The Heavily Indebted Poor Countries (HIPC) Initiative has made important strides in providing comprehensive debt relief to the world’s poorest, most heavily indebted countries, cutting the total external debt of 26 out of the 42 eligible countries by two-thirds.
          The report presents discussions held at the 2003 Dar es Salaam HIPC Ministerial Forum and calls for a number of actions to deal with both immediate concerns and the issues surrounding long-term debt sustainability in HIPCs.

            This comprehensive study traces the evolution of the international debt crisis from its beginnings in the early 1970s to the present. The author uses a sample of 24 major borrower and heavily indebted countries to explore the economic forces within developing countries and the external conditions which led to the build-up of serious debt and their subsequent inability to carry it. He focuses attention on the changing roles of multilateral lending agencies such as the IMF and the World Bank and examines the role played by U.S., European, and Japanese commercial banks in creating conditions which led to unsustainable levels of debt among Third World borrowers. Finally, O'Cleireacain details the changing attitude of the U.S., from the early approaches of the Reagan administration through Brady Plan initiatives of the Bush administration. Scholars in development economics and international finance will find O'Cleireacain's work an important contribution to current debates over the causes of and policy responses to the mounting Third World debt crisis. In his discussion on the role of multilateral lending agencies, O'Cleireacain analyzes the lending policies of the IMF, the changing nature of IMF conditionality, and the relations between debtor countries and the IMF. By examining the appropriate role of private sector capital flows--which to some extent compete with lending flows available from the IMF and the World Bank--the author places the debt crisis in a wider international public policy context. He concludes that private lending by commercial banks is one of the fundamental causes of the crisis as borrowers have turned to them to avoid the watchdog role of the established multilateral lending agencies. Based on his extensive study of the sample countries, O'Cleireacain calls for the use of IMF and World Bank-endorsed development strategies which require external financing but use exports to generate the foreign exchange to service foreign debt. An appendix listing U.S. Treasury and Federal Reserve support operations for debtor nations, a bibliography, and an index complete the volume.

              A lot of praise is often given to books Chinese but this is probably among the best somebody should read when doing business in Mainland China. It does not only summarizes all of what you need to know about Chinese philosophy but compares the negotiation process step by step comparing between Western and Chinese methods.

              Confirming information found in New Asian Emperors, a book talking about Overseas Chinese, it explains the relation between outsiders and insiders of the Chinese group. According to Confucian principles, relations with outsiders (the Westerners) are not the same than Mainland Chinese. Second it explains how Chinese are strongly integrated in their society and that any mistake will follow them all their lives meaning they do not have much room to make favours to outsiders but only to abide by the rules of their superiors and the group.

              Chinese slice negotiations in 22 pieces and go step by step from A to Z negotiating each step in detail (forget about jumping steps because they will come back to it later and start the negotiation all over again), comparing the offer available on the market, playing market players against each other to obtain the best deals, reneging on their previous agreements in the negotiation if necessary to put pressure on the outsider. They also want to obtain as much information as possible and expect them to be ruthless. Everything is permitted.

              But on the other side, be careful not too loose temper (loss of face is terrible and make any favourable issue impossible), use pressure when required (books explains when to do this), pull strings whenever you can and never forget information flow is never open either because Chinese do not want to explain an embarrassing matter and find excuses which have nothing to do with the matter or they do not have the power to decide and you should find out who really does.

              Even after a contract has been signed, expect that you will have to follow up and negotiate again. Author explains the different cases you can encounter.

              What Chinese appreciate above all is somebody which is tenacious. Their favourite proverb is 'You can move a mountain stone by stone' and anybody adopting this tactic will be considered a valid player. Of course you must see if the cost are really worth it for you or your company. Therefore China can only be considered a good market if ready to invest there for a long time. Once your reputation as negotiator (the Chinese way) is established, you will find that dealing with Chinese will be much easier, since the word will spread quickly.

              But a reputation is linked to a person, not to a company. So when a person or a team of a company is successful, do not change this person or team in your dealings with China because once they are gone, so are the relations.

              Thousands of good advices based on case studies in an easy to read book which will learn you more about China than any other one and save you months of painstaking learning experience and probably millions of dollars too.

              negotiating China is clear, concise and full of usefull tips and case studies. Anyone who is thinking of doing business in China should peruse this little book.

              The Secretary of State and all her cronies at foggy bottom would also do well to read this so they could figure out why they never get anywhere with the Chinese.

              This 205 page paperback book is a must reading for anyone intending to go to China in any business capacity. Especially useful is a 4 page quick reference chart to Chinese negotiating characteristics. This chart is essentially a concise summary of the thesis of the book. The author makes it quite clear that it is extremely unwise to go uninformed and expect to successfully negotiate with the Chinese. Why is that so? Because of the dramatically different cultural complications, transference of negotiation skills that are successful in the west is not a given. Personal relationships and friendships are very important factors in helping to cut negotiating time and in helping to obtain favorable financial terms. Negotiations from the Chinese side will entail time and many people in the decision making and negotiation process. You should be prepared to exhibit great persistence for the long term. The author discusses what to expect during the pre-negotiation, the negotiation, and the post-negotiation phases. This book is an excellent reference for preparing yourself.               There isn't really much to say about this book. It is charming, amusing and intelligent. Reading this book makes for an interesting trip down memory lane and reaffirms the old adage that "the more things change, the more they remain the same."

              The format is very simple and leads itself to a single read-through or picking a page at random. Several dozen of David Brinkley's closing statements on "This Week with David Brinkley" have been collected and presented here as short essays of no more than three pages each. If nothing else it is a pleasure to once again make fun of former Secretary of the Interior James Watt.

              Legendary TV journalist David Brinkley revived dormant Sunday morning political interview shows with "This Week," mixing news, interviews, bicker and banter between Brinkley and panelists Cokie Roberts, Sam Donaldson and George Will. Brinkley nearly always closed the show with an anecdote or thought-provoking, curmugeonly comments that, delivered with trademark diction, trumped any cute animal story local news closed with.

              "Everyone Is Entitled To My Opinion," collects these short closers, reminding you that Brinkley's oratory gave fresh, common sense drama to what reads now as classier shaggy-dog stories or whining. The book has highlights, mainly Brinkley addressing his favorite topic of government bureaucracy (cited in everything from $2500 Air Force pliers to his dime tax bill). He praises junk mail ("You never get bad news by third-class") and global warming. He forgives President Bush for getting ill in Tokyo after a whirlwind Pacific Rim tour and nominates Richard Nixon for "official US scapegoat." He also offers touching eulogies for the Philadelphia Bulletin, Sam Ervin, and Benny Goodman.

              The book recalls the Reagan-Bush years with their heroes (the presidents themselves, Margaret Thatcher) villains (John Sununu, Tip O'Neill) and fools (James Watt, Leona Helmsley, Jim Bakker, Imelda Marcos). This book is best enjoyed in its audio format; otherwise, check out Brinkley's autobiography or 1989's excellent "Washington Goes To War" for the best writing from this American news icon.

              I asked for and was given this book as a gift...having met Mr. Brinkley in the '60's...I was already impressed with him...I loved "Everyone's Entitled to my Opinion"....I have great respect and admiration for him....this book starts with his beginnings in North Carolina...his relationship with his mother....and on through his successful career as a broadcaster....one of the best autobiographies I have read...

              If you're looking for a quick, enjoyable read, with a few chuckles on the way, get this book. If you think the U.S. government has a unique outlook on life, this book proves it. "Everyone Is Entitled To My Opinion" is a small book with witty commentaries from "This Week" television show. The government is not the only oddity in the book. Life itself is seen as the intriguing, mysterious, comedic adventure it is. What I really liked about the book is you can read it in quick bites (on breaks at work) or for a longer visit (after dinner). David Brinkley's insight into the human condition is always enjoyable. And the fact his opinion often (but not always) is mine as well doesn't hurt. This is not GREAT LITERATURE (I was shouting there) but a very good book

                            I gave this four stars because I don't think Sam would want it to get five. That would make it too perfect, and once you read Jack Kerouac's On the Road, you're always wary of making things too perfect. That also seemed to be the idea of the Rolling Thunder Revue: to let things fall together even though that means they may fall apart (and by Sam's reckoning they eventually did).

                            Coupled with J. D. Salinger stream of consciousness writing, Sam dragged Kerouac's real time typing into the deconstructed stage with all four walls down. I only know Sam from his portrayl of Chuck Yeager in the Right Stuff from the book by Tom Wolfe-- the book full of Wolfian gimmicks but the film made the old fashioned way, his plays like True West, and the fact that his mom once toasted my fledgeling writing career-- I hope one day to make her proud.

                            Sam was hired to make a film of the Revue tour, and wound up making a book. While that means it has pages, photos, and a cover, within that loose definition, it falls apart as much as it can. Sam uses the "f" word, but as a word, not for effect (it is a word). There are bits of writing like this: "Fans are more dangerous than a man with a weapon because they're after something invisible."

                            The thing that galvanized the tour was fighting to get Rubin Carter released (which eventually happened), and Dylan penned the amazing "Hurricane", an absolutely riveting song when you hear it on the Bootleg Vols 1-3 CD set (or various other ways it exists), not only for the lyrics and music, but Dylan's delivery, at once cool and impassioned, the crazy quilt of images, skewed syntax, sprung rhythms, and well, Sam Shepardness of the whole thing.

                            This book is an excellent look behind the scenes of Dylan's Rolling Thunder Review which made it's way through New England back in the Fall of '75. Sam Shepard has done a great job of capturing the feel and characters that surrounded this historic tour. Not to be missed by any true Dylan fan.

Bailey identifies stereotypical images of blacks in crime and detective fiction and probes the implied values and collective fantasies found there. Out of the Woodpile is the first sociohistorical study of the evolution of black detectives and other African American characters in genre fiction. The volume's three divisions reflect the evolution of the status of African Americans in American society. The three chapters of the first section, "From Slaves to Servants," begin with a survey of the works of Poe and Twain in antebellum America, then discuss the depiction of blacks and other natives in British crime and detective fiction in the days of the British Empire, and lastly focus on American classics of the pre-World War II period. In "Urban Blues," Bailey continues her investigation of black stock characters by zeroing in on the denizens of the "Black Metropolis" and their "Black Rage." "Assimilating," the final section, contains chapters that scrutinize "The Detectives," "Black Lives: Post-War/Post Revolution," and the roles assigned to "Black Women." The results of survey questions carried in The Third Degree, the newsletter of the Mystery Writers of America, as well as the views of fourteen crime writers on the creation of black characters in genre fiction are followed by the "Directory," which includes a sampling of cases featuring black characters, a list of black detectives, relevant works of fiction, film, television, and more.                                         I heard the author speak at a graduation ceremony and enjoyed her so much I decided to buy the book. The book is very inspirational. It reviews events from the authors life that would apply to many individuals. This book is easy to read but not without substance. It could benefit youngsters as well as seasoned Christians. It is very "real" and I felt like I was getting to know Sallie-Ann personally while reading it. Highly recommended.

                                        A good first book on VMs. Starts with general foundations, then overviews both JVM and CLR. More of an overview than an indepth book though (which, for an introduction, is not bad, so I'm not complaining).

                                        One thing I could do w/o though is a fair amount of hype about how VMs are great and so on. First, there's nothing new about them, they've been in existence for decades (it's just at the time MS believed that the future belongs to DDE); second, it can be argued that their current entry into the mainstream is due more to commercial interest and accompanying marketing hype than technical merit; third and last -- I'm tired of pretense excitement about this or that nine-days wonder's being a silver bullet, the Final Great Thing That Solves All Problems. I've seen too many of them appear in blasts of glory and be gone w/o trace within a couple of years despite all MS (or, in our case, Sun) self-serving clairvoyantry. We'll see, says I; meantime, less propaganda would be nice.

                                        But overall, the book's OK though, a good place to start if curious. Btw, there's another one, by Iain Craig, that, I think is even better.

                                        Virtual machines and virtualization are a hot topics in the IT industry today. This is a perfect book and a very good introduction to the topic if you consider programming your own virtual machine. This is also a good introduction for you want to understant the techology behind modern virtual machines. I have a few virtual machine related books in my self and this is the best general introduction to virtual machines. The book deals with practical problems related to implementing your own virtual machine and improving its performance.

                                        If you are just interested in virtualization of your current hardware to support multiple operating systems using virtualization software such as VMWare, Xen or Microsoft Virtual Server, then this defenitely is NOT the book for you! If your main interest is on the Java Virtual Machine, then you should consider purchasing Java VM specific book such as Java Virtual Machine Specification.

                                        To many people in computing, the most common context for running into a virtual machine might be a familiarity or use of Java. The program that runs a Java program is called a JVM, which stands for Java Virtual Machine. It presents a software construct to the Java program, that masquerades as a computer. This book takes the idea and shows its broader applicability. Nor is the discussion restricted to using Java as an example. The text also looks at Microsoft's CLI, which is part of its .NET framework. CLI lets a program written in a language picked from a certain set of Microsoft-supported languages call routines or classes written in other languages from that set. CLI also uses the idea of a common virtual machine to enable this functionality.

                                        Smith explains that a virtual machine generalises the idea of source code. The latter has been around since at least Fortran in the early 60s. Source code freed programmers from many details about their hardware. But typically, it did this in part by assuming very little about the computer it ran on. Nowadays, a virtual machine offers broader scope. Its resources might include bandwidth and Internet access, and hard disk reading and writing.

                                        There is also the possibility that virtual machines might facilitate utility computing, if users could access remote computing resources without concern of the type of hardware that these actually ran on.

                                        The book might inspire you to help build out future virtual machines.
