        Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries—the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. This publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

              Ron Forbes-Roberts has presented an excellent portrait of the great guitarist Lennie Breau. His empathy for Lennie's rather tragic life as well as his appreciation of his guitar atristry is evident throughout the book. This book is a must read for anyone truly interested in jazz guitarists. It also contains a fine discography and will be appreciated even more if readers listen to Lennie's playing as they read.

              Tortured soul.
              Lenny Breau was the epitome of this. Especially in light of all the beautiful recordings recently released, on Guitarchives & others.
              Listening to these recordings, while reading some of the incidents of Lenny's life, are hard to fathom how he could sink so low, self-esteem wise, as well as hitting rock-bottom chemically.
              This was a sad, heart-wrenching read.

              This book has, like many biographies, a lot of sad stuff on drugs related problems, but also where the romantic side of Lenny's playing style comes from, remains a mystical and partially unanswered question. Yet this book creates a good look into Lenny's playing, woodsheding etc. Really a must if you are looking for more information.

              I am grateful to the author for this great biography of a player who had entered the world of master of music color. I couldn't put this book down till I was finished and then wanted it to continue so that the mood of Lenny's life had time to sink into my own playing.

              In this book, Derek Kompare uncovers the hidden two-thirds of commercial television -- the television repeat. With all of the books published on TV in the last few decades, no scholar until now has ever stopped to notice that most American TV is made up of reruns. Kompare explores both the industry strategies that created the phenomenon and the social meanings of the continous recycling of old programs. He explores the explosion of repeats that accompanied the rise of cable, and the sense that TV now has a "heritage," a canonical history that is referenced with both love and irony. My advanced undergraduate course last year liked the book a lot, with one student commenting that Rerun Nation is "crucial" to understanding television and popular culture today.

              The Beverly Hills, 90210 Guide claims to be 'the ultimate authority that no 90210 fan should be without'. I disagree. I think it's a fairly useful companion to the first three seasons of 90210 but there's no way it's 'the ultimate authority'.

              I bought this book for two reasons; I'm a huge fan of the show and I was slightly swayed by the enthusiastic summations of fellow Amazon reviewers. I finished the book within a couple of hours (literally) and am not overly impressed. The signs were ominous when the author began by (stupidly?) confessing that despite finding 90210 one of the most addictive shows, it isn't a favourite. Perhaps if this unauthorised guide had been written by a die-hard fan, the resulting effort would've been infinitely more satisfying.

              Even if I'm generous and leave aside the grammatical errors that abound (for example ' and this is a DIRECT quote from the book: 'nothing scared her more than the fact that she [Kelly Taylor] and David [Silver] would be sisters'. SISTERS!!! Errrr, HELLO?), I'm not overwhelmed with the content either.

              I thought the character biographies on the slender side until I got a load of the episode summaries; at best they omit telling detail and at worst, they're positively skimpy.

              In addition, although the author provides a summary of each episode and the original airdate, said episodes are listed numerically but *not* titled (for example,
              '#1 10/4/90 --------- #2 10/11/90' etc).

              What self-respecting TV guide omits episode titles? Surely the raison d'être of such a publication is to feed the hunger of obsessed fans with seemingly endless trivia and information about the show? Episode titles are a must! They're a prerequisite! And don't bother looking in the book's foreward or introduction for an explanation of this gross oversight - there isn't one.

              I know that the first episode is the pilot, 'Class of Beverly Hills' and that the second episode is titled, 'The Green Room', but what if I didn't know and I'd already spent $7.95 (plus shipping) on this book? Even the most basic 90210 fan website considers episode titles important enough to list but not, it would appear, The Beverly Hills 90210 Guide.

              Ah, the irony. Incredulous? You're darn tootin' I am.

              And if you think that's bad, get this. Poor research and/or oversights and slight inaccuracies are unforgivable in non-fiction and yet, they're evident here. For example, of Brandon Walsh's third season summer fling with Brooke Alexander the author says, and I quote directly, "They [Steve Sanders and Brooke] also became romantically involved. Unfortunately, when she met Brandon their romance came to an end and she started dating Brandon". That is sooooo untrue! Steve had an unrequited crush on Brooke and for that reason, they *never* became romantically involved.

              Tsk, tsk, tsk author - do your homework!

              On the positive side ... um ... um ... it's a relatively inexpensive purchase, it does contain a couple of interesting perspectives on the show (literally) and the trivia quiz in Chapter 14 is fun to do. However, be warned; it too contains mistakes.

              Recommended (just) for the truly obsessed 90210 fan. Hopefully someone else out there will write a vastly superior guide to all 10 seasons.

              If you are a true 90210 fan like I, you will appreciate this book because it brings back great memories and it is a good thing to have to look back on. Although it describes the earlier times it is still very good and describes each season so well you can see it. If you are a fan i think you should buy it.

              Unlike it's later years, the early years of this drama were well written and intriguing. Although the characters had family problems beneath a life of privllege or (in the Walsh case) were symbolic of the viewing audience who were the all knowing outsiders selectively accepting and discarding portions of "the" life, it was a fabulous show.

              Ten years later after it's inital debut, 90210 went off the airwaves. This book brought back wonderful memories of "the high school years" by far and away the best segment of the series. Anybody who wanted to see why gen-xers liked the show needs to check this out.

                The title of this tome is very misleading. I was expecting to find a guide to ease me slowly into the nomenclature and conventions of this very powerful software suite, but what I found was an advanced tip guide for intermediate users already familiar with version 6.0. Being a dummy myself in this field, I was very disappointed with my somewhat large investment in this guide. Also, it is not written in the plain, folksy manner that defines the best of this series. There's $35 I'll never get back. Definitely not for beginners!

                Although usually I'm a big fan of the Dummies books, I was really disappointed by this one.

                First of all it is not as "hands-on" as other Dummies books. For absolute beginners there is too much general theory (the kind of "I will explain something you don't know by something else that you don't know either"). On the other hand there is very little explanation on what exactly happens in the examples. Experienced programmers however will find this book not going deep enough. I guess the authors tried to satisfy all and ended up satisfying none.

                Second point is that there are plenty of errors in the book...That's pretty frustrating if you want to get a program running, because you never know if it's YOU who made a mistake or if there is just another error in the book. I regret that I wasted so much time on this book, just to find again and again that there was an error in it.

                Last point, which is crucial if you want to work with Visual Studio .NET on your own computer, and need to install everything on your own: there is little help on how to get the prerequisite software installed and running, like e.g. IIS (Internet Information Services) and Front Page Server Extensions. You will need them to work with Visual Studio .NET, and installation can be very tricky (actually I know of noone who got them running right away). So if the book doesn't cover these topics, it would at least have been helpful to add some resources where you can find help...

                Tons of errors, some don't even pass the simple syntax test.

                Example:
                Page 708 -
                str = "Update Employees set Department = "@DPT, & _
                & "Description = @DSG where EmployeeID = @ID"

                Notice the use of & _ & at the end of the first and start of the second lines. This is wrong but not terminal. The real problem is that you will get a syntax error after Department = "@

                These lines should probably read:
                str = "Update Employees set Department = @DPT, " & _
                "Description = @DSG where EmployeeID = @ID"

                Now this is not just one isolated problem, there are many many more and when I emailed them for some help I did not get a response.

                This book will not just waste your money, it will waste an even more precious resourse -- Your time.

                3 out of 5 stars Not a Visual Studio .NET book, it's a .Net language book.......2002-09-19

                Well, I already have a number of .NET language books, I did not need any more. I enjoy the for dummies books because they start at the low level and work upwards from there. What I was looking for was a book that would tell me how to use Visual Studio.NET to it's maximum potential. Instead, I got 7 mini-books on how to program in each of the languages that Visual Studio offers. The title should be Programming in .NET for Dummies rather than using VS.NET in the title. I can write in any of those languages by using notepad, so this is a very misleading title.
                However, I will not give this book an awful rating since it seems to be good at what it does say. Just be careful that you don't buy this thinking you're going to get a good reference on how to use Visual Studio - because this ain't it.

                hi
                well I have tons of "for dummies" books(from spiritual to graphics and programming and the like) and this is the first that isn't good.

                problems:
                just some i'll like to mention.
                -the author writes code for you to copy and doesnt include the "_" between the lines (other manuals/tutorials/books at least tell u to put "_" , since they dont have space to write the full code in one line), so if you go by his code format you will keep getting errors.
                -on one hand the author seems to write nothing about certain vb.net code and on the other hand he writes tons about the difference between vb6 and vb.net.
                he devotes tons of the book on stuff that is new to vb.net compared to vb6, while not actaully describing vb.net stuff in the first place.

                in conclusion:
                if your coming from vb6, this is a great guide/reference for u. if your not, using the help(references/tutorials/info that u can get on controls/commands) that actaully comes with vb2003.net is far more effective.
