Civil wars attract much less attention than international wars but they are becoming increasingly common and typically go on for years. Where development succeeds, countries become progressively safer from violent conflict, making subsequent development easier. Where development fails countries can become trapped in a vicious circle: war wrecks the economy and increases the risk of further war. This new World Bank Policy Research Report challenges the belief that civil wars are inevitable and proposes an agenda for global action.

These days, when the idea of failed states occupies the minds of many policymakers in the developed world, Collier provides a timely study of how civil war can help bring about a failed state. He studies several decades of civil wars, spread across the world, though primarily focused on Africa. In these wars, we see how the development of those countries was severely stunted. From Liberia to Sudan to Cambodia and other places.

The tragedy of course is that these countries already had parlous economies, prior to the conflicts. Plus, during the wars, conditions naturally worsened.

Quite a thoughtful book. The author and, implicitly, the World Bank, argue that until such wars end, it is futile to seriously contemplate any development policy.

Unless you already are in the trade or you want to write your own trading programmes, please give this a pass. This quantitative analysis based book is definitely beyond those without very strong statistics and programming capabilities. Sorry to tell you that as an MBA, CFA pro trader, I could grasp at most 30% of the modeling techniques described. Certainly the CDROM bundled did help. However, I doubt how many readers would have that patience and resource to collect and input the data needed.

Provocative and fun text on the cutting edge, not an introductionn.......2006-06-14

Whereas most books on quantitative finance focus on how to price derivatives or model interest rates, this is a text on quantitative and computational methods that are about making money.

How to we forecast future prices? What is the place for artificial intelligence and neural networks? How are people using Bayesian methods and neural regressions? How can technical analysis and trend-following rules contribute to quantitative trading systems? How can new volatility and correlation models be applied (in Excel) to portfolio optimization?

These questions are answered by practitioners and academics with case studies and real-world applications. Each chapter provides a quick taste of things people are doing outside the box of your typical quant finance books. Do not expect a new philosophy or over-arching theory. This is just a book to prod half-baked ideas that might merit more consideration or to re-start one's own creative juices.

As an investigative tool, it has lived up to much of this hype--it is regularly used to track down unknown criminals, put murderers and rapists behind bars, and exonerate the innocent.

Yet, this promise took ten turbulent years to be fulfilled. In Genetic Witness, Jay D. Aronson uncovers the dramatic early history of DNA profiling that has been obscured by the technique's recent success. He demonstrates that robust quality control and quality assurance measures were initially nonexistent, interpretation of test results was based more on assumption than empirical evidence, and the technique was susceptible to error at every stage. Most of these issues came to light only through defense challenges to what prosecutors claimed to be an infallible technology. Although this process was fraught with controversy, inefficiency, and personal antagonism, the quality of DNA evidence improved dramatically as a result. Aronson argues, however, that the dream of a perfect identification technology remains unrealized.

This collection of three stories--each over fifty pages--contains what I believe is the most emotionally beautiful "short story" ever written: "Neighbour Rosicky".

Here is a story of love, and despair; beauty and tragedy. All life entails suffering, but it is up to us how we handle suffering: we either handle it with dignity or despair; this volume bespeaks of the former. When the crop fails, Rosicky takes his family on a picknick, so they can appreciate what they have, not what they don't. Rosicky--with a bad heart--rakes the Russian thistle from his son's neighboring farm because "he was afraid their seed would root and 'take the alfalfa'". Some call this "silly sentimentalism", but it is not: it is the beauty of appreciating life in the simple things.

Willa Cather, like Shakespeare, is a word-smith for all ages, and will be read--in a thousand years--alongside Homer and his ilk.
