The abstract provided by the Pentagon follows: This thesis presents and validates methods for calculating isentropic potential vorticity (IPV) and applies these methods in software programs planned for implementation at the Air Force Global Weather Center (AFGWC). The IPV programs will provide Air Force Weather forecasters additional tools to diagnose atmospheric kinematics and understand atmospheric dynamics. A FORTRAN program is recommended using mandatory-level isobaric data projected to be available on AFGWC computer systems, specifically, from the Navy Operational Global Atmosphere Prediction System and Medium Range Forecast models. Program development and analysis consists of three main steps: (1) data retrieval; (2) IPV calculations; and, (3) interpolation to an isentropic vertical coordinate system. This thesis recommends performing IPV calculations at constant pressure for comparison with other mandatory-level isobaric parameters, or in routine cross-sectional analysis. Additionally, a recommendation is made to calculate IPV at constant potential temperature from interpolated isentropic state variables instead of interpolating isobaric IPV fields. Applications of the developed programs include visualization of synoptic-scale motions an alternative method of locating the tropopause in cross-sectional analysis. This thesis is a significant effort to move toward operational use of isentropic analysis and the incorporation of IPV analysis into forecasting techniques at AFGWC.

The abstract provided by the Pentagon follows: A study of the National Severe Storm Laboratory's (NSSL's) Hail Detection Algorithm (HDA) has been performed for over 20 different multicell storm systems that occurred over the coastal region of the southern Great Plains. Since the HDA was developed using a data set mostly from the Central Plains where many of the thunderstorms are supercellular, this study addresses the regional and storm morphological influences on the algorithm performance. To enable use of ground validation from spotter networks, only the severe hail category was studied. While the NSSL HDA performed quite well in most instances, there was a tendency for the algorithm to over-warn for severe hail. Certain adjustable parameters within the HDA were tested for accuracy and optimized for the League City National Weather Service Office in Houston, Texas. These parameters include the Warning Threshold Selection Model (WTSM), the optimum population density threshold, and the Probability of Severe Hail (POSH) function.

                  From the author: Objective: This study had two purposes: (1) to characterize the density of liquor stores and bars that individuals face according to race, economic status, and age in the urban United States and (2) to assess alternative measures of retailer density based on the road network and population. Method: We used census data on business counts and sociodemographic characteristics to compute the densities facing individuals in 9,361 urban zip codes. Results: Blacks face higher densities of liquor stores than do whites. The density of liquor stores is greater among nonwhites in lower-income areas than among whites in lower- and higher-income areas and nonwhites in higher-income areas. Nonwhite youths face higher densities of liquor stores than white youths. The density of liquor stores and bars is lower in higher-income areas, especially for nonwhites. Conclusions: Mismatches between alcohol demand and the supply of liquor stores within urban neighborhoods constitute an environmental injustice for minorities and lower-income persons, with potential adverse consequences for drinking behavior and other social ills. Our results for bars are sensitive to the measure of outlet density as well as population density. Although neither measure is clearly superior, a measure that accounts for roadway miles may reflect proximity to alcohol retailers and thus serve as a useful refinement to the per-capita measure. If so, alcohol policy might also focus on density per roadway mile. Further research on the existence, causes, and consequences of environmental injustice in alcohol retailing is warranted.

                    From the author: Objective: To determine the geographic relation between homicide rate and two competing measures of exposure to alcohol outlets, alcohol outlets per square mile and alcohol outlets per person. Method: Homicides occurring in 1994 and 1995 and on-sale and off-sale alcohol outlets with active 1995 licenses were geocoded by address for aggregation at the census tract level. Ecologic analysis of the 155 urban residential census tracts in New Orleans was conducted with controls for potential sociodemographic confounders (% black, % adults unemployed, % unmarried households, and ratio males 15-24/males 35-44). Results: After logarithmic transformation of all study variables, sociodemographic confounders alone accounted for 58% ([R.sup.2] = .58) of the variance of homicide rates. Adding off-sale alcohol outlet density to the models, measured ([Beta] [+ or -] SE) either as outlets per square mile ([Beta] = .211 [+ or -] .062) or outlets per person ([Beta] = .244 [+ or -] .063), yielded strong geographic relations with homicide and increased the amount of variance explained ([R.sup.2] = .62). A 10% higher off-sale outlet density accounted for a 2.4% higher homicide rate. Conclusions: Both off-sale alcohol outlets per square mile and off-sale outlets per person demonstrate strong geographic associations with homicide rates among urban residential census tracts in New Orleans. These findings suggest that communities faced with high rates of assaultive violence might consider policy interventions that address alcohol outlet related factors. (J. Stud.                             The aim of the present study was to investigate the relationship between alcohol outlet density, perception of adolescent drinking in public (both assessed at the school level), and adolescent drinking and drunkenness at individual level. Hierarchical linear regression models were calculated based on data from 1194 ninth graders in Switzerland (mean age=15.3, S.D.=0.7) and their schoolmasters (n=61). Apart from the positive main effects, the results reveal a negative interaction of alcohol outlet density and perception of adolescent drinking in public in predicting individual alcohol use among adolescents. In regions with a high density of shops, it appears that the schoolmasters' perception reflects the general drinking norm of the area where the school is located rather than the actual drinking level of adolescents. More research is needed, particularly in Europe and among adolescent populations, to reach a better understanding of school level predictors of adolescent alcohol use.

                              From the author: In order to evaluate the compatibilizing effects of isocyanate (NCO) functional groups on ethylene vinyl alcohol copolymer/high density polyethylene (EVOH/HDPE) blends, HDPE grafted with 2-hydroxyethyl methacrylate-isophorone diisocyanate (HDEP-g-HI) was prepared and blended with EVOH. The grafting was confirmed by infrared spectra, and the grafting ratio was 4.9% from elementary analysis. From the morphologies of EVOH/HDPE-g-HI blends, it was found that an improved adhesion between the two components and finer dispersions were produced as a result of chemical reactions occurring during the melt blending. The depression of melting temperature of EVOH in the 10/90 EVOH/HDPE-g-HI blend indirectly indicated increased miscibility. The tensile strength of the EVOH/HDPE-g-HI blend was much higher than that of the EVOH/HDPE blend having no adhesion at each composition, and a dramatic increase in the impact strength was produced at the 90/10 EVOH/HDPE-g-HI blend composing of the fine HDPE-g-HI dispersions.

                                Hans Frauenfelder is a legend who has inspired generations of young scientists. This latest treatise explores the cosmology of intergalactic gastronomical disturbances. Definitely highly recommended both as interesting, high class science and as entertainment. It is proof that science and humour belong together. A must buy.

                                Juxtaposed against vignettes of her tumultuous past we follow Kalani as she drives across the country on her way to San Francisco and toward her dream of becoming a writer. Along the way she meets a motley cast of characters including an elderly Native American Medicine Woman, a cross-dressing ER doctor, and a stripper/ psychologist.

                                Their search eventually leads them to Burning Man, this generation's answer to Woodstock. Where they embark on a surreal adventure in the Nevada desert, and find an experiment in temporary community full of art, drugs, and a new perspective on life.

                                Halcyon Daze by Palmer Owyoung is a debut novel that "marches to a different drummer", -- just as its twenty-something protagonists do as they seek to find themselves. Halcyon Daze tells of Kalani Smith's adventures as she and those she encounters strive to find meaning in their lives. Halcyon Daze is commended as a superbly written, surreal vision quest, offering paths for future travel and mind-expanding perspectives on life itself along the way.

                                Halcyon Daze is an engaging account of a young woman's adventure from her fairly naive and sheltered life in Kansas to her more exotic, exciting, and erotic life in San Francisco. Her new friends include a whacky set of characters that join her in exploring sex and sexuality and, along the way, discover new aspects of themselves. She emerges from her experiences still not completely clear on life's exact purpose and her role in it-who ever is?-but undoubtedly more open to and aware of all that it has to offer. It is an interesting book that may make you blush at times and will definitely make you laugh at loud with its wit and sarcasm. It will captivate you with its characters and their exploits and keep you turning the pages out of curiosity and enjoyment.

                                I found this book to be funny and fun and very interesting. Loved the poems before each chapter. Colorful characters and some very interesting places. Very creative mind. All in all the book is great.

                                Kalani Smith struggles to find release from her cocoon-like
                                existence. Born in Hawaii, of Chinese, Native American and
                                English descent, she lived briefly in California, and for the
                                last 23 years has hibernated in Hiawatha, Kansas. Kalani has
                                always felt displaced in Hiawatha, and has never felt a
                                connection with the people or the city.

                                On a day in June, a perfect setting for a wedding, Kalani is
                                realizing that on her next birthday she will be 30 years old,
                                that she is bored with her life, and that she has yet to
                                experience her first orgasm. As she listens to the minister,
                                she has a surreal moment, a turning point, and she knows it's
                                time to spread her wings.

                                Juxtaposed against her tumultuous past, Kalani is bold and
                                timid as she leaves her groom at the altar and embarks on a
                                journey she hopes will exploit her dream of becoming a writer.
                                Searching for stability and a place that feels like home, she
                                leaves Kansas with no destination in mind. In Arizona she
                                encounters a Native American woman who shares a Navajo ritual
                                with her that promises to clear her mind, light her path, and
                                show her how to find her own truths in the world. Kalani
                                arrives in San Francisco and joins an eclectic group of
                                characters; All searching for themselves and trying to make
                                sense of the world that surrounds them. The author leads them
                                on a surrealistic adventure in the Nevada desert, hoping

                                HALCYON DAZE, the freshman novel by Palmer Owyoung is an
                                offbeat, witty story, told with vivid imagery as he artfully
                                lets readers wander through the visions in his character's
                                minds. This book has the freedom and flair reminiscent of the
                                flower children in the sixties. It is an interesting read.
