In Good Government in the Tropics, Judith Tendler questions widely prevailing views about why governments so often perform poorly and about what causes them to improve. Drawing on a set of four cases involving public bureaucracies at work under the direction of an innovative state government in Brazil, the book offers findings of significance to the current debates about organization of the public-sector workplace, public service delivery, decentralization, and the interaction between government and civil society. The case chapters represent four different sectors, each traditionally spoken for by its distinct experts, literatures, and public agnecies -- rural preventive health, small enterprise development, agricultural extension for small farmers, and employment-creating public works construction and drought relief. With findings that cut across these sectoral boundaries, the book raises questions about the policy advice proferred by the international donor community. It shifts the terms of the prevailing debate away from mistrust of government toward an understanding of the circumstances under which public servants become truly committed to their work and public service improves dramatically.

Though the proportion of women in national assemblies still barely scrapes sixteen per cent on average, the striking outliers - Rwanda with 49 per cent of its assembly female, Argentina with thirty-five per cent, Liberia and Chile with new women presidents this year - have raised expectations that there is an upward trend in women's representation from which we may expect big changes in the quality of governance. Getting women into public office is just the first step in the challenge of creating governance and accountability systems that respond to women's needs and protect their rights. What are the enabling conditions that enhance women's political influence once in public office, that support the emergence of a voting constituency interested in gender equality, and that generate public sector management in women's interests?
The essays in this volume answer these questions from different angles, using case studies from around the world. They consider the conditions for effective connections between women in civil society and women in politics, for the evolution of political party platforms responsive to women's interests, for local government arrangements that enable women to engage effectively, and for accountability mechanisms that answer to women. Gender and Good Governance in the Tropics argues that good governance from a gender perspective requires more than just additional women in politics, it requires fundamental incentive changes to orient public action and policy to support gender equality.

Again, why is qualitative change impossible? But, further, Being cannot be one in form, though it may be in what it is made of. A guidebook to the imagination.......2001-03-28
Arguably Hemingway's finest book of short stories, Winner Take Nothing contains fourteen relatively short and always spare looks at various stages of life. What seem, upon first reading, to be nothing more than frameworks or outlines take on more meat upon reflection. Hemingway lets the reader fill in the small details, guiding his imagination rather than manipulating it. This does mean that the onus is on the reader more than usual with this book; Hemingway's work is meant to be thought-provoking rather than escapist. If you can make it to the end of "A Clean, Well-Lighted Place," the second story in the book, and reflect on it without feeling anything, then the book's probably not for you. Those who approach it with the proper mindset, however, will find it to be full of opportunities to plumb one's own imagination. ****
