      This is one of the classic text in the area. It covers most of the main policy areas in a series of chapters written by separate authors. The multi-author thing is a bit disturbing given very different levels. Another drawback is that it contains relatively little economics and not all of that is up-to-date -- most of the book presents policy and institutional details. The latest version is quite up-to-date but nothing on the Constitutional Treaty and little on the 2004 enlargement.

                  Economic globalization has intensified since the 1980s and created faster channels of international interdependence and an accelerating technology race. In this new asymmetric world economy the EU is facing a dynamic and flexible US system which takes advantage of the global quest for foreign direct investment. Innovation policies in the EU - in particular in Germany - are found to be rather inadequate. There are also new theoretical challenges where a "structural macro model" and a Schumpetrian model of innovation and full employment are presented as new approaches. He argues that unemployment stems from a lack of cooperation between unions and monetary authorities: In an economy with endogenous money as EMU, wage setters are responsible for price stability while the central bank is responsible for the level of output. Cooperation between both actors is necessary for high employment and low inflation. The current institutional set-up is found to be unable to assure cooperation.

                        What's to say? The greatest cartoon ever is out of print and can't be seen by anyone. Thankfully his animated work is available on DVD through Amazon and it's a humbling experience. Those were the first animated cartoons and in some respects they've seldom been equalled. His first one--THE first one--is a shocker, like some amateur building the Taj Mahal on the first try. In terms of raw, fantastic, dizzying, imagination coupled with stunning craftsmanship McCay may have no equal.

                        If this material is not made available pressure should be exerted somewhere, maybe with the Smithsonian, to release new editions. The lack of availability is almost criminal: like finding out that Don Quixote's gone out of print or something. Really, I'm not being hyperbolic. For all the interest there is in comic art these days, all the Manga, Fantastic Fours and graphic novels, this has to be accepted as the medium's Shakespeare.

                        Winsor McCay's "Little Nemo in Slumberland" is a rare combination of artistry and imagination that deserves to be considered the first classic comic strip. "The Yellow Kid" came first, but it never demonstrated the superb craftsmanship of McCay's work, which is done in a distinctive "art nouveau" style that presages the coming of surrealism. Within the frames of his story McCay was able to create illusions of vast size and space, showing a word that was remarkably futuristic. Each of Little Nemo's weekly adventures told of a dream of the tousle-haired boy (of about six?) and concluded with him falling out of bed or waking up. McCay's son Robert served as the model for Nemo. Before working on the Slumberland strips McCay had experimented with other comics including "Little Sammy Sneeze," "Hungry Henriette," "Poor Jake," "Tales of Jungle Imps," and "Dream of the Rarebit Fiend" (the last one under the pseudonym Silas), but none of them even hinted at the splendor of "Little Nemo." In 1909 McCay would go on to create "Gertie the Dinosaur," the first commercially successful animated cartoon, which is probably how most people know of McCay's work. But that can only be because they have yet to be exposed to this comic strip.

                        The "Little Nemo in Slumberland" comics in this book originally appeared in the "New York Herald" Sunday color supplement from October 15, 1905 to March 31, 1907 and are faithfully reproduced in their original colors from rare, vintage file-copy pages in the hands of a few choice collectors. There is even a special strip that appeared in the European edition of the "Herald" that was never printed in the U.S. The strip continued until 1911 and those strips are published in the other volumes in this series. In these early adventures Little Nemo first enters Slumberland and learns to cope with his unpredictable flying bed, pursues the beautiful Princess of Slumber, searches for the castle of King Morpheus, and endures the ministrations of Dr. Pill. Nemo also meets up with the devilish Flip, a green-faced clown in a plug hat and ermine collared jacket, who starts off always trying to summon the Dawn and wake Nemo from his dreams but then becomes our little heroes boon companion in his Slumberland adventures which involved an impressive array of strange giants, beautiful mermaids, humongous elephants, mysterious space creatures, exotic parades, fantastic dirigible rides, a jolly green dragon, and anything else McCay could imagine.

                        By both artistic and historical standards "Little Nemo in Slumberland" is the first truly great comic strip. When you look at the great strips that followed, such as George Herriman's "Krazy Kat," George McManus' "Bringing Up Father," Bud Fisher's "Mutt and Jeff," and Frank King's "Gasoline Alley," they are all decidedly different from what McCay was doing, although the use of "art nouveau" interiors and zany byplay by McManus is clearly an homage to "Little Nemo" as far as I am concerned. There is a sense in which those who see nothing similar appearing on the funny pages until Bill Watterson's "Calvin and Hobbes" have a point, although I would acknowledge Snoopy's imaginative life in "Peanuts" as well.

                        This volume includes "Perchance to Dream," an essay by Richard Marschall, who I think was the single biggest contributor of the strips reprinted in this volume. The essay provides a concise summary of McCay's life and career, with examples of some of his earlier work, "Little Nemo" postcards, and an incredibly detailed editorial cartoon. But the most important thing is that Marschall's efforts have preserved the premier American comic strip for the enjoyment of posterity. There has never been a more magical comic strip. Never.

                        4 out of 5 stars Before Calvin, there was Nemo ..........2000-08-08

                        Long before a little boy and his tiger explored the imagination with wry social commentary and surrealism, Winsor McCay did the same with this amazing series of full page newspaper comics. This is a veritable treasure trove of comics history.

                        Admittedly, the jokes are not the same as Calvin and Hobbes so do not expect the same feelings. I find that Nemo evokes more feelings of wonder and delight while C and H brings about the hearty "guffaw". Also, the ending of every episode is exactly the same in that Nemo awakes to find the night's adventures were all within his head.

                        On the other hand, this book gives wonderful background of McCay and his world as well as beautiful reprints of the original prints.

                        I would heartily recommend this to anyone who enjoys fantasy, childhood, comics, or the dreams of past days.

                        Winsor McCay has been forgotten by the mainstream Nostalgia R' US spoon-fed media circus that we are all tapped into. Winsor McCay was a pioneering creative genius. He may not have been the very first motion picture animator but created some of the first animated shorts which featured CHARACTERS. His first was Gertie the Dinosaur. McCay would actually tour with his short and interact with the dinosaur on the screen, making it roll over and other tricks. McCay's Little Nemo is a feast

                        for the eyes. His eye for detail gives us a window to the early days of the 20th Century. The characters are completly fantastic. He was decades ahead of his time.

                        Although originally published as a weekly comic strip at the turn of the century, time has hardly diminished the charm or imaginative experiences of Little Nemo. As an unscripted character in his episodic dreams, a little boy named Nemo endeavors to keep up with the developments in "Slumberland" as they rapidly unfold. Recurrent characters show up to join in on the adventures, usually already in progress, and to clue Nemo in on where he is expected to go. As in dreams, the logic is usually skewed, and the storylines quickly gain momentum till they peak in a cataclysmic event that ultimately awakens Little Nemo. The wonderfully illogical development of the dreams are still as fresh today as they were a century ago. The only reminder of the era they came from is the quaint clothing and manner of the characters. The innovative story developments, though, are still uniquely fresh, having come from the visionary mind of Winsor McCay, who is credited with being the father of modern animation.

                        5 out of 5 stars the best book on film that you've never read.......2000-08-05

                        The title to this slim volume of lyrical mini-essays on film is deceptively academic. Coates is a rarity in film writing--a really great writer. The essays here on such apparently banal subjects as color vs. black and white, the aesthetic and political ramifications of dubbing, the iconography of the western, etc. are closer to poetry in tone and insight rather than traditional criticism. Coates is able to say more penetrating things about a filmmaker in one paragraph than most critics can say in an entire book. His essays on Herzog, Tarkovsky, Truffaut, Coppola, Bunuel, etc are essential. Whenever I was in a film class this book came in handy no matter what the subject matter. Coates is the Walter Benjamin of film writing. BTW I picked this book up after reading a highly positive review by the esteemed New Yorker film critic Pauline Kael.

                          At last count I have 350+ chess books, and probably 35 of them are games collections by GMs. My favorites are, in no order, "Secrets of Grandmaster Chess" by Nunn, Korchnoi's recent two-volume work, Kasparov's "The Test of Time," Tarrasch's "Three Hundred Chess Games", Timman's Best Games, Alekhine's Best Games, and Taimanov's Best Games. But over time, one book has emerged for me as head and shoulders above all of them, and this is Tartakower's "My Best Games of Chess, 1905-1954." It is a shockingly brilliant work, on every level that matters to me. It contains 210 games, annotated with brilliant wit, humor, and chess insight. Tartakower was so placed historically to have crossed swords with the old masters, the hypermoderns, and some of the modern Soviet era post-war players. He saw it all, and created some of it. His opening repertoire was varied and interesting. There are Catalans, Frenches, of course his namesake variation in the Queen's Gambit, Retis, Blumendfeld Counter-Gambits, Nimzo-Indians, orangutangs! (which he invented after 'consulting' with an orangutang during a pre-tournament visit to a zoo with other players), and many more. He talks often about static versus dynamic action, of critical moments, coordination of forces, outposts, etc., in a wonderfully instructive and enlightening manner. But it is his writing style that really stands out. One reads Alekhine's annotations and pictures this severe man, chain-smoking cigarettes, pounding the table to make his point. One sees Nimzowitsch as the slightly deranged mad scientist, fascinating but obscure. Tartakower comes across as the brilliant and kind professor, who holds you spellbound as you soak up everything he says. Many games collections ebb and flow. Sometimes I get bored with them or decide to only play through certain openings. This massive book (450 pages) has me glued to every game, not wanting to miss a thing. The games are introduced by little stories of the setting that shed humorous light on many figures in chess history. He gives personalities to many of the secondary lights, whose names we have only seen in books. For instance, check out his introduction to game 57 against Mieses (I have babbled enough and it is better to give you a sample of his writing): "As was said by the French master, Alphonse Goetz (who had come as a journalist representing several French newspapers) in a fine speech during the opening ceremony, one could not find a place more idyllically suited for a tournament than Baden-Baden. In the first week of this tournament, although I ran all sorts of risks, I only succeeded in drawing my first five games. Relying then, on this 'law of series,' Master Mieses facetiously apostrophised me on the eve of our encounter with these bantering words: 'Have you had sufficient preparation for obtaining your 6th draw?' These thoughtless words must have evidently provoked Destiny, who sleeps (according to a Homeric phrase) 'on the knees of the gods,' and here is how this anticipated 'draw' turned out." Here are a couple of remarks from that game: "7. QxP P-K3 Giving himself up to passive defence, Black shelters behind bastions that still seem intact."; "13. 0-0 B-Q2 Asthma-breathlessness-suffocation: as usually occurs, the germ of an incurable sickness does not stop spreading, and so gradually leads to catastrophe." The book also explores critical variations at length where appropriate. This book may be hard to find these days, but I cannot recommend it enough. It is may favorite chess book.

                          Tartakower had tremendous flair, as a player and as a writer. He played the hypermodern openings, but he was around before and after their heyday too. He saw it all and played it all. This book is better, in my opinion, than Alekhine's collection of games, but it is not as famous since Alekhine was a world champ. Tartakower was a tremendous writer who poured himself completely into his work. I consider this book to be an essential part of my collection, and I will never part with it. I am pulling it off the shelf constantly. Get it.

                          5 out of 5 stars A Master's Career in One Book!.......1998-07-29

                          Dr Tartakower, poet, chess master, romantiicist, gambler(!) patriot, was born in Russia, migrated to Poland and then to France. This book brings his almost 50 years of top class chess together in one volume. Great Chess and a bargain price! You can build an opening repertoire here; get the sense of proper endgame play; and see how a Master plans to beat other Masters. Descriptive notation; plenty of good diagrams.

                          I studied for the exam using this book and practice exams available from another vendor. Without a doubt, this book gave me the insight to pass the exams.

                          The book is clear about the exam requirements, and gives helpful tips on areas to study. The material is well - laid out, and follows the progression from one exam to another.

                          Since the exams cost $100 and over each to take, this book was well worth the cover price to ensure passing.

                          If you want to find out what will be on the exams and learn to pass the exams, this is definitely the book for you. They basically took the list of topics from Lotus' own exam guide and fleshed it out (from Lotus' page or two to hundreds of pages). Now, it won't teach you everything, but it teaches you a lot. When the reading is coupled with taking the practice exams, you find out what areas you really need to learn more. For example, you'll read in here about profiles, but in order to understand them in a way that would prepare me for the exam, I had to read the red book on upgrading to R6. Similarly, you really do need to actually do the kind of work that the book describes in order to pass the exams. I managed to pass all 3 exams in about 4 days, but I am an extreme case - I'd been doing the work for 7 years (my certification was in development) and I had access to an exam prep room which had copies of every book I might need.

                          There are flaws in this book. For example, they recommend Bankes & Hatter's "Lotus Notes & Domino: Essential Reference" for administrators. I wrote a review on this site about that book. As I titled my review, it's an "Outstanding reference for LotusScript and Java" - it's not a book for any kind of administrator, as they don't need to learn LotusScript. (Oddly Bankes & Hatter wrote the App Dev Exam Cram book.) On occasion, there are also technical errors. I remember, but cannot find, one instance when it stated that the server was doing something when they intended to use some other noun. It was a proper English sentence, but it was just plain wrong.

                          So, buy this book, study other materials, do some actual installation and administration work and then take the tests. You will be happy with the time and money you invest.
