        We often think of fiscal decisions as being made by a single government, but in the United States the reality is that an astounding number of entities have the power to tax and spend. State, local, and federal governments all play crucial roles in the U.S. fiscal system, and the interrelation has been the source of continuing controversy. This fact is the focus of the seven papers and commentaries presented in this volume, the result of a conference sponsored by the NBER. The contributors use various quantitative tools to study policy issues, obtaining results that will interest policymakers and researchers working in the areas of taxation and public finance.

        The first three papers study the distribution of power and responsibilities among the various levels of government. John Joseph Wallis and Wallace E. Oates look at the extend and evolution of decentralization in the state and local sector; Robert P. Inman examines the growth of federal grants and the structure of congressional decision making; and Jeffrey S. Zax investigates the effects of the number of government jurisdictions on aggregate local public debt and expenditures. The next three papers look at the deductibility of state and local taxes on federal tax returns. Using an econometric analysis, Douglas Holtz-Eakin and Harvey S. Rosen examine the effects of deductibility on revenue sources and level of expenditures. Lawrence B. Lindsey looks at how deductibility affects the level and type of taxation. George R. Zodrow uses a two-sector general equilibrium model to investigate revenue effects of deductibility. Finally, Charles R. Hulten and Robert M. Schwab analyze the problem of developing an accurate estimate of income for the state and local sector, finding that conventional accounting procedures have underestimated the income generated by a startling $100 billion.

            Uncovering the effects of privatization is difficult, because privatization of a particular firm usually is not an accident. This paper tests the effects of privatization on productive and allocative (market) efficiency using a rich panel data set of 22 privatized cement plants from Turkey in the 1983-99 period. Since all public cement firms were privatized and we have pre- and post-privatization data for all, we are able to avoid the problem of endogeneity associated with sample selection. Our analysis goes beyond just examining the privatization effects and explores how privatization really works. Changes in objectives of the firm (ownership effect) and changes in market structure (environment effect) may both be responsible for privatization outcomes. We find that ownership effects are sufficient to achieve improvements in labor productivity. Our results on allocative efficiency, however, are dependent on changes in the competitive environment. While all plants seem to improve labor productivity through work force reductions, plants privatized to foreign buyers also increase their capital and investment significantly.

                  Two stories in this book--Broadway Storekeeper and Tummler--are among the best pieces of reportage I have ever read. They offer everything modern journalism lacks--taste, gentle humor, appreciation instead of scorn for the unusual, and a broad, affectionate view of the world. The whole book is a pleasure, but these two stories should be in every anthology of American reporting. Liebling was one of a kind.

                  I use this text extensively in my woodwind class. The double reed sections are excellent. The saxophone section is fine, but a bit short on information. There are several inaccuracies in the flute section (scientific, historical), and our flute professor disagrees with the information on embouchure and technique. The clarinet section is also weak. The author has some strange ideas on teaching embouchure and other skills, and there are inaccuracies within this section as well.

                  I use this and have students make corrections and notes in their copies of this book since there is nothing better available. I would like to see an updated version with corrections made and more consistent organization of material for each of the woodwinds. I would also like to see the illustrations revised so that they are more accurate. (I like a lot of the information in the Westphal book that is its competitor, but the Westphal is dense reading and very, very old.)

                  Woodwind players are much like trumpet players' about their mouthpieces, or violinists' about their strings....each has an opinion. The separate authors who write the wwodwind chapters, also have their opinions, a few tricks and techniques that are not mainstream, but clearly would work for most people. The best Woodwind Technque book on the market.

                            Winston Churchill (not THAT Winston Churchill) was one of the most popular writers of fiction in America during the first two decades of the twentieth century. This was his first novel, and it's quite different from the subsequent ones he wrote. It's a breezy social satire centered around a writer (perhaps modelled on Richard Harding Davis) of novels "of a high moral tone and unapproachable principle," characteristics that he is in short supply of in his own personal life. He decides to vacation in a small resort town under an alias to escape his doting public, and from there all kinds of misadventures occur. He chooses as his alias the name of Charles Allen, the treasurer of the Miles Standish Bicycle Company, and when the real Allen is accused of running off with the company's funds, the Celebrity (as the narrator calls him) has trouble getting anyone to believe who he really is. One crazy scene leads to another until all is straightened out in the end. The book is meant to be pure entertainment, and beyond that it doesn't amount to much. Even as he was writing it Churchill's thoughts were going in a different, more serious, direction toward the heavily researched historical novel. But as a debut effort it's not too bad, and the writing, despite some of the dull scenes and improbable circumstances, is as light as a feather and gently humorous.

                                        Our lead DBA told me about this book (an earlier edition) and I bought it over a year ago. Up until Feb. 2006, I had no idea what SQL was. As a tech lover and "sponge of knowledge", I saw a need at my job to take over the ad-hoc report requests that burdened our DBAs. With teachings from them and a 2 day training class I embarked on my query writing adventure. 1.5 years later, I have learned a great deal and use this book about 1x/week! I do not do any programming (I'm a tech analyst) so this book is great for explaining 1) what the command means and 2) how to write it. I work in both Oracle and MySQL and have found that this book pretty much applies to both worlds. My only complaint (and this is SO small) is that sometimes I have very specific questions, like how to limit the row output, and the glossary in the back of the book is not that specific. Other than that, for someone without a programming or DBA background, I LOVE this book! I have even let other analysts in different depts. use it and they have found it helpful as well.

                                        The best SQL book I've found so far. This is really just an update of "The Practical SQL Handbook" and that's a good thing. These authors do a marvelous job of explaining how to accomplish things with SQL without getting too deep. The writing is at a conversational level ... like you are speaking with a co-worker.
                                        I think the organization of the book makes sense and have had no problems finding answers while jumping around the chapters.
                                        This book has been around for many years (This is the fourth edition) and I can understand why. It is probably all you will ever need.
                                        I also bought "SQL Queries for Mere Mortals". I haven't spent much time with it yet but it seems to be more a textbook to "rev up your SQL with hot licks" in its approach and not as much of a general purpose book like the "Practical SQL Handbook". I think the two of them cover my needs completely.

                                        Does a good job of explaining SQL from the basic stuff up to highly complex queries. Goes into detail whenever necessary to explain the differences between an implementation in Oracle, SQL Server, mySQL, etc. Highly recommended.
