From the supplier: Competition between Canadian insurers and the financial services industry will heat up in the wake of financial services deregulation laws passed in Canada in 1991. At the 1992 Insurance Marketing and Management Services conference, brokers articulated their fears that the more financially solvent financial services industry will employ high-tech systems to provide and market its services and will profit from involvement in the payroll deduction sector. The shrinking, heavily-merged insurance industry however, will still provide personalized service and expansion of services as administrative costs decline.

From the supplier: Speakers at the Third Asia-Pacific Risk Management Conference held in Singapore talked about the transformation of the Chinese insurance industry. The industry currently is dominated by The People's Insurance Co of China (Beijing). Two other Chinese insurers, China Pacific Insurance Co (Shanghai) and the Ping An Insurance Co (Shenzhen) must cede 30% of their business to the PICC in a reinsurance agreement. The People's Bank of China, which oversees the industry, is writing up new rules that will liberalize the industry. The American International Group (New York, NY) is the first fully foreign-owned insurance company to be allowed to operate in communist China.

From the supplier: Citicorp's ability to underwrite insurance from a Delaware base will be limited by a Federal Deposit Insurance Corp-proposed (FDIC) rule. Congressional legislation recapitalizing the FDIC in 1991 contained a provision closing a loophole created by Delaware's allowing out-of-state bank holding companies to operate state-chartered insurance subsidiaries. A grandfather clause in the legislation allowed previous insurance underwriting of policies for residents of 'the state.' The FDIC is disallowing Citicorp's argument that this includes any state where a insurer is certified for business.

Governments everywhere procure goods and services as inputs into the production of public goods and services. Such purchases can account for a substantial share of total demand for goods and services. Governments' tendencies, however, to "Buy National," and other discriminatory purchasing practices, can have high costs. The end result for the world as a whole is likely to be substantially inferior in welfare terms to a cooperative outcome where governments agree to refrain from discrimination. Hence the Government Procurement Act (GPA) aims to subject public purchasing to international competition. However, many developing countries, along with others such as Australia and New Zealand, have refused to join the GPA on the grounds that it is not in their best interest.
This volume examines the GPA and discusses what could be done to improve it with a view to expanding its membership. The contributors focus on four broad issues: the negotiating history, content, and operation of the GPA; the economics of the GPA's rules and disciplines; the implementation of the GPA in domestic legal systems; and, finally, possible alternatives to--and improvements on--the current set of multilateral rules and disciplines.
Offering the most comprehensive assessment of the subject available, the volume will be of interest to scholars of international trade, as well as people whose work involves them in government procurement, from the buyers and sellers of goods and services to those concerned with legal aspects.
Bernard M. Hoekman is Senior Economist in the International Economics Department at the World Bank. Petros C. Mavroidis is Professor of Law, University of Neuchâtel, Switzerland.
This title was formally part of the Studies in International Trade Policy Series, now called Studies in International Economics.

David Brancaccio's Squandering Aimlessly is a rare treat--an insightful look at economic matters that is also a terrific read. Through his award-winning Marketplace radio program, Brancaccio has become a popular commentator with a distinctive take on financial issues. In his first book, he smoothly transfers this perspective to the description of an entertaining literary pilgrimage designed to answer the eternal question "How should one spend an unexpected windfall?" It was, after all, a query Brancaccio felt compelled to explore. "As host of a public radio program about money, I am asked all the time about what to do with it," he writes. "I needed to answer that question for myself before I could have anything meaningful to say about other people's money."

In a journey as personal as it is universal, Brancaccio crisscrosses America to examine possible responses to a monetary bolt from the blue: "spend it on a shopping spree, do good, start a business, gamble with it, give it away, invest it in the markets, buy a house, go back to school, retire early, save it for a rainy day." Hooking up with an array of savvy individuals who are focused upon these divergent alternatives, he ultimately discovers that true fiscal fulfillment is achieved only when individual needs and wants are really understood and successfully balanced. More to the immediate point, however, he also uncovers a perfect way to judge the expenditure of any honest-to-goodness surplus: the ability to answer yes when asked if the money's use, whatever it is, will have a lasting, positive impact on your life. --Howard Rothman

                                    Book Description

What would you do if you received a sudden financial windfall? David Brancaccio, whose ability to clarify economic matters has made public radio's Marketplace a hit, set out to discover where, why, and how people are spending their riches -- whether it's proceeds from stock options, profits from the sale of a house, or an unexpected inheritance or bonus.

His journey takes readers from Minnesota's Mall of America to the
financial caverns of Wall Street, to a college set among the oil wells of West Texas. He gathers wisdom on money and its uses from California entrepreneurs, a drifter in the desert, a U.S. treasury secretary, and many others from all walks of life. The result is at once a delightful adventure and an eye-opening report on America's attitudes about spending, saving, and investing.

A serious candidate for worst book of the year. How did this thing ever find a publisher? It says a lot about the NPR mentality that the author, their chief financial and business correspondent, cannot distinguish between investing in the stock market and going to Las Vegas. The author has no background in economics or finance, no experience in the financial world, no respect for free markets, and no clue about what is going on in the world around him. Alas, ignorance is not bliss in this case. This book is a grotesquely overinflated ego trip in which we learn a lot about what the author thinks, feels, did after college and had for breakfast but nothing more. A colossal waste of money; avoid.

In Squandering Aimlessly, David Brancaccio allows us to accompany him on his personal finance pilgrimage. While there was no surplus in question at the moment, there had been a surplus of money in the past and he didn't know what to make of it at that time. Brancaccio is the host of the public radio program, Marketplace and wanted to have more answers handy when asked about money.

"I didn't start out with a surplus, but I came back richer and no longer breaking out in hives if I found myself in the clutches of a bonus payment, a severance check, a capital gain of one sort or another, an inheritance, a lottery win, a tax refund, or simply the realization that the passbook savings account finally contains some serious money."

While some of those situations may not be your money issue, it is that time of year for many of us to have a tax refund pop into our hands. His travels take us from a nudist village in France to the Mall of America to a discussion with Vicki Robin(co-author of Your Money or Your Life) in Seattle to a music college in Texas. I savored this book. This book is to money the way Calvin Trillin's Alice, Let's Eat is to food. There are very few books that that have made me laugh out loud and this is one of them. Beware reading while eating or drinking lest liquid exit through your nostrils.

Let me state up front that I was utterly jealous of a fellow human being who managed to have this pilgrimage supported by someone else's surplus. While the book allows us to share and enjoy Brancaccio's experiences, the subtle lessons about money and life are there in all their glory. In the Mall of America, I want to shout, "Go ahead, have a Cinnabon !" Each chapter ends with a souvenir, a to-do list and calculations relating to the chapter.

Brancaccio considers socially responsible investing while attending a conference in Jackson Hole, Wyoming. One of his conclusions is that: "Trying too diligently to come up with a really groovy portfolio runs the danger of turning you into one of those obsessive-compulsive hand washers. You keep trying to sanitize your holdings, but you keep turning up more dirt." His wife has endeared herself to me forever with her comments before Brancaccio heads out to research charity in Hawthorne, Nevada. "On the way out the door very early this morning, my wife cast a protective spell around me. `If you run across a place called the Mustang Ranch,' she said matter-of-factly from her pillow, her eyes still closed, `keep in mind those women wear stretch pants and fuzzy slippers in their off hours.' "

This book covers the gamut of financial choices one might make with a sense of humor and wonderful storytelling. I highly recommend it.

5 out of 5 stars Money vs. the Good Life.......2000-05-08

Despite its light and fun tone, this book is thought-provoking. Almost everyone in America's upper middle class or higher receives would be by any world standard a "windfall" (earned or unearned) as an ongoing part of everyday life. Our choices in what to do with it, outside a very narrow range, are largely unexamined. What are the real, practical links between money and a good life, and which of them can be broken if one chooses? This is the underlying theme that unfolds as Brancaccio shares his journey with us. And the good part is, it does "unfold," rather than being declared, because Brancaccio never preaches; he is learning as he goes. He maintains the same irreverent, amusing tone that makes his radio program so enjoyable. In a couple of the early chapters the messages tend toward the obvious (the Mall of America shows that pure consumerism is shallow, and Las Vegas is, well, Las Vegas) but the style is clever enough to carry things there, and the book gets better as it goes on. It's a great read!

4 out of 5 stars The Savvy Traveler in the Marketplace.......2000-04-23

This book was a delightful trip around the US, exploring how people spend money. He confirmed all that I feel about places such as The Mall of America and Las Vegas. His visit to a planned retirement community in Tucson proved that what these people really want is to be surrounded by their peers, socially, economically, age range, and ethnicity, which is to deny the wonderful diversity of our country. He includes the usual tips for investing and I was really surprised that one of David's resolutions was to pay off credit card debt..he shouldn't have any! The style of writing is humorous, yet thoughtful. I dont know if David knows that Levittown is still highly segregated, or that many of the homeowners convert their cape style houses to two families, called "mother daughter" so that they can afford to live in Long Island. I found the most interesting interview to be the one with Wayne, the drifter, and David compares what he might spend in a day to what Wayne is living on. Wayne has a truly minimalist lifestyle! Probably this book will be another preaching to the choir, but I hope it inspires some to look at their values and goals.

5 out of 5 stars writes as good as he talks.......2000-03-18

Good talkers don't necessarily produce good books--other Radio and TV interviewers ("journalists")often try to foist off as book what are little more than pastiches of transcripts. Broncaccio writes in the "show, don't tell" style that has the reader with him in every town, roadstop, meeting, casino, flophouse and in on every epiphany. He also knows how to crunch the numbers to learn the truth: how much will it take if a late 30-something like himself wants to retire in an "active" community (millions). Is buying a house really the biggest economic plus you can tally? For such a public figure, Broncaccio gives a lot of himself away in this fast, fun informative book. His premise for this one was right on, and I hope he thinks up some more.

For two decades, Mike Douglas's name was synonymous with television entertainment in America. The Mike Douglas Show, which aired each weekday, became the prototype for all future talk shows that sought to combine spontaneous conversation -- on virtually any subject -- with the best in entertainment. In those twenty years and more than four thousand shows, virtually all the great performers -- actors, singers, comics -- and many outstanding sports figures and prominent statement, Presidents included, appeared with Mike, performing and chatting informally in front of the show's many millions of viewers.

Today, almost twenty years after the last show aired, both Mike Douglas and The Mike Douglas Show have been introduced to a whole new audience as such cable networks as VH-1 rerun those shows that featured such musical legends as John Lennon and Yoko Ono, and Sonny and Cher. At the same time, a whole new generation of talk show hosts, most prominent among them the extremely popular Rosie O'Donnell, have acknowledged the debt of gratitude they owe Mike Douglas for pioneering in the field of talk entertainment and for setting so high a standard.

Now, in I'll Be Right Back, Mike Douglas shares his memories of more than fifty exciting, challenging years in show business. In a style that is as breezy, witty, and intimate as the conversations that made his show so delightful, Mike delivers delicious -- and occasionally mischievous -- anecdotes about the exciting personalities who made his show so much fun.

The list of the show's guests and co-hosts (Mike's method was to find a celebrity "co-host" who would sit with him for several shows and help interview all the other guests, as well as entertain each day) reads like a virtual "Who's Who" of American and international celebrities. Among the many famous personalities to appear on The Mike Douglas Show -- and about whom Mike has stories to tell -- are: Barbra Streisand, Marlon Brando, Fred Astaire, Malcolm X, Mother Teresa, David Letterman, Richard Mixon, John Wayne, Phil Donohue, Goldie Hawn, George Wallace, Judy Garland, Mickey Mantle, Groucho Marx, Jimmy Hoffa, Sophia Loren, Sammy Davis Jr., Martha Mitchell, Jackie Gleason, Barbara Walters, Arnold Schwarzenegger, Bette Davis, Rose Kennedy, Muhammad Ali, Joan Crawaford, Jimmy Carter, Mel Brooks, Bill Cosby, Jack Benny, Dustin Hoffman, Bette Midler, Ronald Reagan, and Jay Leno.

When these personalities sat next to Mike Douglas, the outcome in virtually every instance was outstanding television. Now, in looking back on those years and the famous and infamous with whom he worked, Mike Douglas delivers a memoir that is filled with terrific stories, each one told with wit, nostalgia, and more than a touch of class.

i watched old Re-Runs of Mike Douglas's show&thought He had a laid-back quality to what he was doing.I enjoyed the fact that so many acts could come&go on His show&He was Classy about How He handled various details.this was a Guy who had his thing on Tv.a Good Book&reflects a different era&time period.

1 out of 5 stars Mike, I'LL be right back.......2002-02-14

As a kid, I used to watch Mike's show, marveling at the cool sets in what was apparently a tiny studio in Philadelphia. Unfortunately, this book does not duplicate the mood he conveyed all those years ago.

If you hadn't seen his show and picked up this book, you'd swear Mike was dillusional. I mean, if this guy was so connected, why wasn't he Carson? It got to the point I expected to turn the page and see, "... then when President Roosevelt did that cameo, Genghis Khan almost fell on the floor. I laughed until Jack Benny and Nero did a poignant violin duet. That was just too much for the three former popes to bear." By the way, his memory must be failing him on Muhammad Ali, because the facts don't check out.

If I ever see Mike is doing a TV show, I am there. But if he ever writes another book, I'm afraid I'll have to turn the channel.

4 out of 5 stars High quality, like his show.......2001-06-20

Yep, I also remember watching Mike after school, like so many others.

You are not getting controversy from him, not getting hard edges. Mike will never say anything bad about anyone else.

However, when you look at the guest list, wow!!!!!

His editors must have had a miserable time deciding what to leave out.

Am I imagining things or wasn't he based in Philadelphia for much of the show's run. Mike ignores that in the book and he ignores other things as well.

Still, I have extremely fond memories of him and wish he would come out of retirement. He is amazed that people remember him so well?

I remember growing up watching the Mike Douglas Show after school and this book brought back lots of good memories. It will be hard for any talk show host to match Mike's graciousness and talent. He was able to make people from all walks of life open up and share a little bit of themselves (good or bad) and I'm really glad that Mike shares his memories with us so we can all enjoy some of those moments once again. I hope Mike writes volume 2 soon!

I've personally known Alison for many years, and I've always thought of her as a gifted teacher. I recently bought this book to see what she's been up to lately, and was pleased to see how well she's covered a very difficult subject. From personal experience I can tell you it's very hard to explain database development. Microsoft Access is one of those subjects that initially seems so simple but quickly beomes quite difficult to learn. It seems as though you have to know everything before you can learn anything. The "24 Hours" book design really didn't permit Alison to go into lots of detail on every subject, but every topic she covers is done well. I'm very sure she carefully chose which topics to cover, and had to be selective in the amount of detail she provided. Really, given only 24 hours to learn Microsoft Access, no one should expect to learn all there is to know about such a complex topic. I highly recommend the 24 Hours book to anyone just starting with Access, or anyone who has a very limited time to get up to speed with this terrific database development system.
For those who need to go beyond the "24 Hours" book's coverage, I suggest you look at "Alison Balter's Mastering Microsoft Office Access 2003". The Mastering book is a very complete reference to Access, and complements the 24 Hours book very well.

I have used the "Teach Yourself" series to help me learn the basics of a number of Office products. This work by Alison Balter is one of the better offerings. In particular it gave a good explanation of some of the basics needed to develop a good solid database and sometimes difficult subjects like normalization. I will be using this book as part of a class I will teaching.

3 out of 5 stars Confusing for the Beginner.......2004-10-14

Having absolutely no experience with Access or database programs, I thought this book would give me a good basis to work from. Unfortunately, the book seems to assume that you have used a previous version of Access or that you understand the lingo related to databases. There is no glossary of terms, which would be helpful. The book also glosses over many areas with little explaination or detail.

4 out of 5 stars Excellent -- just what I was looking for.......2003-10-22

I had already been familiar with Alison Balter's books, having purchased one on an earlier version of Access. This book is similar in all the right ways -- extremely accessible (pardon the pun), no fluff, and tempered through years of working with both the programs AND the people who use them. When I am looking for books on database programming, I now look first to see if Alison Balter has written on the subject, having had to plough through some of the other books, from which I derived much less.
