This volume continues the acclaimed annotated edition of the papers of Chief Justice John Marshall, the great statesman and jurist. The constitutional nationalism of the Marshall Court reached its peak in 1824 with Gibbons v. Ogden, in which Marshall broadly expounded the commerce clause while striking down New York's steamboat monopoly laws. By 1827, however, a crack in the nationalist consensus revealed itself in Ogden v. Saunders, a contract clause case that elicited Marshall's first and only dissent on a question of constitutional law.Marshall's active life outside the courtroom included work on two long-standing projects: revision of his Life of George Washington and preparation of an edition of Washington's correspondence. In his correspondence appearing in this volume, Marshall comments on such topics as the causes of the Revolution, the military history of the war, the social scene in Washington, the abolition of slavery, female education, and the novels of Jane Austen.

This twelfth volume of The Papers of John Marshall concludes the first scholarly annotated edition of the correspondence and papers of the great statesman and jurist. In providing an accessible documentary record of Marshall's life and legal career, this collection has achieved a reputation as an invaluable scholarly resource for the study of American law and the Constitution in their formative stages.Volume XII covers the final years of Marshall's life, from January 1831 to his death in July 1835. It also includes an addendum of documents (mostly letters) from 1783 to 1829 that came to light after publication of their appropriate chronological volumes. More of Marshall's correspondence survives from his last years than from any other period of his life. Nullification, the Cherokee cases, the bank bill, the election of 1832, the anti-Masonic movement, slavery, and African colonization are among the topics that prompted Marshall's comments and reflections. Family letters provide intimate details of Marshall's 1831 operation for the removal of bladder stones, his companionate marriage to "dearest Polly" (who died at the end of 1831), and his relationships with his children and grandchildren. Judicial opinions published here in full include Cherokee Nation v. Georgia (1831) and Worcester v. Georgia (1832). Major editorial notes set forth the background and circumstances of these celebrated cases.

Concern about the environment has led to a number of proposals for controlling the impact of agriculture. In Europe, for example, the European Union has begun to require that all Common Agricultural Policy measures be evaluated for their environmental impact. This has in turn led to a number of proposed standard agri-environmental indicators. This practical volume reviews the theoretical development and use of environmental indicators in the areas of biodiversity, pollution and policy analysis, to assess the impact of agriculture. The chapters were originally developed for a workshop held in The Netherlands in April 1997, as part of the EU Concerted Action, "Policy measures to control environmental impacts from agriculture," and they provide important insight on longterm issues in agricultural and environmental economics and policy.Customer Reviews:

Although this is certainly not the first time that the central idea of "...we need one consistent methodology to identify and operationalize indicators..." is expressed, the introduction to the book raises hope that, finally, a book is published that at least attempts to formulate such a methodology.
The book is divided into five parts: a general introduction to environmental indicators in the European Union, a discussion on biodiversity and landscape indicators, a discussion on pollution indicators, different perspectives on the relation between policy and sustainable development, and a discussion and conclusions.
The quality of the paper varies widely. Only few papers are well-written and contain clear practical illustrations. Several papers are too general to be translated into practical methods. Others are too wordy and too muddled to even finish reading them at all. In general, more accurate articles and books on qualitative and quantitative aspects concerning identification, selection, and operationalization indicators have been published.
What especially attracts attention while reading the various papers in this book is that there is no general agreement on how to identify and operationalize environmental indicators. Recalling that the editors hold out the prospect for a "consistent methodology," the discussion of the individual contributions is a disappointment. It is certainly not easy to integrate the wide variety of opinions expressed, but this book provides no new outlook at all on a consistent methodology. Moreover, the discussion refers more to external literature than reviewing contributions in the book itself.
The publisher's claim on the back of the book that "it is essential reading for agricultural and environmental economists and policy makers," therefore, is out of proportion. Although some chapters are well worth reading, "Environmental Indicators and Agricultural Policy" at best is a reasonable reference work on the current status of environmental indicators in the EU.
My advice: borrow, don't buy...
