This book provides a review of the evolution of the post-independence banking system in Africa. There is a strong focus on the problems of restructuring of banking institutions and the management of the bad and non-performing assets of public sector institutions. Three themes are explored: The first is that government interventions in the financial sector, in the post-independence period, were at best largely ineffective as a tool of development and at worst had damaging consequences for the banks, and for the whole economy The second theme is that financial liberalization requires an understanding of the first set of financial reforms implemented in post-independence Africa. Increasingly, state regulations are implemented and exercised by the administrative discretion of state bureaucracies. This increased rulemaking activity threatens to rival, or even replace, state legislatures as the principal source of new laws emanating from state government. To combat this, state legislatures now routinely seek to regain their preeminence as lawmakers by overseeing administrative rulemaking authority. This oversight is frequently conducted through a process known as "rules review." The process, a systematic form of legislative oversight, encourages the responsible exercise of rulemaking authority by requiring legislative scrutiny of proposed regulations prior to final adoption by the issuing agency. Regulating the Regulators presents an introduction to rules review. James R. Bowers examines this process through an in depth case study of the Illinois General Assembly. The original derivations of Lorentz, Abraham, Poincaré and Schott are modified and generalized for the charged insulator model of the electron to obtain an equation of motion consistent with causal solutions to the Maxwell-Lorentz equations and the equations of special relativity. The solutions to the resulting equation of motion are free of pre-acceleration and runaway behavior. Binding forces and a total stress–momentum–energy tensor are derived for the charged insulator model. General expressions for synchrotron radiation emerge in a form convenient for determining the motion of the electron. Appendices provide simplified derivations of the self-force and power at arbitrary velocity. In this Second Edition, the method used for eliminating the noncausal pre-acceleration from the equation of motion has been generalized to eliminate pre-deceleration as well. The generalized method is applied to obtain the causal solution to the equation of motion of a charge accelerating in a uniform electric field for a finite time interval. Alternative derivations of the Landau-Lifshitz approximation to the Lorentz-Abraham-Dirac equation of motion are also given, along with Spohn’s elegant solution of this approximate equation for a charge moving in a uniform magnetic field. The book is a valuable resource for students and researchers in physics, engineering and the history of science.
