At sea, however, their resources were much more limited and largely dependent on privately owned vessels and their crews. These actions gave rise to the doctrine and practice of maritime prize--a subject little studied but regularly referred to by C. S. Forester, Patrick O'Brian, and other popular writers about the era. Now, after a decade of research in European and American archives, Donald A. Petrie explains the origins of prize taking, the rules of the sea that became universally accepted among the maritime powers of the world, and the final decline of prize taking during the nineteenth century.Most of the book is devoted to rollicking, never-before-published sea stories about this form of looting that helped define the last century of fighting sail. From the North Cape of Norway to the southern tip of Africa, from Charleston, South Carolina, to the East River of New York, these tales of high-seas adventure span a broad area and period. Before December 1941, the United States had determinedly maintained an isolationist foreign policy and stubbornly remained neutral in the European war. With the Japanese attack on Pearl Harbor, this position changed overnight. Now faced with the prospect of war yet ill-prepared for the eventuality, the United States government found itself scrambling to launch a war effort. The Great Depression economy led to an inadequate supply of fast, modern ships and this, coupled with wartime losses worldwide quickly created a demand which far outstripped production. This generally left the government only one realistic option—seizure of vessels and other property from private owners. Although the government had this power, under the Fifth Amendment to the Constitution private property owners were entitled to just compensation for their goods. During and after the war, multiple lawsuits were filed against the government seeking retribution for transportation of pre- and post-war refugees, repatriation of destitute seamen, loss of pay, patent infringement and requisition of vessels for government service. This volume contains all naval and maritime-related claims brought against the United States government from World War II. These cases are presented chronologically according to the date of the incident which led to the lawsuit. Additional background is included when necessary to fully explain the nature of the claim. Each lawsuit was initially filed in a United States district court then petitioned to Congress or filed directly with the Court of Claims in Washington, D.C. Appeals were made to the Supreme Court but are mentioned only if the decision of the lower court was reversed. Appendices contain a glossary of shipping terms and a list of pertinent acts of Congress. Photographs and an index are also included.

This volume collects the invited lectures and contributed talks of the NATO Advanced Studies Institute (ASI) held in Kemer/Turkey, from 22nd September to 2 October 2003. The meeting brought together experts from several fields in nuclear physics in which rapid progress has been made in recent years. Ultrarelativistic heavy ion collisions have been investigated at CERN and at the Relativistic Heavy Ion Collider (RHIC). Several talks review the present status of experiments and develop the theory of nuclear reactions at ultrarelativistic collisions energies. The properties of hot and dense hadronic matter are studied and the predictions of Quantum Chromodynamics (QCD) for quark deconfinement and the phase transition to the Quark Gluon Plasma are described. The dynamical description of phase transitions in small systems and the methods of nonequilibrium many body theory are covered by several speakers. Furthermore the available information on the nuclear equation of state, the properties of cold dense quark matter, and colour superconductivity are presented in this volume. The close connection of these questions with astrophysics is drawn in several contributions related to the structure of stars, the dark matter problem, and the early universe. A second focal point of the ASI, besides highly energetic heavy ion collisions, is the physics of exotic nuclei far off stability and superheavy elements. Several leading experts in this field discuss the structure, the decay modes and lifetimes of superheavy nuclei both from the theoretical and the experimental points of view. Additional topics are the description of fusion and fission processes, the properties of halo nuclei and nuclei beyond the line of particle stability.
