This book examines two eras of Chinese history that have commonly been viewed as periods of state disintegration or retreat. And they were--at the central level. When re-examined at the local level, however, both are revealed as periods of state building. In both the Nanjing decade of Guomindang rule (1927-1937) and the early post-Mao reform era (1980-1992), both national and local factors shaped local state building and created variations in local state structures and practices. This book focuses on one key area of the state, taxation and public finance, to trace the processes of local state building in these two eras. Using the records of local tax and finance offices in the Tianjin area and in Guangdong province, the author maps the process by which these county-level offices grew.
This book highlights variation in local state structures and practices between localities and between the central and local governments. As the author shows, this variation is important because it results in regional differences in state-society relations and affects central state capacity in terms of the local state's ability to implement central state policies as well as its own.

Because they are so often told as news, contemporary legends force us to reevaluate life as we know it. They confront us with macabre, fantastic, horrific, or hilarious characters and events that seem to come straight out of myths and folktales, but are presented as present day events. Speaking of methodology, he devotes an entire chapter to it. He shows a figure of the old way, where the design of a technical solution was done first, followed by a design of the interface that would overlay it. He suggests reversing this order. Not bad, and probably valid in most cases. But there is one important case where the old way is still viable. Research. Where it is not certain that a solution exists. By necessity, investigation and implementation of a solution should come first. Because if it cannot be done, interface design is moot. Granted, most of his book refers to a commercial product, so the rejoinder could be that a research situation is outside the book's scope. But just keep this in mind when reading it.
He also includes a very topical section on the challenges of offshore staffings. (Indians, anyone?) It is certainly possible, though not trivial, to integrate such staff into the entire design cycle, in his experience. Of course, some American readers will find this unsettling. But it should not be a surprise. As offshore staff gain in experience, inevitably they will be able to do this.
