      We consider state-space specifications of autoregressive moving average models (ARMA) and structural time series models as a framework to formulate and estimate inspection and deterioration models for transportation infrastructure facilities. The framework provides a rigorous approach to exploit the abundance and breadth of condition data generated by advanced inspection technologies. From a managerial perspective, the framework is attractive because the ensuing models can be used to forecast infrastructure condition in a manner that is useful to support maintenance and repair optimization, and thus they constitute an alternative to Markovian transition probabilities. To illustrate the methodology, we develop performance models for asphalt pavements. Pressure and deflection measurements generated by pressure sensors and a falling weight deflectometer, respectively, are represented as manifestations of the pavement's elasticity/load-bearing capacity. The numerical results highlight the advantages of the two classes of models; that is, ARMA models have superior data-fitting capabilities, while structural time series models are parsimonious and provide a framework to identify components, such as trend, seasonality and random errors. We use the numerical examples to show how the framework can accommodate missing values, and also to discuss how the results can be used to evaluate and select between inspection technologies.

        Trademark offices which run according to principles of new management have an inherent need for dependable forecasting data in planning capacity and service levels. We wanted to find out whether there are factors which positively or negatively influence customers to register trademarks in Switzerland. Lacking literature on the idiosyncrasies of trademark filing behavior, we developed our own forecasting model adapted from those in other fields. It included timelines for trademark applications and corresponding classes over a 9-year period (1992-2001) and internal events which might possibly influence filing. The forecast is based on state space models with and without explanatory variables. We used a standard model with trend, season and random components, then added variables for external interventions and finally, added a model for regressors. The result was a statistical model which produced reliable forecasting over an 18-month period. It compares well to four other forecasting methods. Reliability was improved slightly by adding economic variables such as the Dow Jones Industrial Average, SPI, SMI and the Swiss Consumer Index.

                          The prospects for educational development are excellent in Madagascar, in light of the increasingly favorable, policy environment for the sector. Public spending for education, relative to the gross domestic product declined in the 90s, coinciding with a five-fold rise in the country ' s interest payment for external debt. As the debt service burden began to ease in the late 90s, public spending on education began to recover, and can be expected to grow. A key challenge however, is to transform the sector ' s public spending into educational outcomes that would make significant contributions to poverty reduction. The report identifies challenges at all levels of formal education, where a medium term goal is to achieve universal access to basic education, and of reasonable quality, while closely linking expansion of other levels, and types of education and training, to labor market demand. In primary education, challenges remain to raise educational enrollment rates and reduce grade repetition; including the rationalization of teacher allocation, and provision of learning materials. At the secondary level, policy issues should expand enrollment at a moderate pace, focusing on quality improvements. As for vocational and technical education, the provision of training should be rationalized, to reduce costs, aligning training to labor demand; similarly, for higher education.

                                Poverty and economic growth are intrinsically related but are not always synonymous. Human wellbeing is as important to economic growth as growth is to wellbeing. Poverty is multi-dimensional, encompassing both income and non-income related factors. Mobility, aspiration, dignity, respect, knowledge, information and ‘savvy’ feature importantly in our understanding of the dynamics of poverty.

                                This book brings together a collection of essays from around the world on urban development and poverty. The book reviews current international research in respect to some of the major themes that contribute to improving the equity and efficiency of urban systems. It bridges the need for a strong theoretical understanding of the issues with the demand for an equal understanding of practical application. Importantly, it explores and sets out methodologies for understanding qualitatively the dynamics of poverty and urban development.

                                Organized into three parts, the book adopts as its principal theme poverty and the eradication of extreme poverty. Part 1: The Dynamics of Poverty and Urban Poverty Research, offers a framework for understanding poverty and a methodology for research. It identifies a range of broadly based, non-country specific themes in respect to the processes of urbanization, urban poverty and child poverty. Part 2 : The Dynamics of Urban Systems, includes a selection of country specific essays each focused on an aspect of urban development and its relation to poverty. Each chapter offers first a theoretical overview in respect to its theme topic (shelter, land, partnership, migration), then explored in practice through case. Part 3: Urban Futures, reviews the principal themes emerging from the chapters and offers a basis for future work.

                                Each part includes an introductory piece from a southern NGO in response to the question: "What kind of research would help you most in pursuit of your cause." In this way this book contributes to the process of ensuring that international academic research remains grounded and practical.

                                      I have a lot of books on this subject, but this is the easiest and most clearly written book for the beginning home recordist I have seen. Mitch knows his business and also how to teach. He includes all necessary technical terms but explains them through simple analogy. Its almost like having a personal tutor there to help you. He anticipates and provides soulutiions for common problems that may, and probably will, arise. The book is thorough in that he takes you from shopping for and buying the right equipment, to recording and burning your music CD and distributing it online.

                                      This inexpensive book is one of the best small recording/music production information sources I have read. It covers many topics, with enough detail to give a firm understanding for the novice-intermediate home recording musician, while at the same time not overwhelming him/her. It is easy to read, well divided by topic and extremely affordable. It is also thin enough to pop into your laptop case. I'd highly recommend buying a copy to anyone confused by the ANY key concepts in recording or home music production. This is a MUST have. I work for a public school system, and this book would also make an excellent text for any teachers interested in adding recording/MIDI to their curriculum.BUY IT!

                                          The American public has consistently declared itself less concerned with foreign affairs in the post-Cold War era, even after 9/11, than at any time since World War II. How can it be, then, that public attentiveness to U.S. foreign policy crises has increased? This book represents the first systematic attempt to explain this apparent paradox. Matthew Baum argues that the answer lies in changes to television's presentation of political information. In so doing he develops a compelling "byproduct" theory of information consumption. The information revolution has fundamentally changed the way the mass media, especially television, covers foreign policy. Traditional news has been repackaged into numerous entertainment-oriented news programs and talk shows. By transforming political issues involving scandal or violence (especially attacks against America) into entertainment, the "soft news" media have actually captured more viewers who will now follow news about foreign crises, due to its entertainment value, even if they remain uninterested in foreign policy.

                                          Baum rigorously tests his theory through content analyses of traditional and soft news media coverage of various post-WWII U.S. foreign crises and statistical analyses of public opinion surveys. The results hold key implications for the future of American politics and foreign policy. For instance, watching soft news reinforces isolationism among many inattentive Americans. Scholars, political analysts, and even politicians have tended to ignore the soft news media and politically disengaged citizens. But, as this well-written book cogently demonstrates, soft news viewers represent a largely untapped reservoir of unusually persuadable voters.

                                            Before describing this book, I want to clarify what this book is and is not.

                                            It is: background material for candidates pursuing ASQ's Certified Software Quality Engineer, practicing CSQEs, and members of the software quality profession who may or may not be interested in becoming a CSQE.

                                            It is NOT: the principle resource for studying for the CSQE exam, which is based upon the ASQ Software Quality Engineer Body of Knowledge.


                                            What this book contains: twenty articles that comprise this compendium are aligned to the eight Software Quality Engineering Body of Knowledge topic areas:
                                            (1) Standards, Principles, and Ethics
                                            (2) Quality Management
                                            (3) Software Processes
                                            (4) Project Management
                                            (5) Measurement
                                            (6) Inspection and Testing
                                            (7) Audits
                                            (8) Configuration Management

                                            The articles are primarily drawn from ASQ's Software Quality Professional magazine, of which this book's editor is editor-in-chief.
