However, training provision in many countries is underfinanced and fragmented, and traditional state-funded training programs are proving inadequate to the task.Financing Vocational Training in Sub-Saharan Africa emphasizes the central role that financing strategies should play in enhancing the effectiveness and efficiency of training systems as a whole, through incentives, greater competition, and the integration of private and public provision.
This book describes the emerging consensus about best practice in the financing of training, drawing on experience in Latin America and Asia, and testing this consensus against findings from Sub-Saharan Africa. It sets out the case for financing interventions by governments and scrutinizes the role and effectiveness of national training agencies, payroll levies, and alternative transfer mechanisms for institutional funding. The discussion draws on lessons from the experience of Kenya, South Africa, Tanzania, and Zimbabwe.
This book will be of particular interest to policymakers and practitioners of vocational training in developing countries, to development policy analysts, and to students and scholars of education and training systems worldwide.

Both are important to economic growth and poverty reduction, but the fiscal and administrative capacity of the state to meet both goals is limited. The presence of HIV/AIDS and its deskilling of the labor force compounds the problem. Defining the role of the state more strategically in the provision and financing of TVET is essential to achieving Education for All and the poverty reduction goal of the Millennium Development Goals. Confronting this trade-off is the objective of Skills Development in Sub-Saharan Africa.Written to inform clients, donors, and World Bank staff about TVET experience over the past decade, Skills Development in Sub-Saharan Africa builds a dialogue around this experience. The study sets out to update knowledge and explore issues and recent developments in TVET and distill lessons as a guide to future skills development in the region. The focus of the analysis is on the economics of skills development. Provision of financing of TVET are examined through the lens of economic efficiency, balanced with attention to social equity.

An interesting, award-winning novel.......2003-07-20
In reading over the snippets of critic reviews from when the novel was first published in 1964, I can understand why, for them, it had such an impact, comparing it to "Tom Jones" and "Lady Chattereley's Lover." The narrator's exploits would have shocked society and effected the sexual revolution of the 1960's. His mother wants him to get a good job with a large company; he wants to be a writer and goes through a series bad, low-pay jobs instead. He is engaged to two women (one of whom he's lied to in order to get to bed with her). His circle of friends is populated with odd characters such as Jose who is infatuated with his cousin Rita, a nun at the local convent, and plans on marrying her. The narrator's openness about discussing sex is shocking for the time.
But, today, they have lost their shock value. We are so inundated with sexual weirdness and innuendos in the media that the narrator's exploits don't effect us in the same way. He's just a man who enjoys sex. That does not detract from the readability of the book. In fact, the novel which the narrator is writing -- concerning a man who loses his floggis and becomes invisible -- is one of the best things about this book and makes it worth reading. It is a good glimpse into sexuality and society of that time period.

This book may prove useful to a few readers as an introduction to some major currents in 1980s French post-structuralist theory, but it falls far short in addressing the aesthetics or pleasures of the texts it examines let alone the challenging field of "music drama."

Erik Satie (1866-1925) came of age in the bohemian subculture of Montmartre, with its artists' cabarets and cafes-concerts. Yet apologists have all too often downplayed this background as potentially harmful to the reputation of a composer whom they regarded as the progenitor of modern French music. Whiting argues, on the contrary, that Satie's two decades in and around Montmartre decisively shaped his aesthetic priorities and compositional strategies. He gives the fullest account to date of Satie's professional activities as a popular musician, and of how he transferred the parodic techniques and musical idioms of cabaret entertainment to works for concert hall.
