    Near the end of the nineteenth century, the cities of Boston and Oakland each faced environmental crise of water contamination and shortages that existing regional agencies could not solve. How these two cities resolved their water problems is the basis of a comparative history that provides valuable insights into urban development and explores the political implications and environmental impacts of regionalism.

    Water defined the limits to growth of these bay cities and, as Sarah Elkind demonstrates, water supply and sewage disposal were two aspects of a single problem. Each city opted to abandon municipal water and sewer networks for metropolitan systems that crossed county lines and were administered by regional agencies. These agencies increased the cities' access to water resources, but, as Elkind shows, urban expansion and adoption of regionalism also decreased voter control over utilities and policies, and spread the environmental costs of urbanization far beyond city limits.

    Combining insights from urban, western, and environmental history, Elkind examines the ways that people's reactions to their natural surroundings drive both demand for improved public services and political reform. She traces public works development in the Gilded Age and Progressive Era to explain how these programs united each city with its suburban neighbors, creating new political entities and allowing Boston and Oakland to appropriate rural resources and thus overcome the environmental limits to their continued growth and prosperity. She also shows how, when the power of regionalism is turned to urban development, environmental and social costs are sometimes overlooked.

    Bay Cities and Water Politics provides a comprehensive view of the transformation of cities, their natural surroundings, and their politics. Elkind applies urban history to environmental concerns, as well as environmental history to urban problems and human needs. The book offers new insights into the importance of metropolitan special districts and their role in urban expansion, and it sounds a warning regarding the ability of regional water systems to maintain a balance between continued urban growth and delicate ecosystems.

          This is a great book for putting things in perspective. The main character has a tree in her yard which produces money. She becomes the most popular person in town. Everyone comes to her house to gather it's leaves. By winter she is becoming tired of her greedy neighbors. She cuts the tree down and uses it for something purposeful: to keep warm.

                                  I was going for a Ph.D. in philosophy and wanted to be a professor until I read this book. I dropped out of the graduate program and started to write fiction.

                                  This book of short fiction is dark and haunting. The first two stories are the best (A Long Day in November and The Sky is Gray). The stories are simple with a lot of social commentaries of rural Louisiana life. Both deal with black kids trying to make it in a white world.

                                  This is a fine collection of stories by a young writer crafting his voice. The writing is simple--one can see the influence of Hemingway--yet there are a lot of social commentaries and subtle psychological insights that Gaines would later hone to perfection. Buy this book. The first two stories are classics and should be read by all people.

                                  Bloodline is an excellent collection of 5 short stories that describe interesting plantation life in rural Louisana. As usual,Mr. Gaines, brings dignity , respect, and admiration to the ordianry African American characters. None of the characters are victims who are wise, who understand the system that has been designe to keep them oprreseed. In the genius understanding, they weave the situation sot hat they are clearly the winners even though the oppressors never recognize it. Above all, Mr. Gaines portrays African American males as real men inspite of the odds they encounter. This is a wonderful read and is a must. I have read Catherine Carmier(love it) and Lessons Before Dyinng. Plan to read The Gathering of Old Men and Of Love snd Dust next.

                                  Mr. Gaines writes aboout places and people who my family readily recognizes. We are first generation Californians and our family base is in Louisiana. All the places,faces and social situations are so familiar that in my lit class I was able to answer questions from other students. This book is wonderful reading. If you want a sense of Louisiana without the travel time, read anything written by Ernest Gaines.

                                  Although Ernest Gaines manipulates the subjects of his former novels into this novel, it accurately portrays a side of southern life which extends beyond the general theme of racism. In addition to depicting honorable morals, Gaines portrays the black race as a generally honorable people. Despite shortcomings and tribulation, the main characters of the novel produce an honorable aura about man and his accepted levels of change.
