    Since the rise of the Canadian welfare state in the aftermath of the Second World War, the politics of social policy and fiscal federalism have been at the centre of federal-provincial relations. Recent events have given impetus for scholars to re-examine these issues. In 2002, the Quebec Commission on Fiscal Imbalance released its report, which introduced the term `vertical fiscal imbalance' into the vocabulary of Canadian politics. Essentially, the commission determined that a disjunction between revenue-raising capacity and expenditures involving different orders of government - vertical fiscal imbalance - was an urgent problem that must be addressed. Dilemmas of Solidarity is both a reflection on and response to that finding.

    Editors Sujit Choundhry, Jean-François Graudreault-Desbiens, and Lorne Sossin bring together an array of respected legal and political scholars to reflect on the Quebec Commission's findings. The contributors to this volume illustrate how recent debates surrounding Canada's equalization program suggest alternative ways to approach the issue. The goal of Dilemmas of Solidarity is to stand back from the particulars of different policy debates, to enable scholars to reflect on basic questions regarding redistribution. This fascinating collection will undoubtedly inform a more nuanced and wide-ranging debate both among academics and policy practitioners than has occurred in this past.

              Canada and the United States exchange the world's highest level of bilateral trade, valued at $1.4 billion a day. Two-thirds of this trade travels on trucks. Heavy Traffic examines the way in which the regulatory reform of American and Canadian trucking, coupled with free trade, has internationalized this vital industry.

              Before deregulation, restrictive entry rules had fostered two separate national highway transportation markets, and most international traffic had to be exchanged at the border. When the United States deregulated first, the imbalance between its opened market and Canada's still-restricted one produced a surprisingly difficult bilateral dispute. American deregulation was motivated by domestic incentives, but the subsequent Canadian deregulation blended domestic incentives with transborder rate comparisons and concerns about trade competitiveness.

              Daniel Madar shows that deregulation created a de facto regime of free trade in trucking services. Removing regulatory barriers has enabled Canadian and American carriers to follow the expansion of transborder traffic that began with the Canada-US Free Trade Agreement and continues with NAFTA. The services available with deregulated trucking have also supported sweeping changes in industrial logistics. As transborder traffic has surged, the two countries' carriers -- from billion-dollar corporations to family firms -- have exploited the latitude provided by deregulation.

              This book is a valuable contribution to our understanding of the policy processes and economic conditions that led to trucking deregulation. As a study in public policy formation and the international effects of reform, it will be of interest to students and scholars of political economy, international relations, and transportation.

              The best behind-the-scenes account of the NAFTA negotiations. Cameron and Tomlin have meticulously researched and analyzed all aspects of the deal, based on interviews in all three countries. Moreover, the book is written in a readable, entertaining style. The only problem with the book - which is why I dock it one star - is that the theory looks like an add-on. It has little predictive value, despite the authors' claims, and attempts to fuse theories with sometimes conflicting assumptions. Nonetheless, the empirical work is outstanding.

                The North American Free Trade Agreement (NAFTA) and the Energy Charter Treaty (ECT) are the first major multilateral treaties to impose obligations on governments concerning the protection and treatment of foreign investments. These obligations are enforceable by private companies. NAFTA and the ECT examines the effectiveness of the investment rules of these treaties and analyses the mechanisms adopted to enhance compliance, and to facilitate the implementation and enforcement of the relevant rules and regulations.                   Air and water pollution blighted northern Mexican cities long before NAFTA was a glimmer on the political horizon. Not surprisingly, when NAFTA became a political reality, environmentalists reacted by arguing that commercial competition would weaken environmental standards in all three countries, and that industrial growth in Mexico would further damage its weak environmental infrastructure. NAFTA's huge success in expanding free trade has concentrated population and environmental abuse at the U.S.-Mexico border-where it is most visible to Americans. Many environmental groups blame NAFTA and, drawing on its experience, now oppose new trade initiatives.

                  Does the NAFTA record on the environment since 1994 justify their criticism? In this seven-year analysis, the authors review NAFTA'S environmental provisions, including a side accord-the North American Agreement on Environmental Cooperation (NAAEC), the situation at the U.S.-Mexican border, and the trends in North American environmental policy. They emphasize that the environmental problems of North America were not the result of NAFTA nor was the NAAEC devised to address all of them. The authors offer recommendations to better NAFTA's environmental dimension in all three countries, and improve living conditions where economic growth is greatest-at the U.S.-Mexican border. It makes more sense to tackle the shortcomings than to lament NAFTA and the economic growth it promotes.

                        "The Art Of Quitting: When Enough Is Enough" may be the most unusual and most helpful book I have ever read. It is a little book 7" by 5", 139 pages and full of wisdom, wit and weirdness. A friend suggested this book when I talked about planning for retirement. You don't just retire, you know, you have to plan to retire. And that, my friend, is the jest of this book. You don't just quit, you have to plan to quit.

                        "Quitting does not come out of the clear, blue sky. Every quitter enters into his quit armed with something to quit, a number of methods at his disposal, and a natural predilection for how to proceed" so says, Evan Harris the author. She has written a book filled with all of the information you need (and some you don't need, but fun to read). There is work ahead- you must keep track of many items, if quitting is to be successful. Type of quit, technique, and style of the quitter are all part of the equation that must go into the quit.

                        There are 6 types of quits. You need to focus on what it is you don't want. Get it right!

                        1.Job quitting-paid or unpaid
                        2.Person quitting
                        3.Thing quitting
                        4.Location quitting
                        5.Idea quitting
                        6.Habit quitting

                        There are 20 techniques in quitting and Evan Harris writes a chapter on each type. They are informative and humorous. At first I thought this book was maybe, well, silly, but then I understood. Much of this book is written tongue in cheek, but it is filled with wisdom if you know how to interpret it. Quitting has a schedule- it starts with euphoria and may enter into post quitting depression. Some helpful hints are to tell everyone you know, that you have quit, they will congratulate you, or think about quitting something else so you can have the euphoria again.

                        Quitting is an art, an act of will and a form of expression, Some people may not understand and some will be jealous. Quit because you can. One of the most popular techniques of quitting that we can all identify with is the Make a Scene Quit. One example would be to wait for your boss to appear and ask you one more time to carry out some mindless task. Scream at your boss, and say, "I have had it", tear up your most important work and throw it at your boss and stomp out and say "I, Quit" No more job, for sure. Or use the Abandon and Conceal Quit. No one will know you are doing it- refuse to wear underwear, quit reading the table of contents, or stop believing in germs.
                        The most helpful quit is the Plot and Endure quit- You are planning to retire- you can tolerate most anything because you know there's an end in sight.

                        As W.C. Fields said "If at first you don't succeed, try again. Then quit. No use in being a damn fool about it." This book is for real and can be very useful. It is also full of information to use at your next cocktail party or at the dentist's office when you are kept waiting. We are all going to quit something at some time in our life. Be prepared.                               Namco is the king of the classic games like Pacman who would want to see Ms. Pacman on Nintendo 64 and buy a guide?? She got her 3-D 64 game before Pacman [Mr.] But the truth is that Ms. Pacman Maze Madness is a brand new puzzle/exploration style game. There are 12 areas spread over 4 worlds and many secrets to unlock. You're still going to munch more than 200 pellets per stage but experience is so different. There's a deep plot and the difficulty is only intermediate making the guide pretty useless. Don't sweat it since you can STILL play the classic **Ms.** Pacman. Not that the bow will makes much of a difference, there's a build to this style of game. The exploration may not be deep or engrossing, but besides who wants to use a guide to completely spoil all the secrets??

                              I work as an adjunct at the University of Central Florida teaching a required course for students who will be entering the teaching profession. The text I use is "Teachers Discovering Computers".

                              The book's focus is on Computer, Information and Integration literacy. Each area is thoroughly covered in content detail, enhanced by photos and diagrams and supported with a wealth of unline material from the Cashman site. Every chapter has a review section, sites to go to on the web for additional information, and tips for teachers on integrating what they have learned. I would suggest anyone in or about to enter education, purchase this text so they too might make the most of technology in the classroom.
