The rapid rise in insurance premium costs coupled with the problem of obtaining insurance at any cost for some applicants has precipitated a crisis in the insurance industry. Many scholars and industry analysts have suggested deregulation as a solution, arguing that the actions of a free market are the only efficient means of controlling costs and affordability. McDowell offers an in-depth examination of the arguments in favor of and against deregulation and analyzes what the probable effects of such deregulation would be. Basing his study on the results of past experiments, scholarly recommendations, economic analysis, and his own work in the field, McDowell fully explores the various types of deregulation that could be implemented and assesses the degree to which they would fulfill the goals of maintaining the financial solvency of insurance companies, keeping premiums from being excessive, preventing discrimination among policyholders, and making insurance available and affordable to all who want it. McDowell begins with a discussion of what deregulation means. Subsequent chapters trace the history of insurance regulation, examine the complex goals of governmental insurance regulation, and explore the nature of insurance in contemporary society. Turning to a discussion of competition, McDowell illustrates the various levels at which insurers can compete and examines both the problems of regulation in each area and the likely effects of introducing such competition. The issue of whether regulation of the industry should be at the federal or state level receives thorough treatment, as does the question of using insurance company mergers to increase efficiency and lower costs. McDowell concludes with an enlightening discussion of the series of choices among aims and policies which must be made before the decision to deregulate or not is taken. Insurance company executives and attorneys as well as students of the insurance industry or of insurance law will find McDowell's work a cogent exposition of the complex facets of the insurance deregulation debate.

The papers in
Governance, Decentralization and Reform in China, India
and Russia, which were presented at a ZEF conference in May 1999, deal with three critical aspects of governance in China, India, and Russia: political reforms at the local level; fiscal reforms in intergovernmental relations; and legal reforms. The volume collects contributions from 24 outstanding economists, political scientists and legal specialists including Vito Tanzi, Daniel Treisman, Pranab Bardham, Jean Drèze, Katharina Pistor and Kathryn Hendley.
Distorted economic and political incentive structures, capture of the state by powerful élites and inoperative legal systems are factors that have greatly complicated the political economy of reform in these three large countries with heterogeneous populations. Addressing these political and institutional issues is essential to designing good policies. One particular goal of this volume is to bring together new analytical insights and empirical evidence on governance, a new and growing field of research.
The volume is divided into three parts: fiscal federalism; decentralization and provision of local public goods; and legal reforms. Part I discusses the role of incentives in fiscal federalism. The papers analyze the effects of different revenue-sharing mechanisms between different levels of government, in particular the effects on regional growth and inequality and the incentives that local politicians may have to provide public goods depending on fiscal arrangements with the central government. In adapting their governance structures, all three countries have been striving for increased decentralization. But the theoretical literature suggests that, in a decentralized setting, second-best solutions must prevail: it is not possible to ensure incentive compatibility simultaneously with optimal allocation of resources and a balanced budget in providing public goods. Part II discusses taxation and public expenditure management both as a political and as a budgetary process. Two questions which the papers address are: Does participation of stakeholders and accountability of public authorities improve economic and social outcomes? Does better governance in the provision of basic goods such as health care and education improve equity? While decentralization is often seen as a way to improve the quality of public services, rule-based governance is viewed as a safeguard against the arbitrariness of public officials and weaknesses in law enforcement. The five papers in Part III focus on the rule of law; the role of the judicial system in establishing a rule-based economy; and the effectiveness of legal institutions during the transition from socialism to a market economy. They present overviews of current legal reform issues in the three countries and discuss various conceptual approaches to addressing legal reform issues.

This book is a companion volume to Dynamic Macroeconomic Theory by Thomas J. Sargent. It provides scrimmages in dynamic macroeconomic theory--precisely the kind of drills that people will need in order to learn the techniques of dynamic programming and its applications to economics. By doing these exercises, the reader can acquire the ability to put the theory to work in a variety of new situations, build technical skill, gain experience in fruitful ways of setting up problems, and learn to distinguish cases in which problems are well posed from cases in which they are not.
The basic framework provided by variants of a dynamic general equilibrium model is used to analyze problems in macroeconomics and monetary economics. An equilibrium model provides a mapping from parameters of preferences, technologies, endowments, and "rules of the game" to a probability model for time series. The rigor of the logical connections between theory and observations that the mapping provides is an attractive feature of dynamic equilibrium, or "rational expectations," models. This book gives repeated and varied practice in constructing and interpreting this mapping.

"The Wild Girls Club" is nothing short of a masterpiece. Ms. Radakovich explores many aspects of sexuality with non-stop humor and brilliance that is nearly always right on the mark. Her comparisons of men and women, frank discussions about genitalia, relationships, contraception devices, camcording (my favourite), getting fired, drugs, description of the Details Magazine "Win a Date with Anka" (from dream date to worst nightmare) among other subjects make this book a must have for any male or female who has, or ever will have SEX (most of us)...The book also features entertaining interviews with (also brilliant) John Waters, Fred Schneider (B-52's), Tom Jones, among others, which keep me laughing for hours. Radakovich's humorous personality shines in full force throughout the entire book, which also contains several pictures of the georgous author. I am anxiously awaiting her next offering which supposedly will cum out this year...

The only other review of this book posted thus far is actually quite accurate. However, the # of stars awarded does not make sense to me. The book, in 52 colorful pages, quickly shows and tells you how to get your iPod running, and how to do the basic essential tasks (more or less). For $5 it is a true bargain. Yes, there are now at least 1/2 dozen or more very good books to instruct you on how to do most anything on an iPod. But that is not what this little gem purports to do -- and it doesn't. The author explicitly states such right at the beginning of the book. For 5 bucks you get the basics...and guess what? I have 3 of the other much more comprehensive books on iPods and iTunes, yet I still return to this one more than the others...because it is simple and very easy to use/refer back to. My suggestion? Get this book, and then pick up a more comprehensive, thorough one, and as there are so many I will only mention one, "The Rough Guide to iPods and iTunes and Music Online" by Buckley and Clark for $8.99. There are numerous others out there...just check Amazon. But for 5 bucks you can't beat this little book...you will learn the iPod for the 5 bucks that you pay...and for most folks, isn't that what you really want?

This is a small book, about the size of one of the super thin CD cases. It tells you about one cool thing to do per two page spread. It has about 50 pages. Do you get the idea?
It is well suited for someone who wants to go just a tiny bit beyond what the ipod packaging itself tells you. Many of the things it tells you are simply how to turn on or off various options. This is a good book for someone who doesn't want to get involved in doing very much with their ipod, but just wants to know a bit more than what apple tells you.
If you're getting an ipod as a gift for a person who is not experienced with technology, it would be a good choice. However, if you're the type who is using amazon to find an ipod book, you would probably find this book unsatisfying.

"Women and the Machine" by Julie Wosk is a bright new breakthrough text and picture book, thoroughly and adeptly written in a classical narrative-chronological style. I was intimidated at first because of the knowledgeable depth she so aptly displayed, but gradually I began to appreciate Wosk's underlying message that women will no longer stand to be ignored in the roles of human history. Free of resentments and bitter feelings, Wosk discusses the treatment and attitudes of women since times of "the spinning wheel to the electronic age." "Women..." makes an excellent sourcebook for book reports, covering "Women and the Bicycle" (Chapter 4), "Women and the Automobile" at Chapter 5. From there she moves into "Women and Aviation" and "Women in Wartime" at Chapters 6 and 7, respectively.
This book is beautifully arranged with full color photographs, old advertisements, curios, mosaics and even art. As a grown man myself, I feel men could develop a deeper respect of women's roles in modern history, as well as a well-deserved slice of humble pie. We can say, "No, women are not mechanically incompetent, nor are they completely helpless without men in their lives." This book has proven that women are quite capable and adept, having had an important role in shaping the 20th century and beyond. Remember Rosie the Riveter? There's a picture of her in here. That women played a vital role in our World War 2 victory is self-evident, having left the role of housewife and instead have helped to build our fighter planes, gun turrets and tanks--which the fighting men used on the battlefields. Men, take note. Women, take hope. We are, after all, together part of making the world a better place. It's not always men first. Women sometimes have the last word, and we have to accept that. "Women and the Machine" is nothing short of brilliant and provocative, completely unequalled to date.

The Dying Art ?.......2005-07-29
What strikes readers of Brearley's treatise on captaining a cricket side is its relevance so long after it was written. Though it deals with a dying era of wildly eccentric English cricketers the likes of which we will never see again (Close, Dexter, Underwood, Cowdrey et.al) and the golden era of county cricket that professional sport finally replaced, his thought's on the game still hold as true as the day he penned them. Captaincy is still all of the things Brearley discusses and very little he doesn't. Even his predictions seem to be by a man who had seen the future. His discussion of the new trend of 'sledging,' the over aggressive nature of the modern players and his distaste for them seem more than justified today.
With England coming to realise in recent times that a side will only be as good as the commitment the team shows, leadership becomes ever more prized. Recent sides have rallyed round a strong leader and become greater than the sum of parts because of it. That having been said, it is Brearley's point that the Australian's have always selected a team and then picked a captain from amongst them that seems to reveal a much deeper issue for the English game. Afterall, Brearley only averaged just above 20 for his country, yet still had a safe pair of hands in the field, something the present side still lacks. It is no coincidence that the Australian side fields as well as its best does. Ponting just happens to be the player the selector's picked to captain. In the end Brearley makes the point clear that a captain leads by example, certainly thought needs to behind his actions but his deeds stir the team to act.
The Art of Captaincy points to strength of conviction, always back the hunch style cricket that the Australian game has always played, as the key to sucess. England are still looking to get back that sense of belief that deserted them somewhere in the summer of 1989. Reading this book only helps to remind us of a time when England were Kings. Surely they must rise again?

I don't have much to compare against (as it is the only cricket-related book I've read), but it makes an excellent read. Most of Brearley's arguments are based on sound logic, and he relates some pretty interesting anecdotes to back it up. A lot of these are however from English county cricket, and many readers may not be able to relate to them. The book is still a very compelling read and I would highly recommend it to anyone who's involved in playing the game, or interested in reading about it.

This book should be replaced by a website. Far more useful to job seekers, and perhaps even more lucrative to Weddle. Perhaps the only reason for the book is to target a readership that is unfamiliar with the Web.
But for people who regularly use the Web for work or socialising, having a website that can have the latest data, and which is highly searchable, unlike a book, is far better.
The Most Superb Resource.......2005-05-22
As a careers psychologist for the past 29 years and with over 1700 individual clients through my process, the most helpful resource in the back end of the self-discovery and assessment process has been Pete Weddle's newsletters and guides. This new guide to employment sites on the Web supersedes Pete's earlier efforts. It is first and foremost an excellent training module for how to use the internet for an effective job search. Beyond that, its incredibly detailed and thorough scrub of the world of online job seeking is a job hunter's paradise. I am recommending this book to all of my clients without reservation.
