Various explanations have been advanced for this rapid turnaround, including luck (a favorable economic climate reduced pressures on local budgets), accounting tricks, and the increasing pressures caused by international capital mobility.

The Eastern Enlargement of the EU identifies the major fiscal challenges facing Central European countries on the road to European Union accession. The Introduction and three other chapters are on broad macro-economic issues, and four `sectoral' chapters follow these on such questions as the fiscal impact of pensions, health reform, taxation and agricultural policies. A comprehensive analysis of tax systems and of the major elements of public social expenditures (pensions and health care systems) is presented. This analysis helps to identify the key factors determining the present size of governments and the need for, and prospects of, fiscal adjustment. In addition, a comparison of fiscal policy is carried out, followed by a long-term fiscal projection until year 2010.
The book is relevant to academics in macroeconomics, European studies and transition economics, as well as in public finance and public policy sciences. It should also appeal to a significant professional audience. From the supplier: The conference on fiscal institutions and fiscal performance revealed the influential role that fragmentation and ideology play in determining fiscal policy. Fragmentation arises when there are numerous participants in the budget process. Ideology, on the other hand, connotes the position of the ruling party which lies either on a liberal or conservative spectrum. It was also revealed that states with a lenient anti-deficit constitution have higher borrowing costs compared to states with strict anti-deficit provisions.

The fiscal policy framework of the EMU is in a states of crisis. Since the start of EMU, fiscal conditions in some member states have slipped considerably beyond the limits set by the Maastricht Treaty and the Stability and Growth Pact. It is clear that the preventive arm of the Stability and Growth Pact has failed to preclude excessive deficits.

There is no shortage of proposals to reform the current fiscal framework in this crisis situation. They range from calls for softening their implementation, and to proposals for closer coordination of national fiscal policies. None of these proposals offers a convincing solution to the problem at the heart of the current crisis: how to balance the need for effective long-run fiscal stability in EMU with the need for short-run flexibility of fiscal policy in the member states.

After a detailed analysis of the virtues and defects of the current fiscal framework, this report presents a proposal for reform that addresses this issue. The authors argue that EMU should move away from rigid fiscal rules for annual deficits towards a more judgmental process of monitoring the sustainability of fiscal policies. This approach is guided by three principles: independence, transparency, and legitimacy. Together wit the ability to assess the fiscal situation and outlook of each euro-area member state, they are the keys to designing a framework that provides enough flexibility and, at the same time, can build the required credibility and political support.

The authors propose the creation of a Sustainability Council for the EMU, and independent body with the sole statutory task of safeguarding the sustainability of public finances in the euro area. The Sustainability Council regularly and openly reports to the public and the European Parliament its assessment of the member states' fiscal policies, taking into account past performance, current perspectives and the future course of fiscal policies. Its mandate is the counterpart of the ECB's principal task of maintaining price stability. However, the Sustainability Council has no operative role in fiscal policy; it relies solely on the pressure of informed public opinion to discipline national governments. The use of the instruments of fiscal policy is entirely left to the national governments, and the Sustainability Council can only be conceived as a judge of national public finances.

The wild popularity of these shows--All in the Family, The Beverly Hillbillies, Laverne & Shirley (and its partner Happy Days), and The Cosby Show--left commentators bewildered by the tastes and preferences of the American public. How do we account for the huge appeal of these sitcoms, and how does it figure into the history of network prime-time television?

Janet Staiger answers these questions by detailing the myriad factors that go into the construction of mass audiences. Treating the four shows as case studies, she deftly balances factual explanations (for instance, the impact of VCRs and cable on network domination of TV) with more interpretative ones (for example, the transformation of The Beverly Hillbillies from a popular show detested by the critics, to a blockbuster after its elevation as the critics' darling), and juxtaposes industry-based reasons (for example, the ways in which TV shows derive success from placement in the weekly programming schedule) with stylistic explanations (how, for instance, certain shows create pleasure from a repetition and variation of a formula).

Staiger concludes that because of changes in the industry, these shows were a phenomenon that may never be repeated. And while the western or the night-time soap has at times captured public attention, Blockbuster TV maintains that the sitcom has been THE genre to attract people to the tube, and that without understanding the sitcom, we can't properly understand the role of television in our culture.

This book has all the information a new Tablet PC user needs to make the Tablet PC a powerful personal computing device.

The book starts out with the basics, then throws in Usage Scenarios, which show how different people use Tablet PCs. Then the author goes on to explain how to use the various features of the Tablet PC to the max. Finally, the book finishes with Office 2003 and OneNote coverage, then a review of various software and hardware that complement Tablet PCs.

All in all, this is a well-written book that's complete in coverage and easy to read.

I found this book to be really helpful. It has some great information on how to use the Tablet PC with all sorts of software and hardware, making it more useful than I would have guessed.

If you have a Tablet PC, or are thinking of getting one, this is the book for you!

Not only does it talk about some of the basic softwarepackages available for the Tablet PC, it also deals with some esoteric packages, as well as lots of hardware add-ons to make your Tablet PC hum.

If you want to know how to use your Tablet PC to best effect, the section on Usage Scenarios is really helpful. In this section, Mathews shows about 20 different job roles (Attorney, Technician, CEO, Engineer, Consultant, etc.), how each person uses the Tablet PC, and what applications and hardware options they can best utilize.

Since Tablet PCs are all about portable computing, there are also chapters on using wireless networking, and some of the neat new tools such as Microsoft OneNote. Speech recognition and handwriting recognition is explained and tips are given to get the best results.

And if you want to play with your Tablet PC, this book even talks about games and graphics packages that make your Tablet PC more enjoyable in Coach class.

I've read all of the Tablet PC books, and this is the best!
