Kessler shows how political considerations distorted the liberalization process in Mexico, leading to inconsistent and unsustainable patterns of financial policy. Kessler also provides a comparison of financial collapse in two other emerging markets, South Korea and Russia, and examines the political roots of crisis in both countries. The author argues that liberalization led to inconsistent and unsustainable patterns of financial policy, which contributed to Mexico's 1995 deep recession and the consequent bank bailout. The author argues that although market reform has been promoted in developing countries to improve economic efficiency and stimulate growth, in Mexico financial liberalization provided rent-seeking opportunities for privileged groups and increased the states' ability to finance politically inspired obligations.
The book examines four periods: the populist administrations of Presidents Luis Echeverria (1970-1976) and José Lopez Portillo (1976-1982), during which the foundations of modern financial markets were paradoxically laid; the debt-crisis years of Miguel de la Madrid's adminsitration (1982-1988), who reversed his party's political strategy by favoring the business class with financial opportunities; the economic transformation undertaken by Carlos Salinas (1988-1994), who mixed genuine reform with destabilizing anti-market measures; and the political watershed of the Zedillo administration (1994-2000), whose unpopular bank rescue gave opposition parties unprecedented power within Mexico's policy making process.
The author also offers a comparative perspective of financial liberalization in two other emerging markets, South Korea and Russia, which also underwent financial crisis in the late 90s, and examines the political roots of crisis in both countries. By providing a comparative analysis the author derives some lessons from financial liberalization in developing countries. He concludes by suggesting how greater attention to questions of power, social organization, and challenges to state authority can help the policy-making community avoid giving well-meaning advice that is unlikely to be implemented in a sustainable way.
The book should be read by those interested in development and economic policy reform as well as those following policy making processes. This book is certainly a contribution to understanding a period of profound changes in Mexico's history and its process of economic reforms.

This volume focuses on constructing a safer and more efficient financial system based on the lessons learned from the financial debacles of the 1980s. The first essay discusses the economic and political forces both propelling and opposing widespread banking reform. The next two essays describe the intellectual history of the deposit insurance reform provisions of FDICIA, arguably the most important banking legislation since the Banking Act of 1933, discuss the weaknesses and strengths of these provisions and make recommendations for improving the effectiveness of the reforms. Theoretical and empirical evidence is then summarized and evaluated with respect to the costs and benefits of regulators granting forbearance to economically insolvent institutions. An analysis is given of the whys and hows of privatizing federal deposit insurance in case the reforms in FDICIA prove ineffective. An examination follows of the causes and consequences of the Bank of Credit and Commerce International (BCCI) debacle of the early 1990s and the implications for the supervision of foreign banks in the United States and elsewhere. Next the broader issue is discussed of whether U.S. financial markets affect the behavior of U.S. corporate managers, particularly whether they encourage managerial myopia. Without concluding whether such myopia exists, policy options are examined that would make financial markets more conducive to longer-term planning, including permitting banks to invest in corporate equity and thus monitor firms as owners as well as creditors.

One of the key constraints to accelerated economic performance in developing countries is, in the authors' view, the absence of strong, dynamic financial systems. Many, if not most, developing countries suffer from repressed financial systems. Thus the most important step in effecting the development of capital markets is to lay a foundation of sound macroeconomic and regulatory policies conducive to financial sector development. This book presents an approach to financial sector reform composed of financial sector diagnosis, policy and institutional targeting, macroeconomic reforms, bank regulation and supervisory reform, and privatization. The work also presents criteria to help decision-makers apply the approach. The issues and approaches presented are as relevant to the emerging democracies of Eastern Europe and such transitional countries as Brazil and Mexico as they are to developing countries. The authors begin with an introductory discussion of the two-pronged strategy of financial reform and privatization and then, in chapter 2, provide an overview of developing financial systems. Chapter 3 discusses the public/private debate. Chapter 4 is devoted to financial sector liberalization, and chapter 5 goes on to discuss the privatization of financial institutions. A framework for financial reform and privatization is presented in chapter 6, and chapter 7 provides concluding comments. In addition, a series of case studies are presented in the appendix. These case studies demonstrate the methods and strategies used to address financial sector reform in Bangladesh, Chile, Guinea, Jamaica, Mexico, and the Philippines. This book will be useful to financial and development experts and to policy makers in countries amenable to changing their financial systems. It would also be appropriate for courses in international economics, international banking, international monetary issues, international finance, and economic development.

The only drawbacks are: 1) that there is not enough of a discussion about statistical methods for data interpretation, and 2) some examples of purposeful, targeted questions would definitely be useful. However, overall, I am happy to have this text become part of my daily playbook.

Concise Summary of the Current Knowledge About Mercury.......2001-03-27
The first chapter of the book "The Elusive Planet" opens with the knowledge acquired from Earth based observation, which is very minimal, hence the title of the book and chapter. The book then proceeds to the development of the Mariner 10 space vehicle, mission plan and flight to Mercury. The remainder of the book deals with the discovers made by the Mariner 10 space probe, such as, the general surfaces features, the planet's interior, how impact craters are formed, and some of the unique geological features found on Mercury.
This book is extremely easy to read, since it does not contain any unnecessary geological terms. In addition, there are plenty of nice black and white photos and numerous line drawings.

Interesting Book, Misleading Title.......2001-01-25
Expecting to find a biological study on Darwin's fascination with worms, I foolishly picked this book up. I was dismayed to discover that about ten pages of the first chapter is actually dedicated to the study of worms and their importance. Even this one section deals with worms more from a psychological standpoint than in a biological sense. This book, although interesting as it delves into complex theories, was slightly misleading to me with its cover and title.
Interesting questions, superficial answers.......2000-12-23
The first essay sets out the question. Darwin and Freud are two thinkers who are probably most central to the "existential" worldview, the view that there is no greater "being" responsible for or looking over our actions. As a result, each of these writers was keenly aware of the relevance of "transience" as an element of living a life. Darwin saw that transience was a natural element of his theory of evolution, and Freud saw mourning and loss as a critical component in the dynamic of the psyche. So the interesting question arises: what did each of these thinkers have to say about how to live a life in this new world into which they thrust us. This question is particularly intriguing since both viewed themselves as scientists for whom direct speculation on these issues would be inappropriate. The answer to the question needs to be carefully teased from their writings. Unfortunately, the author does not carry through this exercise.
The second essay focuses on Darwin and what can be learned from his interest in the productivity of worms. The writer provides a light pastel portrait of Darwin and considers the broader implications of Darwin's interest in worms. But for me the review was too cursory and I had no sense from this of Darwin's answer as to how to live an "existential" life. At best, this was a teaser to read the more detailed work done by Darwin's biographers.
The third essay, on Freud, is surprisingly confused, given that Phillips is a psychoanalyst. It appears that what happened is that Phillips had previously written an essay on Freud's feeling toward his own biographers. Phillips then tried to fit that essay into this book and somehow make it address the larger questions this book was to address. The result is an essay that moves unconvincingly from Freud's feeling about his own biographers to his thoughts about the death instinct.
The final chapter tries to summarize what we've learned, but again the rigor is lacking. If you are looking for a cursory treatment of Freud, Darwin and the question of how to deal with the "transience" implied by their work, this book is fine. For this reader, I found the lack of disciplined reasoning frustrating, and made the book not worth the purchase price.
