People who complain about the weightlessness of "virtual" money haven't looked closely enough at "real" money. While it's true that the Internet has no equivalent of the Federal Reserve--yet--it's also true that every economy ever devised has relied on mutual trust. In Trust and Risk in Internet Commerce, Harvard public-policy researcher L. Jean Camp looks at the evolving Net economy as just another means of exchanging goods and services--an engaging and thought-provoking analysis of the assumptions and technology underlying networked business.Camp briefs the reader on the basics of the Internet and money itself before launching into a deep consideration of their interactions. Since much of the essential infrastructure (money standards, privacy and security law, and fraud prevention, for example) is currently embryonic, much of what Camp has to say is prescriptive--though she is careful not to let her own values intrude far into her writing.
In discussing privacy, for example, she examines several scenarios advocated by different interest groups, from system designers to law enforcement, and shows how each would develop if followed through; since compromise is inevitable, she suggests the limits of the privacy we will likely find in the future.
The final chapter, "The Coming Collapse in Internet Commerce," warns that any money system is inherently fragile and that we must expect catastrophic failure, perhaps more than once, before we iron out the more obvious wrinkles in the new economy. After that, it all depends on trust. --Rob Lightner

Congress in the mid-1990s remains the object of voter discontent. Public outcries against special interests and unresponsive incumbents have amplified an already pervasive skepticism toward Beltway politics. And while Congress continues to conduct its business, William Browne argues that it is no longer business as usual.Browne opens up the inner sanctums of Congress to reveal how that institution's daily operations--i.e., its policymaking processes--have changed dramatically. He argues that Congress is no longer dominated by party and committee power-brokers, large organized interest groups, or intrusive federal agencies. Instead, he contends, congressional members are driven largely by grassroots issues and constituent interests.
This shift occurred in response to reforms that diluted the congressional seniority system and empowered the rank-and-file to exert greater influence in policymaking. More members now generate more issues much earlier in that process, resulting in a greater diversity of views in previously entrenched policy domains, but also greater disorganization and less predictability.
Those changes are nowhere more apparent than in the ever shifting arena of agricultural policymaking, which, as the single largest contributor to our GNP, remains a central part of American politics. As agriculture has become more fragmented, globalized, and environmentally aware, agricultural policymaking has grown increasingly complex. In the process, a cacophony of constitutent policy demands has altered the way congressional members "play the game." Browne reveals exactly how that new game is played.
Based on nearly 450 interviews with members of Congress, their staff, agency administrators, and lobbyists, Browne's study is timed to appear during the 1995 Congressional debates over a major new agriculture bill. His book should become a major resource--for congressional staff, journalists, political scientists, economists, lobbyists, and policy administrators--for understanding those debates.

Shallow Escapist Fantasy for the Mid-Life Crisis Set.......2000-08-22
Don't be seduced by this premise however: While this book may have some entertainment value for a reader who prefers not to be intellectually challenged, it makes no attempt whatsoever to deal with the premise seriously.
Instead, the protagonist gets to go on a power and sex trip that must be a wet dream for some regrettable men in their mid-life crisis, and the whole deal comes entirely guilt-free because his ungrateful and exploitative wife, children, and boss basically forced him to act the way he did. In the end, he comes away with a deal that is convenient for him, though neither particularly realistic nor of any benefit to anybody else.
Despite all of this, this book would not really be all that odious - the world needs a supply of shallow books, and writers like Heffernan have every right to make a living off writing them - if it didn't promise to discuss a very real and serious problem - downsizing - and so utterly reneged on that promise.
