This book is a "must read" for those who want to understand how taxes have altered the rise and fall of civilizations over the centuries. The author makes the complexites of taxes and economic policies understandable and how they affect modern civilization.

This is a very interesting book that will probably give you a better understanding of the ways in which taxation has been used in the past. As in our time, the purposes have been to raise revenue for the government, but they were also used for other purposes. They were used to keep a given people in servitude to another, to shape social policy, to control markets, and so on.
The title of the book notes that taxes can be used for good and for evil. When used judiciously, the public can benefit from our shared contribution to certain good projects. What those are depends on what a given society values, and that is why democratically elected governments and therefore democratically controlled taxation are of real benefit. Unfortunately, we are moving away from such taxes to certain kinds of indirect fees and countless other hidden taxes. These have always ended up badly for a society, as they likely will for us.
However, being a republic, if we become educated about these things and demand our government sweep things clean, we can force it done. We should become more educated about these things and exert more control over government expenditures and on the way revenues are raised to cover them.
This is not a perfect book. Some of the anecdotes are told a bit glibly and others are shaded a bit to make a point. However, you will get the idea. Just don't run out and think that what you read here is settled historical fact. There are often subtleties that are left out in order to make a stronger point. Even with this caveat, this is still a useful book for everyone to read.
A must read for every citizen.......2002-09-12
It's unfortunate that so many American citizens are guilty of imposing willful ignorance upon themselves, otherwise our political leaders would be subject to a tighter leash. Charles Adams wrote this most informative book in the early 1990's and it has resonated with me ever since. He covers the history of taxation from the time of the first recording of history. Indeed the Rosetta stone was a tax document, and like the rest of the book it's a follow-the-money theory of history.
As Adams points out, figurative "mafia families", who have always run countries, have managed to compensate their armies by taxing the productive capacity of their subjects. Adam's central theme is that governments who overtax their citizens are nearly always "hoisted on their own petard." He cites ancient Greece, Rome, indeed governments from all over the world. His end game is to warn America's political elite that they've gone too far in a game where all great cultures have collapsed from within i.e. rotted at their moral core. And, he's right!
This book has many pages of cites and a long bibliography. It's a bit repetitious to read as he covers so many examples to make his point, but it's well worth the attention of every citizen if only they would spare the time.
A sweeping historical narrative of taxation since Babylon.......2001-05-03
I read this book sometime ago, but still recall it quite vividly. For good and evil- taxes seem like there here to stay. Adams, a tax attorney by trade, offers an intriguing narrative history of taxation since ancient times. Moreover, he illustrates how their is a fine line of how much sustained taxation a civilization can endure before it collapses, (hence the Laffer Curve.) He points out the pitfalls the befall ancient Rome and Egypt when they engaged in confiscatory taxation policies.
Additionally, he shows how high taxes feed a vicious cycle of statism, corruption and more taxes and economic collapse as demagogues rise to the power. Indeed, this book makes it clear that taxation has "the power to destroy" as it has brought mighty empires to their knees. (Granted, some might say its the effect, not the cause of a debased culture. Morality and tradition play a role as well in the collapse of civilizations.)

Many of the reviews posted are so obviously biased for and against taxes or big governement as to make their review worthless.
The book has 38 chapters, nearly every one discusses taxation in a different society starting in ancient Egypt and disucsses taxation by the Greeks, Roman, Russians, French, English, and finally Americans among others. The point is not that taxation is bad, but that corrupt systems of taxation are bad and that taxation above a certain level is bound to fail since people will find ways to avoid it. This is not made up history, there are 23 pages of endnotes and a twelve page bibliography.
There are a number of illustrations, as well as, well written stories from the Rosetta Stone (it was actually a grant of tax immunity); to how Muslims taxed infidels more in order to get them to convert; to Lady Godiva (she made her ride get the King, her husband, to remit the heavy taxes he imposed on the Coventry);, to taxation as one cause of the Civil War that few are aware of (there are 16 endnotes on this chapter alone, many from articles written during the Civil War).
This is a facinating book that should be required reading for every member of Congress.

Still a good, useful book........2005-02-05
First, I'll agree that this book is outdated. It was written on the edge of the Dot Com boom, when the entire CCTV industry was still based on analog equipment. This is why I am not giving it the full 5 stars.
Critique of this book:
The previous reviewer complains about the book not discussing digital video servers - but in chapter 8 this book DOES talk about storing video on hard drives and on optical disks. In 1995 optical disks were the most cost effective method of storing video.
The previous reviewer also complains that this book doesn't describe Frames and Fields, and that too is a valid complaint, but one that should not be held against this book due to the time it was published.
This book is meant as an overview for the CCTV professional just starting out in the CCTV industry. It is not meant to be an engineer's handbook on how PAL or NTSC video is constructed, and it does not go into the mathematics of video. Kruegle was not concerned with explaining video Frames or Fields because these concepts were only of interest to CCTV design engineers. Frames and Fields only became important to the layman when explaining to the layman about storage of video in a digital format.
Video servers were not mentioned because in 1995 video servers were rare and costly. In 1995 when this book was published, hard drive storage cost 23 to 24 cents per megabyte. Today (Feb 2005) hard drive storage costs 6 to 7 cents per 100 megabytes. A video storage system that uses 16 cameras would need to store 480 images a second for real-time video. If the average image size were 9 KB, then one day of storage would require 373 GB of storage. In 1995 this storage would have required two hundred twenty seven top of the line 1.6 GB hard drives, and the cost of the hard drives alone would have been over 85 thousand dollars! Compare this to a single 400 GB hard drive today, which would cost a mere $200.
It's no wonder that Kruegle only touched on digital storage. He mentions that the CCTV industry will advance in the digital realm within the "next decade", and boy was he right! But at the time of his writing, all CCTV systems were analog based, and centrally located. Distributed Ethernet based CCTV systems were not practical. (Many people today would argue that they are still not practical.)
So what's so good about this book?
Why in the world would anyone want to have this outdated book on his or her bookshelf?
Because the basic concepts of CCTV are still valid! Also because no other book has been written to present such a well thought out overview of CCTV!
This book describes the role of CCTV in protecting property, people and assets, it describes the limitations of CCTV in general, it discusses the lighting needed, and exactly how to determine what lens to use in which situation. It has one of the best descriptions of how to calculate field of view from focal length that I've ever seen. (Recording methods may have changed, but lens technology is still pretty much the same!)
It discusses analog video transmission methods. And even though there is a huge push today to make all video dependant on gigabit Ethernet, there will always be a need for a few feet of 75-ohm coax cable. An understanding of cable impedance and termination will always be essential.
Kruegle's discussion of Pan / Tilt camera systems is still valid today. He explains pan and tilt degrees per second and why it is important to the CCTV professional. His advice on what is required for servicing a dome or P/T system will save installers and maintainers headaches.
The chapters on low light and covert cameras are extremely outdated (with shoebox cameras for covert installations!) but his advice on placement and lenses for these applications is still extremely useful.
The chapters on CCTV use and applications, and on CCTV power sources are still current.
There are a lot of books on the market that explain digital video at an engineering level, including compression and digital storage (check out the books by Peter Symes), but for a good layman's explanation of where to install your CCTV system, which lenses to use, and how to make the system friendly to users, this is the book to start with.
CCTV Surveillance - an old book.......2002-01-23
My recommendation on this book is this is very old book. It describes the very basic features and technology which you could learn on web without spending any money at all. Even this book does not describe the Frames and fields, and nor discussing at all about the digital video servers.
Not recommending at all to buy it.

This is an excellent book to generate cost saving ideas from. It combines simple engineering and management principles with a focus on proving to the reader how good environmental performance translates into good economic performance. The authors have done a great job in showing the basic prinicples and benefits of pollution prevention within the context of environmental management systems. The many industry-specific examples on P2 and waste minimization are simply excellent. I highly recommend this book for environmental managers.

Very informative book with new concepts on how to apply life cycle costs to pollution prevention projects. This book brings together two related subjects very clearly. It has helped our refineries see more clearly how an EMS can be applied within the context of pollution prevention. How can a book written in postwar 1946 have any relevance today you say? Just try to buy or build a home from scratch and you'll see.Even people who are remodeling a few rooms as I just did can relate to the wonderfully agonizing world of contractors,builders, workman who 'get it wrong',supplies,appliances,change orders,delays and costs which never seem to end up totaling what you were told at the start of the job.I loved and admired the movie which is and always will be a true classic. But I always wanted to read the book as Cary Grant can be seen doing at the very end of the movie.Well I did and boy was it right on the money.I couldn't put it down and can't remember laughing so much as I compared notes and emotions with Mr. Blandings after each chapter.It is interesting to note the changes which were made from book to movie but they don't amount to much as each version has its own merits.It is written in a manner that is still fresh for todays reader and is wholesome and easy on the mind and intellect.Just plain fun with the ring of correctness with regard to building terminology and what problems and stressors the homeowner/builder faces even today.This book should be mandatory reading for all who aspire to home ownership one day.Get it and make it the first book you put on your new library shelf in your new or old home.That is if you can afford it.That new library might turn out to be a closet if your not careful with the plans.
An Amusing Period Piece.......2006-04-09
After 60 years this book is still amusing. And it still ought to be read by anyone building a house because its all too accurate. However, it really does feel like a period piece of 1940's New York manners and writing (which it is.)

I bought the book for my wife because she enjoys the actual writing that accompanies the wonderful movie. It was a joy to read from where the movie came from and departed from.
Simply wonderful and it was wonderful to watch my wife smile and smile through out the entire reading of the book- every book that a movie is based on should be this good!
Delightfully funny reading about building a new home.......2005-01-14
I was walking through a model home a few years ago and this book was one of the "props" on display on the bookshelf. I picked it up and after a few minutes decided I would have to get my own copy. My wife and I went through the home-building process early in our marriage and this book brought back much of the humor and heartache of that experience - mainly the humor. Hodgins was a polished writer with a keen sense of humor. This book was written over a half-century ago but the joys and agonies of building a home have not changed - except for the prices! It is a "must" for anyone who wishes to buy an ancient home and bring it into modern times. The Blandings started with that idea and ended up tearing the old house down and starting over. This book provides a smiling look at human nature and the people encountered along the road to a dream house, including real estate agents, home sellers, well drillers, carpenters, plumbers, meddling neighbors, and all the rest. Nothing is more fun or frustrating than watching your own home grow from a hole in the ground to a castle in the sky. I recommend this book to those lucky people who get to have that experience at least once in their lives.
