The governance of post-conflict territories embodies a central contradiction: how does one help a population prepare for democratic governance and the rule of law by imposing a form of benevolent autocracy? Transitional administrations represent the most complex operations attempted by the United Nations. The operations in East Timor and Kosovo are commonly seen as unique in the history of the UN - perhaps never to be repeated. But they may also be seen as the latest in a series of operations that have involved the United Nations in 'state-building' activities, where it has attempted to develop the institutions of government by assuming some or all of those sovereign powers on a temporary basis. The circumstances that have demanded such interventions certainly will be repeated. Seen in the context of earlier UN operations, such as those in Namibia, Cambodia, and Eastern Slavonia, the view that these exceptional circumstances may not recur is somewhat disingenuous. Moreover, the need for such policy research has been brought into sharp focus by the weighty but ambiguous role assigned to the UN in Afghanistan and the possibility of a comparable role in Iraq. This book fills that gap. Aimed at policy-makers, diplomats, and a wide academic audience (including international relations, political science, international law, and war studies), the book provides a concise history of UN state-building operations and a treatment of the five key issues confronting such an operation on the ground: peace and security, the role of the UN as government, judicial reconstruction, economic reconstruction, and exit strategies.

Chapters cover the topics of colonies and occupied territories: transitional administration through the 20th century, the evolution of UN peace operations, the use of force to maintain law and order, the question of whether a benevolent foreign autocracy can build democracy, the rule of law in post-conflict territories, the politics of humanitarian and development assistance, elections and exit strategies, and the future of state-building.

Chesterman looks at the UN's role in countries' transitions from war to peace through periods of international supervision. Elections can be part of a state-building project or peace process: in Cambodia in 1992-93 the UN empowered a transitional administration which held elections and then withdrew. But UN administrations have held election after election in Bosnia since 1995, and in Kosovo since 1999, but show no signs of leaving.

The `Ombudsperson Institution' in Kosovo reported in 2002 that the UN `Interim' Administration there "is not structured according to democratic principles, does not function in accordance with the rule of law, and does not respect important international human rights norms. The people of Kosovo are therefore deprived of protection of their basic rights and freedoms three years after the end of the conflict by the very entity set up to guarantee them."

In Iraq, troops will stay after the January election, till the end of 2005, we are told. But this hostile military occupation after an illegal invasion is neither building an independent state, nor achieving peace. Likewise in Afghanistan: rebuilding there is negligible (completed reconstruction projects totalled less than $200 million by May 2003), and warlords still rule the country.

The US state has interpreted civil wars, humanitarian crises, lack of democracy, and `failed and failing states' as `threats to international peace and security', and has taken control of such states. Its constants are military occupation for bases, pipelines and oil, in Bosnia, Kosovo, Afghanistan and Iraq alike. Colonialism is now rightly condemned as an international crime, but the US state still does it, under UN cover. And the record indeed shows that a foreign autocracy cannot build democratic, sovereign states.

Chesterman, director of an international institute at New York University, has made an original study of how new institutions can be created in such war-damaged countries as Bosnia, Cambodia, and East Timor. During the 1990s, optimism abounded because international violence was in decline. The number of armed conflicts decreased worldwide from more than fifty in the early 1990s to fewer than thirty a decade later. This drop resulted largely from negotiations leading to peace accords. However, in a disturbingly large number of places, war was actually succeeded not by peace but by a stalemate. Peace accords were plagued by problems, including economic hardship, burgeoning crime, postwar trauma, and persistent fear and suspicion. Too often, negotiated settlements merely opened another difficult chapter in the peace process, or worse, led to new phases of conflict.

This disappointing record is the subject of a multiyear project conducted by the University of Notre Dame's Research Initiative on the Resolution of Ethnic Conflict (RIREC). Located at the Joan B. Kroc Institute for International Peace Studies, RIREC explored three significant challenges of the postwar landscape: the effects of violence in internal conflicts after peace agreements have been signed; the contributions of truth-telling mechanisms; and the multidimensional roles played by youth as activists, soldiers, criminals, and community-builders. The project led to the 2006 publication of three edited volumes by the University of Notre Dame Press: John Darby's Violence and Reconstruction; Tristan Anne Borer's Telling the Truths: Truth Telling and Peace Building in Post-Conflict Societies; and Siobhán McEvoy-Levy's Troublemakers or Peacemakers? Youth and Post-Accord Peace Building.

In Peacebuilding After Peace Accords,the three editors revisit the topics presented in their books. They examine the dilemmas each of the three challenges presents for postwar reconstruction and the difficulties in building a sustainable peace in societies recently destabilized by deadly violence. The authors argue that researchers and practitioners should pay greater attention to these challenges, especially how they relate to each other and to different post-accord problems. A foreword by Archbishop Emeritus Desmond Tutu sets the context for this volume, and an afterword by Eileen Babbitt reflects on its findings.

Very pretty, basically I bought it for the cover picture, which I had seen before, and would be happy to have a big poster of, one day, or of something similar.

Apart from the very nice space photography, some Hubble information is given.

A book with many beautiful pictures, if you are interested in what is way out there in the galaxy.

An Excellent View of the Universe.......2001-03-21

I think that anyone who rates this book on its "coffee table" worthiness, is doing a disservice to this excellent book. While maybe not qualifying for the coffee table, this book provides an amazing assortment of pictures taken not only from the Hubble Space Telescope (HST), but also contrasting them with pictures available only from Earth-based telescopes prior to the existence of the HST. Almost every page of the book contains spectacular pictures from the HST, along with clear descriptions of what is occurring within each photograph. The book begins with a brief description of the history of the HST, then onto exploring our own solar system, and then outward to the stars themselves. This book is a welcome addition to anyone interested in seeing and learning about our amazing universe.

Disappointing - if you're looking for pictures.......2000-12-26

My desire was to have a coffee table book to show the glory of the heavens (and especially their Creator). Despite a great looking cover, though, I was disappointed to find that this was not a coffee-table book. I wanted good pictures but found most of the ones in here to be kind of blurry, not striking like those presented (more briefly) in Nightwatch.

Eight years have passed since the first edition of the book was published and there has been a tremendous increase in the use of mathematical models in environmental engineering, especially the control of pollution in rivers and estuaries. Modelling has also addressed a much wider range of pollutants and there has been an increase in the range of conceptual approaches to the formulation of models. The text of this second edition has therefore been modified to reflect these changes. Do You Enjoy Dirty Jokes?.......2001-01-12

Do you have a compelling interest in Freudian or Jungian analyses of vulgar humor? If so this is the book for you. If not, don't stop yet. Do you simply like dirty jokes? This may be for you too, but will probably be a bit on the esoteric expensive side. Do you have a cultural or literary interest in the development and similarity of dirty joke themes around the western world and throughout history? If so, these are (there are 2 volumes) absolutely the resource that you can't do without. Both your sense of humor and higher instincts for the scholarly will be amply rewarded. Additionally, if you have the warped or puerile sense of entertainment by the irony of juxtaposing the elevated with the profane, Legman will become your favorite author. One caution: if you have some sensitivity about the coarse and obscene, limit yourself to the first volume. The second moves more into the areas of sexual perversion and body function humor and accordingly is less suited to delicate sensitivities....
