Public procurement regulation is the body of law dealing with the way in which public authorities award contracts. Procurement by public bodies has implications for a number of areas of law, in particular trade and competition law and administrative law. Failure to comply with public procurement rules can lead to public bodies being sued by unsuccessful contractors (or their governments), under national, EC or WTO law. The object of this study is to show why procurement is regulated at all and to provide an understanding of the differences between national and regional systems and a guide to the emerging international system. The use of CeO2-based materials in catalysis has attracted considerable attention in recent years, particularly in applications like environmental catalysis, where ceria has shown great potential. This book critically reviews the most recent advances in the field, with the focus on both fundamental and applied issues. The first few chapters cover structural and chemical properties of ceria and related materials, i.e. phase stability, reduction behaviour, synthesis, interaction with probe molecules (CO, O2, NO), and metal-support interaction - all presented from the viewpoint of catalytic applications. The use of computational techniques and ceria surfaces and films for model catalytic studies are also reviewed. The second part of the book provides a critical evaluation of the role of ceria in the most important catalytic processes: three-way catalysis, catalytic wet oxidation and fluid catalytic cracking. Other topics include oxidation-combustion catalysts, electrocatalysis and the use of cerium catalysts/additives in diesel soot abatement technology.

Comprehensive textbook on important topic.......2006-04-15

This book provides a summary of previously published work on ceria (cerium oxide) and related materials used in catalysis. The goal is to provide a thorough overview of material properties and technological uses of this material. The book basically takes previously published peer review articles and organizes them together by subject to form chapters. The articles cover the electrical, mechanical, thermodynamic and chemical properties, along with synthesis, characterization, and uses. The book covers both pure ceria, and materials containing ceria, such as ceria - zirconia alloys, ceria - metal interfaces, and impurity atoms in ceria.

This book gives a very comprehensive summary of ceria though it has two major drawbacks. First, for a book dedicated to one system, it should have included an extended table of properties (experimental and calculated) for this system. Second, there is very little data on Ce2O3, which is unfortunate given that the primary use of ceria in catalysis relies on the CeO2 - Ce2O3 phase transition. But overall, a good book on this topic; probably the only one worth buying.

Didn't care for it.......2007-09-12

Isn't this what youth is suppose to be preventing? I can't stand these cliques and these stereotypes.. and yet Mtv(not surprised by them really) has set out a line of books completing to that. Why are you supporting something that you are fighting at the same time? You can't be on both sides expecting a pass. You all are such hypocrites because you usually have the attitude of, "Don't label us! We're people just like you! We have our own style!". Ha! You are not fooling anyone with this book. When I picked this off the shelf I had not expected such a farfetched standard for the plot. Critisize me on that all you want since I believe it was a waste of my time as well. The concept it creative, yes, but everything that comes with that is such the typical view of a close minded person. And I believe the author has a very fast paced and detailed way of words, making it a better read. Nonetheless, my opinion stands.

Well good job, Mtv. Well done. Now I'll just have even more people questioning why I do the things I do and wear the things I wear.
Oh no, couldn't be Weatherly now could I? Now I have to be known as something riduculous like a "cemetary goth" or "punk goth" and the like.

Entertaining........2007-07-20

I thought the book was cute. The plot was interesting. However, while reading the book I got a sense that the author did not quite understand the Goth subculture. To me it felt like she just went on Google and searched the word "Goth" and used whatever she found as a reference. An example of this would be how Jade kept referring to other Goths as cemetary Goth, asian Goth, and etcetera. In real life most Goths are not that easy to pin point. Most are rather varied in their interests and would fall under many different categories. I was also annoyed at how cheesy and cliche some of the Goths in the virtual world were. For instance, one girl walks up to Jade and says "Darkness rules!". Being a Goth myself I know for a fact that in real life a Goth would not say that to another Goth unless they were joking. I was also annoyed when one girl asked Jade to start a black magic club. Oh come on! Now, if she would've wanted a Peter Murphy or Siouxsie Sioux fan club then that would've been better. It would've been cool if the author could have slipped a few references to bands like Bauhaus, The Sisters of Mercy, The Mission UK, and Sex Gang Children in the book. Also, I think it would've been entertaining to see some new classes added to the virtual high school. Classes like Goth Rock Music History, DIY 101, and Proper Make up Application. Overall this is a very cute book. I would recommend renting it from your local library if you are bored and need something to do.

Jade is a Goth-girl who is a total nonconformist and is a "freak" at her school.

Mercedes is a "Barbie" -- blonde, super-popular, and a total conformist, who is also Jade's mortal enemy.

Clarik is a new mysterious boy that has come to their high school, who Jade quickly realizes she has a crush on.

The girls' principal is sick of these two girls causing problems so she decides to teach them a lesson they will never forget.

After getting the parents' consent, the girls are taken to an old rundown building, strapped down, and sedated. Mercedes and Jade have no idea what is going on, until they wake up at home. They go to school only to realize that everyone has turned Goth and the "Barbies" are the "freaks" now.

The girls don't like their new environment at all and are determined to find out how to get back to reality. Clarik is in the game with them and he and Jade become very close. Can he help get them back? Will they ever get back to the reality they knew? When they get home, will things be the same way they were before, or will the girls have to change?

This is a super-fun, fast-paced novel that even someone who would be called a "Barbie" can like! The characters are all lovable, and I really enjoyed this book!

I like the book, maybe it hasent been my favorite book, but it has some meaning in it, for example: culture discrimination, how tenns see the world today, so on and so fort. You can actually understand a subculture by reading this book, and also it helps you understand the outside world.

First thing you should know about me, the lowly reviewer, is i'm a comic geek and a (somewhat former, I just don't have the energy anymore) goth. But even though I've essentailly cast off my gothic ways I still adore this book.
Our dear boy Voltaire isn't afraid of poking fun at many aspects of the overly serious goth lifestyle that really do need a poking.
It's hilarious, obsured and overall just a very good read. It's printed on high quality paper and my copy has held up very well the past three or four that it's been in my proud possesion. Though I do seem to have, tragically, misplaced it during a recent move *i'm weeping inside* It's good enough that I would consider buying it again.
The only thing I could say against it (and it's a slight one at that) is that he tends to ramble a bit in the last issue, though he makes a joke about just making the last issue up as he went along so that very well might be what happend.
A fine read, good laughs all around and very entertaining, even if you're not a goth.

Oh, and I'd recomend checking out Voltaires music aswell, very funny, my personal favs are "No one loves you when you're evil", "My future ex-girlfriend" and "Dead girls".

This "book" is terrible. It's not funny, "goths" are lame, and he stole the name of the greatest satirist of the eighteenth century. Lame. I recommend this book to retards and "goths", although they really are the same thing.
P.S. Goths are (well, were) actually an East Germanic tribe that conquered parts of the Roman Empire. God, do "goths" steal everything?

Masterpiece! Best Comic out there........2005-03-26

From the moment I saw the mail man pull up my drive way I knew my comic was finally here! And after running full speed to him ( and tripping on a few bushes...that by the way did jump out at me) I grabbed from him the most genious, humourous thing I had ever had the pleasure of beholding. I sat down on a the closet thing I could find ( which might have been a cat ) and read that book until the very last page...and then I read it agian..It took me on a marvolous jouney to Hell and back...literally...going through a handful or maybe a silver semi truck painted black ful of funny events and happenings...If you have any sense of humor what so ever even f your not a goth....you should order it today...it's phantasmagorical!

Not only for Goths!.......2004-07-20

I picked this book up as soon as it came out a few years back. I have left my Gothness since then but I still enjoy Voltaire's work. It has a sense of humor and isn't afraid to make fun of everything. And I mean everything. It is an enjoyable diversion from reality and it won't make you dumb. Hmm, something uncommon.

I have followed Voltaire's work for several years, and this compilation of his comics is absolutely wonderful. Dark and cynical, he can puncture all the goofy and ridiculous aspects to the gothic subculture. Just a warning to others, if you can not laugh at yourself and those around you, turn away now. However, if your humor is sick and twisted, order this right now! You will not regret it.

I laughed so hard I was crying. Voltaire puts down anyone and everything: Marilyn Manson, Bjork and even himself! It comes with a warning: "Caution: Do Not Read This Book In Public, You Will Laugh Out Loud!" and it is so true. I would recommend this book to anyone. This isn't an expensive book, and it's worth the amount it's priced at.

Voltaire has done the best harpoon or lampoon of the New York Gothic culture (and by extension the rest of gothic culture). The art work is top rate, all of the Top 13 lists are included as well as just some wonderful looks at the Gothic Culture and things to do as well as things not to do. I would recommend this book to ANYONE in the Gothic Set, but if you're a real Goth, you already have this book...:[

I love Voltaire's music (on Projekt) and this short little graphic novel belongs on any goths book shelf or coffee table along with similar items like tim burton's 'meloncholy death of oyster boy', brandon neil ragan's 'the grey garden', and the "lenore" books ny roman dirge. cute and spooky
