This volume continues the acclaimed annotated edition of the papers of Chief Justice John Marshall, the great statesman and jurist. The constitutional nationalism of the Marshall Court reached its peak in 1824 with Gibbons v. Ogden, in which Marshall broadly expounded the commerce clause while striking down New York's steamboat monopoly laws. By 1827, however, a crack in the nationalist consensus revealed itself in Ogden v. Saunders, a contract clause case that elicited Marshall's first and only dissent on a question of constitutional law.
Marshall's active life outside the courtroom included work on two long-standing projects: revision of his Life of George Washington and preparation of an edition of Washington's correspondence. In his correspondence appearing in this volume, Marshall comments on such topics as the causes of the Revolution, the military history of the war, the social scene in Washington, the abolition of slavery, female education, and the novels of Jane Austen.

This twelfth volume of The Papers of John Marshall concludes the first scholarly annotated edition of the correspondence and papers of the great statesman and jurist. In providing an accessible documentary record of Marshall's life and legal career, this collection has achieved a reputation as an invaluable scholarly resource for the study of American law and the Constitution in their formative stages.
Volume XII covers the final years of Marshall's life, from January 1831 to his death in July 1835. It also includes an addendum of documents (mostly letters) from 1783 to 1829 that came to light after publication of their appropriate chronological volumes. More of Marshall's correspondence survives from his last years than from any other period of his life. Nullification, the Cherokee cases, the bank bill, the election of 1832, the anti-Masonic movement, slavery, and African colonization are among the topics that prompted Marshall's comments and reflections. Family letters provide intimate details of Marshall's 1831 operation for the removal of bladder stones, his companionate marriage to "dearest Polly" (who died at the end of 1831), and his relationships with his children and grandchildren. Judicial opinions published here in full include Cherokee Nation v. Georgia (1831) and Worcester v. Georgia (1832). Major editorial notes set forth the background and circumstances of these celebrated cases.

Concern about the environment has led to a number of proposals for controlling the impact of agriculture. In Europe, for example, the European Union has begun to require that all Common Agricultural Policy measures be evaluated for their environmental impact. This has in turn led to a number of proposed standard agri-environmental indicators. This practical volume reviews the theoretical development and use of environmental indicators in the areas of biodiversity, pollution and policy analysis, to assess the impact of agriculture. The chapters were originally developed for a workshop held in The Netherlands in April 1997, as part of the EU Concerted Action, "Policy measures to control environmental impacts from agriculture," and they provide important insight on longterm issues in agricultural and environmental economics and policy.

The book is a collection of papers from a 1997 workshop. The main objective of the workshop was to integrate research results on pesticides, minerals, global warming, and landscape and nature into practical methods to identify and operationalize environmental indicators within the European Union (EU). Moreover, the editors emphasize in their introduction (preceding the individual contributions that are presented as chapters) that cross-national and long-term comparisons of environmental indicators require consistent methodologies.
Although this is certainly not the first time that the central idea of "...we need one consistent methodology to identify and operationalize indicators..." is expressed, the introduction to the book raises hope that, finally, a book is published that at least attempts to formulate such a methodology.
The book is divided into five parts: a general introduction to environmental indicators in the European Union, a discussion on biodiversity and landscape indicators, a discussion on pollution indicators, different perspectives on the relation between policy and sustainable development, and a discussion and conclusions.
The quality of the paper varies widely. Only few papers are well-written and contain clear practical illustrations. Several papers are too general to be translated into practical methods. Others are too wordy and too muddled to even finish reading them at all. In general, more accurate articles and books on qualitative and quantitative aspects concerning identification, selection, and operationalization indicators have been published.
What especially attracts attention while reading the various papers in this book is that there is no general agreement on how to identify and operationalize environmental indicators. Recalling that the editors hold out the prospect for a "consistent methodology," the discussion of the individual contributions is a disappointment. It is certainly not easy to integrate the wide variety of opinions expressed, but this book provides no new outlook at all on a consistent methodology. Moreover, the discussion refers more to external literature than reviewing contributions in the book itself.
The publisher's claim on the back of the book that "it is essential reading for agricultural and environmental economists and policy makers," therefore, is out of proportion. Although some chapters are well worth reading, "Environmental Indicators and Agricultural Policy" at best is a reasonable reference work on the current status of environmental indicators in the EU.
My advice: borrow, don't buy...

Subsidies linked to production have been classified as environmentally harmful by the OECD. A core element of the EU 2003 Common Agricultural Policy (CAP) reform is to decouple income support from production. This paper estimates the environmental consequences of this policy reform. An agricultural sector model using a modified version of the positive mathematical programming method depicts the complex natural, structural, and political relationships of Austrian farming. Changes in management measures can be analyzed with respect to their environmental effects by using appropriate indicators. Simulation results show that the 2003 CAP reform will reduce the average cost of production, and may improve environmental conditions regarding soil, water, and greenhouse gases when compared to a scenario without reform. Thus, the new CAP is likely to bring about outcomes which the previous reform (Agenda 2000) promised but did not deliver.

In New Zealand environmental management is essentially the responsibility of land managers. Management decisions affect both production/productivity and the environment. However, responsibility for ensuring positive environmental outcomes falls on both local (Regional) and Central Government, and both they and international agencies such as the OECD would wish to monitor and report on changes. In terms of policy, strong links have been established via Central and Regional Government to land managers. Consumers in the market place are also, increasingly, requiring responsibility for positive environmental outcomes of those who purchase and process primary products. Strong links for responsibility have been established between our international markets and processing businesses and there is a noticeable strengthening of the links from the processors to the land manager/producer. In New Zealand a range of initiatives has been developed and implemented over recent times, whereby land managers are taking increasing responsibility for accounting for the environmental outcomes of their production activities. The range covers the spectrum from voluntary to compulsory (e.g., in order to meet market requirements) and from those initiated by customers to processor and/or producer initiatives. This paper follows the evolution of the principles that drove the predominant activities of the period and the processes that initiated the changes in environmental management. As the focus of agriculturalists changed from pioneering in a new world, to establishing a production base, to economic reality, and finally to environmental responsibility, the processes of extension adapted to meet the new challenge.

Since its introduction in the early 1960s, the EU Common Agricultural Policy (CAP) has demonstrated a capacity to adapt and change in the face of new challenges. The reformed CAP, under AGENDA 2000, encourages more environmentally friendly farming practices. In the context of their rural development plans, Member States are required to link policies on agriculture with protection of the environment and to ensure that farmers meet environmental standards. Additionally, Member States should maintain and restore the quality of both their aquatic and adjacent terrestrial ecosystems according to the Directive 2000/60/EU, 'Establishing a framework for Community Action in the field of Water Policy'. Within this framework, agri-environmental indicators play an important role in planning and implementing CAP guidelines. However, selection and use of the proper indicators remains unresolved, considering that ecosystem processes are complex and interactions in most cases not obvious. This paper proposes a methodology for assessing the environmental state and impacts of current land use and management when implementing agri-environmental measures of CAP. The proposed methodology includes a modified Driving forces-Pressures-Impacts-Responses (DPSIR) framework, identification of Zones of Specific Functional Interest (ZSFI), and criteria for selecting agri-environmental indicators, which assess the functional performance of each zone and meet existing legislation. The Mygdonia Watershed (Greece) is an example where through use of both the appropriate Minimum Data Set of agri-environmental indicators at the identified zones and the proposed modified DPSIR, the functioning performance of each ZSFI can be assessed to evaluate the applied agri-environmental measures.

From the supplier: The implementation of a resource conservation program or Catchment Approach in Kenya was evaluated using Participatory Rural Appraisal. The measured parameters covered social, physical and institutional aspects. Results indicate that the impact of such a program is governed by the degree of contact between extension workers and native residents, good program planning and execution. Increases in agricultural production and lessened resource destruction result with the use of indigenous materials and techniques.
