One of the dramatic shifts that is occurring in the world system as we enter the twenty-first century is the increasing openness and interpenetration of national economies and sovereign states. This shift is associated on the one hand with the beginnings of a progressive transfer of certain economic and political functions upward to the plurinational and global levels; and on the other hand with a countervailing trend to the reinforcement of economic and political life at the subnational, regional level. This book is a wide-ranging exploration of the economic logic and political meaning of these developments, with special reference to a reconceptualization of the economic geography of the modern world as an emerging global mosaic of regional systems of production and exchange. The steady globalization of economic activity over the last few decades has intensified the re-assertion of the region as a critical locus of economic order and as a potent foundation of competitive advantage. As a corollary, many regions in the modern world are also beginning to acquire an intense self-consciousness of themselves as socio-political and economic entities, and all the more so as they increasingly find themselves bound together in both competitive and collaborative relationships across national borders. The significance of these tendencies for new kinds of political mobilization is explored, and their potential impacts of substantive forms of democracy and citizenship in the new world order are assessed.

Allen J. Scott's short, scholarly book makes a compelling case for the future growth of regional economies and explains the key role they are likely to play in shaping future global political and economic development. Though written in dense, academic language, the book makes its points clearly and supports them with research, theory and statistics. Scott's guidelines for `regional directorates' reflect many experiments that are already under way around the world, and seeks to capture the best features of each. If his basic idea is correct, then a conscious effort to build regional institutions should speed economic development and reduce world economic stresses. This book is heavy reading, but it is concise and to the point. In contrast to the dewy-eyed offerings of much contemporary work, it demonstrates that, like life, law is an organic process (i.e., events are the products of functional and localized causes) rather than a miraculous one (i.e., events are the result of some grand plan or intervention). In short, common law is a perpetual work-in-progress - evanescent, dynamic, messy, productive, tantalising, and bottom-up.

                    From land management to water rights, this volume looks at the current status of Common Property Resources, or CPRs, in South Asia. Developed countries, have managed to establish well-defined property rights over numerous resources and in some instances extended non-exclusionary rights over privately owned resources over an extended period of time. In the developing world, however, the share of community property is extensive, either as a response to an expanding market or because the exposure to markets in still in its nascent stage. This coupled with the demands of globalization, has led to the co-existence of both community ownership of resources as well as an evolving private property rights market. This tension between public versus private ownership rights is particularly relevant in the developing countries of South Asia, not only because of its shared history but also because of its resources frequently cross national boundaries. This book tells the story of CPRs and the commons in a rapidly changing South Asia.                       This article considers the justification for using panels of judges to make decisions in common law systems. The usual argument is that panels are more likely than lone judges to make correct judgments. This article suggests an additional justification: panels increase the law's predictability, so potential litigants can anticipate correctly which legal rules will apply in their cases. Three models, each with a different conception of the legal process, are employed to demonstrate the predictability-enhancing effect of panels. Comparison of the models suggests the effect is strongest when precedent has a substantial impact on how judges make decisions.

                            The present volume of Progress in Brain Research contains the proceedings of a Symposium entitled Cerebellar Modules: Molecules, Morphology and Function, which was held to mark the retirement of Jan Voogd as chairman of the Department of Anatomy at the Erasmus University of Rotterdam. The contributions of leading cerebellar scientists representing a variety of disciplines focussed around the issue of the cerebellar modular compartmentalization, the intriguing composition of which has for many decades been the driving force behind Voogd's extraordinarily detailed anatomical analyses.

                            The first section of the book, Development, concentrates on the genetic basis of different aspects of compartmentalized development including a most important contribution on the postnatal development of the climbing fiber system. Gene expression is also an important element in the next section, Interneurons, which provides striking new data and hypotheses on the functional anatomy of granule cells, Golgi cells and unipolar brush cells. Particularly interesting are several contributions that offer a novel view on parallel fiber function. The section Modules and Circuits provides a number of state-of-the-art analyses using electrophysiological, and classical and transneuronal virus tracing techniques. The emphasis lies on the olivocerebellar circuits and the oculomotor system The final section, Models and Learning, offers an insight into the progress on the mechanisms and network organization of adaptation and learning, not only in classical paradigms like oculomotor and eye blink responses but also in studies linking gene expression to behavioral paradigms

                            The editors are confident that the exciting data and concepts collected in this volume will strengthen the multidisciplinary approach in the field of cerebellar research.

                              As I write these words, I stop frequently to consider how they might best be arranged, an activity no different in principle from picking my way along a trail when hiking over tricky terrain. For human beings, walking and language production (at least spoken language) are natural, their potential part of our DNA, their actualization emblematic of a basic level of developmental health and social well being. Mathematics too has been called a language, and indeed certain features of this language (e.g. the ability of neonates to recognize small numbers of things) are innate. But none of us go on in the normal course of development to become fluent in mathematics without a great deal of difficult, sustained effort.

                              It has become axiomatic among people who write popular books on scientific subjects to suppose that physics cannot really be presented without mathematics. And if that axiom is true for classical physics, it is even more true for modern physics, the surreal world of quantum interference, antimatter, black holes and M theory.

                              But now along comes Dutch physicist Vincent Icke, and in his book THE FORCE OF SYMMETRY he has, one might say, renormalized popular accounts of modern physics. He has been able to state the concepts of modern physics in a way which is lucid, coherent and, in all but the very simplest instances, nonmathematical. The novice physicist will not have to unlearn any of the concepts he acquires in Ickes' book after he goes on to master the mathematical intricacies of quantum field theory. The advanced student can use Ickes' text to obtain a detailed topography of the field.

                              There is much to delight in this charming book. The five years I spent studying theoretical physics was a time of painful head banging on questions like, "How do you know this?" Few writers have the grace of Feynman, the ability to say about some arcane point, this is as much we know about it, no deeper than this. Icke, like Feynman, is very careful to signpost his epistemological wanderings. He lets the reader know when it is analogy, intuition, logic, experiment, convention, or metaphysics which is progenitor of some bit of physics knowledge.

                              Because of his careful attention to the grounding of his discourse, Icke does not fall into the deep pit which is, alas, standard in most popular science writing. You know what I mean. There you are, happy reader, blithely meandering along in someone's account of protein synthesis, the inflationary period, mathematical intractability... the subject doesn't matter. You are reading along, and you are beginning to feel the first faint blush of hope. Maybe you will understand it this time! And then you turn the page. And then the trail disappears. No matter how many times you go back and forth over the ground, there is now a chasm in your understanding as big as the Central Rift Valley. I first had this experience years ago reading Bertrand Russell's account of special relativity. All was well, and suddenly, darkness descended. I took the book to a friend who is a physicist at Lawrence Livermore, and asked, "Why can't I understand this?" He took a look, "You don't understand it because he has left out the following (very long list of) points." Thus I learned that it is OK to be simple minded in the world of science. Almost a gift, really.

                              Of particular note because of their exceptional clarity are the sections on: quantum interference, superposition, angular momentum, antimatter, gauge theory, isospin, Yang-Mills fields, the color field, symmetry and symmetry breaking. First published in 1995, the book has too little to say on string theory, but prophesied that supersymmetrical theories will lead the way in mapping what was then the frontier. Please Mr. Icke, update your book!

                              Physics, as Feynman said, keeps the simple stuff. The rest goes to chemistry, biology and engineering. Probably the line that most readers of Icke's book are sure to remember is this one: "Physics is not difficult; it's just weird." A funny little assertion, yet one that points in the direction of the kind of knowledge that physics is. The physics of the twentieth and early twenty-first centuries has introduced us to a universe too strange (in the lexical sense) to even be imagined. Physics, in its many acts of discovery, has taken us further outside of ourselves than any other human study. The exploration of physics, by lay persons and physicists alike, is a thrilling adventure. It is science become natural philosophy, once again. Better than any other book of its kind, I found Vincent Icke's book to motivate this exploration. The last words are his: "in the book of physics, there never is a final sentence."

                              The author casts such a wide net he is forced
                              to give short shrift to recondite matters like
                              gauge theory. This hurried romp through deep
                              physics leaves the reader with jumbled impressions
                              and occasional outright misinformation (re e.g.
                              omission of quantum decoherence). The author is
                              not an expert in these fields would have been wiser
                              to bring in a technical collaborator.

                              First, I feel I must refer back to F.A. Muller's review (also on this page, titled "Erros Abound").
                              Vincent Icke, the writer of "the force of Symmetry", *did* actually study theoretical physics (on the same university that Mr. Muller now resides) so I'm a little surprised to find that he "shouldn't really understand fundamental physics".

                              Actually, Mr. Icke studied under Tini Veltman, who won the Nobel Prize for Physics recently (together with Gerard 't Hooft) and is now professor of astrophysics (Leiden university) and cosmology (Amsterdam university).

                              I think "the Force of Symmetry" is an excellent primer on the subject of quantum behavior, relativity and symmetry. Besides (in my humble opinion) understanding, it's written with dry humour and love for the subject, and that's highly catching.

                              It urged me to want to know more on the subject(s), which is exactly what I'm going to do. So beware - it might catch on you too ;-)

                              Enthusiastic and entertaining, but alas errors abound. The author
                              is an astronomer who doesn't really understand fundamental physics. Entire passages seem to be copied from Feynman.
                              And where Icke begins making additions of his own, they frequently -- and I imagine unintenionally -- display his lack of insight into physics. I cannot begin to list the examples here.

                              This book deserves a much wider readership. I think a layperson can not only grok most of the modern physics content in Icke but also see the motivation for why modern physics is formulated the way it is. The post-doc in physics should be equally pleased with the book--as far as I can tell Icke stays quite close to the truth and quite creative with language.

The abstract provided by the Pentagon follows: This report describes tne analysis and associated Fortran program (TEST9O) that were developed to aid in establishing the validity of a new Fortran 90 mainframe compiler. The FORTRAN 77 Naval Surface Warfare Center (NSWC) Mathematics Library (MLIB) is used as a source of routines for checking the Fortran 90 compiler. At the same time, this study can be considered as an aid to determine whether MLIB can operate in a Fortran 90 environment The inputs for the routines were chosen so that many of the different possible paths of the routines were executed. Seventy-four directly cable routines, with 293 supporting routines, were chosen for testing. All but 17, and their supporting routines, were taken from MLIB. The ones not belonging to MLIB are double- precision versions of routines in MLIB. Thirteen hundred and twenty five numerical cases were submitted for testing. A true value for each test was obtained independently and given correctly to 35 digits by using MAPLE software. If the difference in the test output and the corresponding true value exceeds a prespecified error tolerance, an error message is printed identifying the routine and the input. Additional test cases were also prepared to check the bit and string instructions, since these do not appear in MUB. TEST90 has been used to test the latest Fortran 90 compilers of the CRAY EL98 and IBM PC machines. No errors were found; however, TEST90 did reveal a complex arithmetic error in an earlier version of the Cray EL98 compiler. MLIB routines ran under TEST90 without any problems on both machines.

                                        Freyd and Tversky's [Am. J. Psychol. 97 (1984) 109] data suggested that human observers tend to overestimate relatively high levels of symmetry (symmetry effect), and tend to underestimate relatively low levels of symmetry (asymmetry effect). However, on the basis of their holographic approach to visual regularity, van der Helm and Leeuwenberg [Psychol. Rev. 103(3) (1996) 429] predicted that, at any level of symmetry, both symmetry and asymmetry effects may occur as a consequence of correct estimates of symmetry-to-noise ratios. This prediction was tested in two experiments, with tasks and stimuli similar to those in Freyd and Tversky's study. First, subjects had to judge whether a noisy symmetry is more similar to a slightly more symmetrical variant or to a slightly less symmetrical variant. Second, for every pair of stimuli in such a triadic comparison, subjects had to judge which stimulus is the more symmetrical one. The results from both experiments show that the occurrence of (a)symmetry effects indeed depends on symmetry-to-noise ratios.
