" This report not only reviews that history, but also follows it to the present situation with respect to the difficult policy choices facing the new Putin-led government, and neatly links Russia ' s choices with the broader issues facing any country undergoing intergovernmental reform. Thus, the authors weave into the discussion the dynamics of Russia ' s options with respect to deciding who delivers what services and how to finance these services with the question of the fiscal politics of change, or the intergovernmental and inter-regional balancing and counterbalancing of power. Furthermore the authors tie these questions together with those of how to implement good governance: should it be piecemeal or unified, asymmetric or uniform, and centrally driven or locally controlled? This report also initiates the first in a series of studies that will be published in the World Bank Institute ' s Learning Resource Series on the issues of governance and decentralization as they are framed by the WBI ' s broader set of programs in public finance and financial management.

As more and more mothers of young children have entered the work force in America, the question of child care has become a major issue among employers, scholars, policymakers and, of course, the general public. The accepted view among those who see a high rate of female labor force participation as inevitable has long been to achieve a consistent maternal/parenting leave of approximately six months, followed by access to good quality child care facilities for use at parental option. Some European countries are, however, now going beyond this point by financially enabling parents to stay at home for one, two, or even three years after childbirth. Sheila Kamerman and Alfred Kahn explore with European scholars child care and parenting policies in six countries, and examine the motives and perspectives involved, the specific problems and their costs, the extent to which countries can report the impacts of their methods, and the potential implications of these experiences for the United States. Through these national examples, the editors introduce an important policy debate concerning parenting and children under three. Among the questions raised are whether the government should make it financially easier for parents to remain at home, what the effects of leave policy would be on need for and use of child care facilities, what the relationships between such assistance and the broader income support policies would be and--ultimately--what the consequences of such policies might be for parents and children. The editors begin their work with an introductory chapter that defines the issues for the United States and the reasons for looking toward Europe, and follow with six chapters examining the policies of countries in the lead in this field: Austria, Germany, France, Hungary, Finland, and Sweden. The book concludes with a final chapter that suggests possible directions for U.S. policy. This work will be an important resource for planners and for courses in sociology, family studies, early childhood education, and social policy, as well as for public, corporate, and academic libraries.

This book also includes advice on seasonal feeding routines. For example, since fiber is essential for warmth, owners should make certain their horses receive plenty of hay in the winter. During the summer, horses should have free access to fresh water and loose salt. Worth concludes with a detailed discussion of nutritional disorders and their remedies.

This book is wonderful. It explains what to feed, how to feed, where to feed and all the "why"s associated. It will make you want to know everything about what is in your horses feed and find the highest quality hay and pasture.
It is an invaluable resource for horse owners who have realized that trusting a feed company to supply complete nutrition is not always a wise decision. This book can give someone the tools to create their own feed mixture and save money while improving thier horses' health.
Perhaps if more horse owners were armed with this information, feed companies would be forced to supply costomers with better information about their products.

Wonderful for Trek Lovers.......2001-06-05
I have read this book hundreds of times. I love getting it out when I watch a Next Generation rerun, so that I can see the mistakes and it is hilarious! Phil Farrand has a unique sense of humor that only Trek lovers can understand. I highly recommend this book to anyone that enjoys watching Star Trek: The Next Generation.

I've always enjoyed watching movies and TV shows for one big reason- I'm always searching for those little things that give away the illusion. I'm always checking the reflections in mirrors, windows, paint finishes on cars, etc. for a glimpse of the camera crew.
With both my neverending searches for TV & movie miscues, and being a NextGen geekoid, grabbing this book was a natural. It satisfies both my Trek fandom, and helps me search for those little things that makes its magic less potent. It also uncovers technical problems, plot inconsistencies, and just plain strangeness that you might have missed in your fanboy fervor. I try to keep this tome as well as the original Volume I on hand while I view the weeknightly NextGen reruns on the local indie channel.
Volume II covers flubs from the series' final season, as well as the 'Generations' movie. The author Phil Farrand also includes other inconsistencies submitted by fans from the first six seasons that he overlooked in Volume I. Even my favorite two parter (gasp!) "The Best of Both Worlds" gets its dues. The heartless swine (sob, choke)...
But I know what some of you are thinking... what you read in this paperback might make you less of a Trekkie than you are now. I don't know about anybody else, but in my case, it made the watching of NextGen reruns even MORE fun and enjoyable. Looking for the little details that cut the show down to size has helped add life to episodes I've seen many times over. If you can handle this kind of scrutiny, I strongly recommend this book, and all of the rest of the Nitpicker's guides.
'Late!
Great Fun!.......2000-06-11
Though not as outrageously funny as the Nitpicker's Guide to Classic Star Trek, this volume had me, a grown man, giggling like a naughty schoolgirl (and that's quite a confession). All the inconsistencies and plot oversights are handled by a very sarcastic and wry author (Phil Farrand) who knows how to make us laugh at a great but sometimes pretentious and pompous TV show in Star Trek: The Next Generation.
I've had this book for quite sometime and I still go back and read parts of it every now and again when I need a laugh.
This book is for the serious Trekker (or Trekkie) who can take a joke.

What an entertainer! You just never get sick of this book. The basic concept is finding mistakes (or "nits") in the Star Trek: The Next Generation TV series. It includes episode reviews, trivia questions & tote boards. He spots things that you'd never think of seeing: before this i could go through an entire episode without seeing anything wrong, but he'd find 2 pages of nits on that episode. Another plus-point is the size of the book, great value for all ages. All in all, a MUST for all TRUE Next Gen fans!

A brilliant, post-post-modern book that compiles an episode guide and list of mistakes for a television program. For maximum irony the world really needs a 'nitpicker's guide to nitpicker's guides'.
More specifically, there are two volumes of 'Next Generation' guides (the first goes up to the end of series 6, the second has additional mistakes, condensed episode guides, and 'Generations'). It works brilliantly just as an episode guide, and the mistakes are well-chosen and quite perceptive. There's also a fantastic 'Original Series' guide, a 'Deep Space Nine' guide (which is very large and dull, a bit like the series itself), and an 'X-Files' guide. Nothing on 'Voyager' yet.

This is one of the most gratifying books I have ever read. As a self-proclaimed grammar cop, it is great to know that someone is paying as much attention to detail as I do. I pull out the ol' Nitpicker's Guide every time I watch an episode of TNG, but I have also read it cover-to-cover about 5 times. I am absolutely amazed by the thoroughness of the author (as well as by the amount of free time he must have!) I love this book.

If you are into nitpicking, this book is great. While reading it, I was able to remember most of the scenes that were discussed, but the best way to read this book is with the episode playing in the background. Some nits require that you freeze and rewind to catch it. Each episode review contains trivia questions, but they are hard, so dont feel bad if you get them wrong. Also, Season seven is not covered in this one. It is included in part 2. I recommend this for al Trekkers. This author has also come out with a Deep Space Nine book, and Original series book, and an X-files book, as well as a sequel to this one. It must be nice to make a living nitpicking TV episodes!

This book is hysterical and notices things I never would have dreamed of. It doesn't cover everything, so if you like this book you will also want to get the sequel. It's well organized and the second book includes nits that readers submitted. A pageturner.

I'm one of those people who picks up on continuity errors in movies and TV shows. I don't know how, but I catch some pretty odd ones. But with this book, Phil Farrand goes where no one has gone before. I don't know how the guy does it. Just make sure read the entry right at the beginning of the show so you can look for all the stuff. Some of it's hard to spot!

Pretty Good Information for Getting Into Digital Music.......2005-10-11
This is a pretty good reference book for anyone who is just getting into digital music.
It is particularly focused on the Windows Media player. There is also useful information regarding ripping and burning CDs, creating a computer jukebox, portable music players such as IPods, etc. The author also discusses the different formats for storing/playing digital music and the online services that offer downloadable songs for each.
Overall, I would say it is pretty good as far as being a beginning resource for one's digital music needs.

I've been searching for a book like this for quite a while. I was primarily looking for a book that explained how to use Windows Media Player. Other books would skim the surface but this one goes into detail for people who enjoy organizing and listening to their music in various ways. When the author finishes teaching you the in's and out's of Media Player, he's just warming up. The author then goes on to explain how to set up your computer for music to get the most out of it, how to record from analog sources into your computer, how to use portable digital players (such as I-Pod), ripping CD's and burning them, downloading and purchasing music, listening to the radio via your computer, and finally setting up your own computer-based, home recording studio and using it. whew!! I'm a professional musician and even I learned things from this book. Besides explaining the main topics of the book, Mr. Williams goes into detail well enough so that you don't feel like you are left hanging. Before this book came out you would have had to buy maybe three or four different books to cover the same information. It's well worth the price in my opinion. For someone who is wanting to get involved with any or all aspects of Digital Music and looking for a starting point, I highly recommend this book. Well done Mr. Williams.

What a charming book. I picked it up in a bricks-n-mortar retailer who shall remain unnamed... then slammed it down before I let my fingerprints mar the surface and be forced to take out a loan to pay for it. I would recommend purchasing the book, chock full of informative, helpful, and timely advice-lets here and saving a pretty penny, though. It's not like I wanted to buy the store... just this excellent tome of digital wit that will help the user navigate the recesses of Al Gore's Internet (does he have that phrase copyrighted yet?) and remain out of prison and without "severe monetary penalties" (or, more succinctly, consequences and repercussions).
