This is a great book. It very nicely ties together all phases of the employment process focusing on making data-driven decisions and linking HR and I/O Psychology functions to the bottom line. Throughout the text it provides 'capsules' on case studies to illustrate the points in each section. A must have for the scientist / practitioner and management generalist!

                Book Description

The Crisis in Telecommunications Carrier Liability addresses the important public policy issues underlying liability rules for common carriers in the context of telephone companies. These public policy concerns must be evaluated for their compatibility in achieving other public policy objectives, such as universal service, imposed on the telecommunications industry under the Telecommunications Act of 1996. This book offers the industry and policymakers, as well as those hoping to influence the public policy process, both the means and recommendations for designing more appropriate liability rules in order to achieve the numerous social objectives for the telecommunications industry.

                Customer Reviews:

4 out of 5 stars An Excellent Book.......2006-10-06

The concept of common carriage is generally assumed and universally misunderstood. One aspect of the historical mythology that is contorted beyond recognition is the liability of common carriers for the goods carried. If a telegraph, telephone (or dare I say Internet network) mangles the message and causes harm, what liability does that carrier have - and more importantly - why? Barbara Cherry looks at the theoretical underpinnings of the regulatory position and how liability faces new challenges in the post telecom act of 1996 era.

5 out of 5 stars Bringing Order to Chaos.......2000-04-01

Among the myriad works attempting to explain what, if any, fundamental logic guided Congress's 1996 decision to amend the 1934 Communications Act, only an exceptional few succeed. One that does, however, is Professor Barbara Cherry's "The Crisis in Telecommunications Carrier Liability."

Cherry's work employs an historical and institutional approach to decipher seemingly counter-intuitive liability provisions saddled upon incument local exchange carriers and inter-exchange carriers. Rather than focusing exclusively on the text of the Telecommunications Act of 1996, Cherry weaves together a rich tapestry of legal and regulatory history on the one hand, with social policy objectives such as universal service on the other hand. This warp is deftly manipulated with a weft of institutional context to provide one of the most coherent and complete explanations of the state of telecommunications law as it exists today in the United States.

The contradictions between social policy objectives and the over-arching concern for opening the last mile to competitive entry by unbundling the network elements (Section 251)is thoroughly addressed in Cherry's work. She manages this tension well and proposes well-informed policy remedies obviously aimed at a lawmaking audience.

Cherry's work benefits from her industry experience as well as her academic style. It is a must read for any student of telecommunication regulation theory as well as telecommunications policy-makers everywhere. It should be included on the syllabi of communications programs nationwide.

I unequivocally give this book my highest recommendation, and hope that it will spark the kind of informed policy debate it was intended to generate.

How are the nuclear power plants we call "stars" formed? Where do they get their energy and how do they die--and what does this suggest about the future of the universe? One of the most popular books written on astrophysics, 100 Billion Suns provides an exhilarating and authoritative life history of the stars.

5 out of 5 stars Readable and authoritative guide to stellar evolution.......2001-02-15

I read a lot of astronomy books, so any one book tends only to reinforce what I know already, plus just a little bit of additional information.

This book was different. I learned a lot about star formation and particularly about the meaning of the ubiquitous Hertzsprung-Russell diagram. The diagram is obligatory in a discussion of any astronomy other than planetary, but it tends to be described rather than explained. Here Kipenhahn goes through the life of stars of various sizes, showing their evolution along the H-R diagram and why the "main sequence" is so thickly populated (simply, because that's when the stars are burning hydrogen, which is what they do most but not all of the time).

Once done with the basics, he goes on to cover binary stars, neutron stars, and other stellar oddities. He also devotes a chapter to planetary formation and the possibility of life on other planets. Three brief but valuable appendices cover the measurement of stellar velocities, distances, and masses.

This book is a treasure and an authoritative work on the topic. Highly recommended.

                      Book Description

Thought in a Hostile World is an exploration of the evolution of cognition, especially human cognition, by one of today's foremost philosophers of biology and of mind. The central idea of the book is that thought is a response to threat. Competitors and enemies make life hard by their direct physical effects. But they also make life hard by eroding epistemic conditions. They lie. They hide themselves. They seem other than what they are.Sterelny uses this and related ideas to explore from an evolutionary perspective the relationship between folk psychology and an integrated scientific conception of human cognition. In the process, he examines how and why human minds have evolved. The book argues that humans are cognitively, socially, and sexually very unlike the other great apes, and that despite our relatively recent separation from their lineages, human social and cognitive evolution has been driven by unusual evolutionary mechanisms. In developing his own picture of the descent of the human mind, Sterelny further offers a critique of nativist, modular versions of evolutionary psychology. This volume will be of vital interest to scholars and students interested in cognitive science, philosophy of mind, and evolutionary psychology.

5 out of 5 stars meaningful progress in biological understanding..........2007-02-18

On pages 148-9 (paperback), Sterelny writes--

"Once we appreciate the significance of ecological engineering, our conception of natural selction and evolution is transformed. Natural selection is often conceived as a process by which lineages are shaped to fit the environments in which they live, as a key-cutter shapes a key to a lock. Organisms respond to environmental challenges by adapting to new conditions, becoming more fire-proof or drought resistant. This picture is sometimes appropriate. ... But often it is not. Lineages can respond to environmental challenges in two other ways. They can respond spatially by tracking their preferred conditons. And they can resond as ecological engineers, by modifying their own environments to buffer or transform the ways they are affected by their physical, biological and social environments. ... Some lineages partially construct their own niches. They are envronmental engineers."

There is a footnote here that reads--

"These ideas were first developed by Richard Lewontin (1978, 1982, 1985), but see also Brandon 1990; Jones et al. 1997, More recently they have been most systematically developed by Kevin Laland, John Odling-Smee, and their colleagues; see Odling-Smee et al 1996, and especially Odling-Smee et al forthcoming. [2003]"

Sterelny goes on to situate human cogniton in this complex interation between biology and environment.

He exposes the systemic weaknesses in both evolutionary psychology and human behavioral ecology.

What I most appreciated in Sterelny is his sincere concern for explanation. He has no ideological axe to grind in this book. This quality is most encouraging, and I look forward to discovering more work of this kind.

5 out of 5 stars Investigation of philo of mind has never been so thrilling.......2006-09-09

The previous reviewer is exactly right. The book is incredible. The book is, as of this review date, the latest in a quickly changing field of understanding mind naturalistically through the latest research in biology. Sterelny and Peter Godfrey-Smith are leaders in this promising effort. Sterelny attacks his investigation of the attributes of mind from evidence from any field available. Besides the ones mentioned by the previous reviewer, Sterelny works niche construction and developmental theory. The treatment of animal cognition and early hominid evolution is exciting. I hope that the book and this direction of thought are getting the attention merited.

                      5 out of 5 stars incredible book!.......2006-02-11

I was just checking out this site and saw that no one had written a review. I don't have time to write a full review, but let me just say: this book is incredible! Sterelny lays out the nature and history of human cognitive faculties in an easy-to-read, thorough, and well-argued way. I found the material on the evolution of cooperation, the way humans epistemically engineer their environment, and plasticity enlightening.

5 out of 5 stars The best action and comedy you'll ever experience.......2004-09-11

I have purchased Jim Bouchard's "Deep Cleaning," and I find it to be the most exhilarating novels I have ever read in my life. It starts off terrific and gets better by the page. Jock Zembrano (one main character) is possibly the funniest character that has ever been created for a book. He wants to be a comedian so bad that he dubs himself a "comic-errant." The other character, Roger Carr, is just as good but provides both the most graphic action and suspense scenes--not to mention obscenities--that I have ever scene. I definitely recommend this book to anyone that loves both high action and comedy levels.
