            For the past three decades, a boom-bust cycle in capital flows has repeatedly plunged into crisis countries that had been growing rapidly. Are there feasible policy actions to curb this cycle and thus permit both investors and emerging markets to tap the benefits of capital mobility without the costs of crises? Williamson concludes that a significant reduction in the wild swings in capital flows is feasible, even though complete stability is not. The boom-bust problem cannot be tackled just, or even mainly, from the supply side but will require actions on the part of both creditors and debtors, including forward-looking provisioning by banks, retention of capital controls in some cases, and introduction of new financial instruments. The action program developed in this study is intended to facilitate financial maturity in emerging markets similar to that which has already occurred in the industrial countries.

                In a little over one decade, the spread of market-oriented policies has turned the once so-called lesser developed countries into emerging markets. Many forces have been responsible for the tremendous growth in emerging markets. Trends toward market-oriented policies that permit private ownership of economic activities, such as public utilities and telecommunications, are part of the explanation. Corporate restructuring, following the debt crisis of the early 1980's has permitted many emerging market companies to gain international competitiveness.                 This growth in emerging markets has been accompanied by volatility in individual markets, and a sector-wide shock after the meltdown in the Mexican Bolsa and Mexican peso, resulting in heated debate over the nature of these markets.                       Emerging market economies are fertile ground for the development of real estate and other financial bubbles. Despite these economies' significant growth potential, their corporate and government sectors do not generate the financial instruments to provide residents with adequate stores of value. Capital often flows out of these economies seeking these stores of value in the developed world. Bubbles are beneficial because they provide domestic stores of value and thereby reduce capital outflows while increasing investment. But they come at a cost, as they expose the country to bubble-crashes and capital flow reversals. We show that domestic financial underdevelopment not only facilitates the emergence of bubbles, but also leads agents to undervalue the aggregate risk embodied in financial bubbles. In this context, even rational bubbles can be welfare reducing. We study a set of aggregate risk management policies to alleviate the bubble-risk. We show that liquidity requirements, sterilization of capital inflows and structural policies aimed at developing public debt markets 'collateralized' by future revenues, all have a high payoff in this environment.

                                          Tropical glaciers are both highly sensitive indicators of global climate and fresh water reservoirs in some fast developing regions. This book gives a theoretical and practical analysis of tropical glaciology including a useful definition of tropical glacier-climate regimes and an analysis of the main glaciological variables. The Rwenzori and the Cordillera Blanca are investigated as examples of tropical glacierized mountains. The fluctuations of their glaciers since the end of the Little Ice Age are reconstructed and the probable climatic reasons are discussed. The evidence of great expansions of mountain glaciers throughout the tropics on several occasions during the Quaternary are summarized, examined and then applied and contrasted.

                                            Description:
                                            The large ice masses of the world are claimed to be affected by global warming and local climatic variations. Tropical glaciers as those on Popocatepetl volcano can be affected also by the same processes but are more vulnerable because of their size and eruptive processes. Even though their extinction might not have a global impact, their disappearance deprives us of important climatic ''gauges'' at the ~20^o north latitude and impacts strongly the local environment. This is an account of the eruption-forced extinction of the glaciers of Popocatepetl volcano. We show that 40% of climatic-related shrinkage occurred in 4 decades whereas 32% of eruption-related shrinkage occurred in 4 yr. Long-term effects of glacier extinction include an imbalance between recharge and extraction of groundwater at surrounding aquifers provoked by the disappearance of glacier-related melt water. Events like this may occur at other tropical glaciers worldwide.
