT returns. Overall the book should be required reading for REIT investors and Managers as well.

It has become a source of contentious politics and social controversy on a global scale, and the management of water conflicts is one of the biggest challenges in the effort to achieve effective global environmental governance.

          In Governing Water, Ken Conca examines political struggles to create a global framework for the governance of water. Threats to the world's rivers, watersheds, and critical freshwater ecosystems have resisted the establishment of effective global agreements through intergovernmental bargaining because the conditions for successful interstate cooperation -- effective state authority, stable knowledge frameworks, and a territorialized understanding of nature -- cannot be imposed upon water controversies. But while interstate water diplomacy has faltered, less formalized institutions -- socially and politically embedded rules, roles, and practices -- have emerged to help shape water governance locally and globally.

          Conca examines the politics of these institutions, presenting a framework for understanding global environmental governance based on key institutional presumptions about territoriality, authority, and knowledge. He maps four distinct processes of institution building: formal international regimes for shared rivers; international networking among water experts and professionals; social movements opposing the construction of large dams; and the struggle surrounding transnational water "marketization." These cases illustrate the potential for alternative institutional forms in situations where traditional interstate regimes are ineffective.

            Because environmental problems do not respect borders, their solutions often require international cooperation and agreements. The contributors to this book examine how international environmental agreements are put into practice. Their main concern is effectiveness--the degree to which such agreements lead to changes in behavior that help to solve environmental problems. Their focus is on implementation--the process that turns commitments into action, at both domestic and international levels. Implementation is the key to effectiveness because these agreements aim to constrain not just governments but a wide array of actors, including individuals, firms, and agencies whose behavior does not change simply because governments have made international commitments.

            The book is divided into two parts. Part I looks at international systems for implementation review, through which parties share information, review performance, handle noncompliance, and adjust commitments. Part II looks at implementation at the national level, with particular attention to participation by governmental and nongovernmental actors and to problems in states with economies in transition. The book includes fourteen case studies that cover eight major areas of international environmental regulation: conservation and preservation of fauna and flora, stratospheric ozone depletion, pollution in the Baltic Sea, pollution in the North Sea, trade in hazardous chemicals and pesticides, air pollution in Europe, whaling, and marine dumping of nuclear waste.

                                No offense, but are the other reviewers really serious? John Patrick's Slots is one of the worst books on gambling I've ever read. Not only is there no scientific or mathematical basis for any of his lame, crackpot advice, but his writing style is awful too. Unless you're the type of person who thinks that the name "Don B. Leeve" is a really clever play on words. If you're that type of person, you might think it's pretty funny.

                                If you want to read a pretty funny account of a slot player's attempts to understand and then use all of John Patrick's silly slot systems, do a Google search for "Chuck Flick" or even "John Patrick Slots". I think his blog where he relates his experiences comes up pretty high in the results. Chuck manages to discount the pseudoscience and baloney offered in John Patrick's book while still being funny and entertaining.

                                By the way, slots are powered by a random number generator. The random number generator is programmed to pay out a certain percentage of the money played into it over time. The house always has an advantage, and that's why casinos are profitable. No betting system changes the math of the house edge, and while you might win in the short term using one of these silly betting methods, it isn't because of the method; it's because of something called short term statistical deviation.

                                John Patrick is an excellent forth right author and professional gambler, who cautions the timid though lustful wanna-be gambler. Whether the person chooses to play slots or any of the table games, John Patrick lays the foundation - a solid one - that anyone can follow. You must be disciplined, know what your bankroll is, and above all comprehend what he is teaching regarding gambling. His advice is universal, if heeded, meaning how much are you willing to loose? as everyone wants to win. John Patrick's gambling strategies are guidelines, which if the student follows them will eventually recognize game trends. The caveate being, one must know when to stop rather succomb to becoming the 90 percent of all those who visit any casino. As my son taught me, if gambling was all about winning, it wouldn't be called gambling!

                                Now that I've commented on his outrageous writing style, let me say that his money management rules are solid gold. From the breaking of play into sessions through "Naked Pulls" to win goals and loss limits, Patrick's advise is right on the money. My only criticism is that following his system to the letter tends to take the fun out of slots-it's too complicated, too much to remember while playing. But there is much that we can learn from Patrick's book. It's one of the best out there for slot gamblers.

                                            It's not often--or maybe ever--that a book steeped in emerging-market economic theory reads like a thriller. But And the Money Kept Rolling In (and Out) has cliffhangers and plot twists equal to a detective's tale, as Paul Blustein chronicles the spectacular rise and fall of Argentina's economy at the turn of the 21st century. The book has its flaws, of course, including the author's insistence on using goofy metaphors from the overripe Andrew Lloyd Webber musical Evita (from which the book takes its awkward title). But by and large, Blustein, a staff writer at the Washington Post, tells a cynic's tale of greed run amok on a massive scale.

                                            While policy wonks at the International Monetary Fund had much to do with Argentina's implosion, Blustein also holds the country's own government responsible. Conventional wisdom says that the influence of the world's investors keeps everyone in line--a key tenet of the pro-globalization argument--but in practice, Blustein writes, "foreign funds numbed Argentine policymakers into minimizing the perils of their policies. The effect was similar to a dose of steroids, giving the economy a short-term boost while insidiously increasing the risk of a breakdown in the long run." From that point on, only devastation lay ahead for many average Argentineans, who could no longer remove savings from their banks, and for international investors, who saw their returns vanish in a flash. Blustein effectively makes the case that Argentina wasn't a rare example or a perfect storm of problems, but--bearing "striking parallels" to Enron and other financial scandals of the era--a preview of more meltdowns to come.                                             This book seeks to understand how and why Argentina sank into financial chaos in the early 2000's. The book looks at the role of the IMF, US treasury, private markets, and the Argentinean government in the overall downfall of the country. The author writes very well about his subject and has a good understanding of international economics. The IMF is not completely vilified as it is in many of the current financial crisis's and although it shares a large amount of the blame the book hands it out equally. There is quite a bit of conspiracy theory and engaging in theories behind the IMF and Wall Street as well as the Bush administration. The author acknowledges in most cases that these are conspiracies but they did not really need to be discussed. The most interesting part of the story has to do with the role that the markets played in Argentina. It is an interesting foreshadow for the future of emerging markets and looking at the self fulfilling prophecies of debt and equity. This book deserves its credit for focusing on real issues without engaging in much ideology or theory. If you want to understand how financial markets are impacting areas overseas this is a great book to start with.

                                            This book examines the economic history of Argentina from the early 20th century to 2004, with an emphasis on the time period from 1989 to 2002. The focus is on the financial sector of the economy, and how actions by the government and international financial institutions first ballooned Argentina's economy over a decade, and then collapsed it in just under 2 years. The point of view is from the top, as the book follows multiple important figures throughout this time, including officials at the IMF, officials in Argentina's government, and financial bigwigs in the US and Europe, both public and private.

                                            The author is quite objective and impartial, and lays blame all around. The IMF gets some blame for not being more forceful in getting Argentina to change its ways. International banks and lenders get blame for contributing willingly to the financial bubble of the country. And the Argentinan government gets blame for refusing to consider floating its currency, devaluing it, or restructuring its debt before it was too late. Unfortunately, it was the citizens, mainly poor and middle class, of Argentina who took it in the pocketbooks. All in all a great book, with equal emphasis on economics, public policy, and historical analysis. I highly recommend this book.

                                            5 out of 5 stars Another Winner from Blustein.......2006-10-15

                                            Paul Blustein may have have created a new genre: the real-life financial crisis thriller. Having dissected the Asian financial crisis in "The Chastening," he now turns to Argentina in "And the Money Kept Rolling in (and Out)." The book tells the fascinating story of how Argentina, after being lionized as the poster child of free market reform in the early 1990s, became hooked on foreign debt that ballooned far faster than its ability to service it. The outcome was default and financial ruin in 2001-02, with vast economic hardship for the Argentine population.

                                            As in "The Chasterning," Blustein's narrative is clearly-written and based on in-depth interviews with decision-makers in government, the IMF, and the financial community. He takes aim at perverse institutional incentives and herd-behavior among investors who poured money into Argentina long after it was clear that the country couldn't pay its bills. This profligacy encouraged an attitude of policy-complacency in Buenos Aires that made the final reckoning all the more painful for foreign bond-holders and Argentines alike. Highly recommended.

                                            4 out of 5 stars Economics of Debt.......2006-09-18

                                            This was a very interesting book about the IMF and its dealing with Argentina. Argentina has had a colorful past of financial blunders including one in 1890 which almost brought down Barings Bank when it defaulted on its bond payments. So it was not surprising when Argentina bankrupted again.

                                            Not only does this book have the inner workings of the IMF with regard to Argentina but it also contains some short stories of average people and the catastrophies that befell them because of Argentina's currency devaluation. I found it interesting that because Argentina guaranteed an exchange rate between its currency and the dollar that a lot of people had taken out loans in dollars which proved to be disasterous when the peso was devalued.

                                            All the information about the behind the scenes action of the IMF was very insightful as to the inner workings of global financing of emerging nations. The author did a good job bringing home the facts and helping the reader get to know the players in both the IMF and the Argentine government. In summary this was a good lesson on the economics of what debt can do to a country.

                                            A fast paced enjoyable read. Paul Blustein tells the story of the rise and fall of Argentina's economy in the roiling seas of free trade and free markets of the nineties in the style of a novel. His behind the scenes look at the International Monetary Fund were very elightening and throughly entertaining.

                                            Motives and ambitions of leaders are not always spelled out when reading about the fits and starts of South American economies like Argentina in the North American press, but reading this book sheds bright light on thinking and actions of dicision makers as they explain thier actions.
