This book explains, from a public law perspective, the constitutional purpose and significance of audit, a topic which has been largely neglected, and casts light on important aspects of accountability in the British system of government. The book suggests that audit, as an accountability mechanism, has been underplayed to date and that greater significance should be attributed to its role in delivering both democratic accountability and, within government, managerial accountability. The focus of the book is central government audit in Britain, but the constitutional role of audit at a local level and at a European Union level is also considered. The book begins by explaining, in a non -technical way, the basic concepts of accounting and audit, and sets audit in its historical context. The different types of audit and the institutional framework within which audit is conducted are then analysed. Any shortcomings in each area are identified and suggestions for change are explored. The constitutional significance of the changes to the role of audit that are currently taking place are analysed, as are the effects of developments, such as the creation of agencies, contracting-out, and more recently, resource accounting and budgeting and devolution, on the constitutional role of audit. The fundamental principles, both institutional and substantive, of public sector audit are identified and new tasks that audit could fulfil at central government level are proposed.

Citizens are increasingly bewildered at their loss of control over people in authority who are responsible for preventing harm in society and making society work -- mainly legislators, civil servants and boards of the large corporations. The issues swirl about us in the media: quality of health care, food and drugs safety, workplace safety, corporate control, justice in the courts and the issue of the ability and motivation of authorities. We need to understand why our loss of control is happening, why harm continues, and how we can gain control over authorities having important responsibilities. We must understand how to apply the precautionary principle to civics. Citizens in all countries face the same problem.

The source of citizens' loss of control is the lack of public answering by authorities -- the people set in authority as the directing minds of governments, large corporations and other institutions. They haven't been telling us, fully and fairly, before they make their decisions, what they intend as outcomes, for whom, and why they intend it. Nor have they told us their own performance standards. They don't because we have never legislated the answering requirement, yet the requirement to answer doesn't tell authorities what to do. It simply tells them to publicly explain their intentions. The other common denominator in our loss of control is our reluctance to hold to account -- we haven't ordered our elected representatives to install the public answering requirement and to have important answering validated. We must shift from deference to stating legitimate expectations and getting the answering.

As things stand, we aren't informed well enough to do our civic duty in overseeing authorities. Then, not being adequately informed, we increasingly distrust the authorities. This in turn leads to armies of citizens having to get together after work to pour huge amounts of time and energy into fighting the authorities we should be controlling. There has to be a better way.

A Citizen's Guide to Public Accountability explains why we must require those in authority to answer to us publicly and adequately, before and after the fact, and why this would produce a self-regulating effect on what authorities do.

The example of "horror stories" shows what happens when we don't require adequate answering from directing minds. The book then explains what public accountability means and proposes basic standards for public answering by different types of authorities. Legislated answering requirements would give us reasonable information to commend authorities' intentions, alter them, or halt them. The book offers public interest organizations and activist leaders specific guidance for exacting adequate answering from authorities, which should lead to greater fairness in society.

The report is inadequate to address the widely criticized as unreasonable methods because it did not separate out for analysis four specified techniques. Thorough, balanced examination of sweatshop labor.......2000-04-25

This is the best book on the issue of sweatshop labor exploitation I have read. While most books on the subject are one-sided attacks against unfair labor practices, this book includes the arguments economists and business leaders use to defend such practices. You cannot fully understand the dilemma of sweatshop labor until you know both sides of the argument (which also allows you to refute the pro-sweatshop arguments!)

This book is thorough and well-organized. It includes information about international conventions against sweatshop labor, corporate codes of conduct, and specific reports of labor conditions in several developing countries. If you want to become a more educated consumer or activist, THIS is your best resource.

This book covers very little on AutoCad 2002.......2002-03-22

I'm a newbie to Autocad. I was fooled by the previous reviewer, thinking this might be a good book to start out my Autocad carreer. When I got the book and realized that the content is too little and it mentions NOTHING on the 3D part of AutoCAd. I have to return this book and got "AutoCAD 2002: No Experience Required". Now this is a much better book to get started if you are a newbie. It covers most of the 2d stuff then has some intro to 3d. Then I got AutoCad 2002 Bible, which covers virtually everything a Autocad.

On the whole a well concieved, organized and written book. The books failings come from the fact that it conforms to the limitations and requirments for humor of thr "for dummies series". I would encourage the author to write a similar, more comprehensive, book outside of these limitations.
