A lot of USEFUL INFO for a beginner or Junior level HR and Recruiting professional.... like the URL's of career websites and HR organisations but no indepth information for seasoned Recruiters.
Great book for the reluctant HR professional.......1999-01-16
Every field of study needs an "introductory text", a book which clearly lays out all the basics of the field in a clear concise manner. This book is that text. It not only fully describes the field of Internet Recruiting, it is written in a funny, engaging manner, that will keep the attention of my reluctant HR staff. That is why I give it 5 stars. It is what it says it is: A guide for Employer's about recruiting on the Internet. I echo the words of the individual from LA. If you what advanced sourcing strategies then take a course from Tiburon or AIRS. But if you want to bring your HR staff up to the level needed to take these advanced classes, then have them read this book. I would also recommend that as a companion to this book you also purchase Careerxroads by Grispin and Mehler. Both books together make an excellent starting point to fully understanding the Internet Recruiting Marketplace.
This is for HR but not technical recruiters.......1998-12-31
Like the person from Malibu, I found this book to be extremely helpful for a Human Resources professional who is new to the internet. However, if you are already savvy with internet search engines, seeking candidates on the usenet and utilizing the multitude of internet resources, this book is not for you. If you are looking for advanced candidate resourcing strategies, take a class from AIRS or Tiburon Consulting. Overall, it didn't serve my purposes but, speaking from personal experience, this book is sorely need by many HR professionals and it could help them immensely.

This book is useful for entry level professionals, at best. I found it to be a reiteration of generations of other resume "help" books.
If you are a college student or recent graduate, seeking a job in advertising, you might want to spend the money for this book. However, if you have even a few years under your belt, don't waste your money on this one.

The EC Merger Control Regulation: Right of Defence, a Critical Analysis of DG COMP Practice and Community Courts' Jurisprudence by Mihalis Kekelekis (International Competition Law Series: Kluwer Law International) Merger control constitutes a well-established pillar of EU competition law. However, the drafters of the Community competition merger legislation, in view of the need to attain the imperative goal of market integration. put more emphasis on the clarification of the substantive rules applied by the Commission through enhancing its supervisory powers than on the necessity for protecting the defendant parties or any involved third parties in merger proceedings. Here for the first time is an in-depth analysis of the rights of notifying parties and third parties in merger proceedings, as reflected in the administrative practice of the Commission and the case law of the Community courts.
Following a detailed exposition of the operation of the Merger Regulation and its procedures, this study covers not only the generally approved fundamental rights, such as the right to be heard or the right to access the Commission's file, but also all the other procedural rights involved in merger proceedings, such as the right of notifying parties to propose commitments outside the time-limit required. It examines the rights of the parties from the pre-notification stage through the first and second phases of the proceedings, with particular emphasis on notification, preliminary investigation, statement of objections, access to the file, oral hearing, commitments, and adoption of the final decision.
Among the issues covered in depth are:
the value of pre-notification meetings;
preparation of the Form CO and the danger of incompleteness;
derogation procedure;
commitments procedure in phase one and phase two investigations;
statement of objections, reply and time-linits;
limits to access to the file and oral hearing; and
the concept of 'sufficient interest'.
The study culminates with recommendations for reform of, and improvement in, the rights of notifying parties and third parties, including amendments to the Regulation and a further suggestion for the adoption of a Notice providing guidance on how the rights of these parties should be taken into account in merger proceedings.
A valuable set of annexes includes the texts of the Merger Regulation, its implementing Commission Regulation, the DG Competition Best Practices on the Conduct of EC merger control proceedings, as well as indicative diagrams of the first and second phase of the EC merger proceedings.
As a detailed examination of the rights of notifying parties and third parties in EC merger proceedings, and an important blueprint for detailing the rights of these parties, this study will be of immeasurable value for practitioners and business people involved in European business merger activities, as well as for interested academics.
It examines the rights of the parties in the light of a step-by-step analysis of the merger proceedings, i.e. pre-notification stage, first phase and second phase of the proceedings). Particularly the stages of notification, preliminary investigation, statement of objections, access to the file, oral hearing, commitments and of the adoption of the final decision are examined.
The conclusions of this book suggest that there must be a need to balance the efficient enforcement of competition rules with the protection of the notifying and third parties' procedural rights. Consequently, suggestions for further reform of the Merger Regulation and of its internal procedures are presented and the adoption of a Notice on the rights of notifying parties and third parties in merger proceedings is suggested, aiming to ensure that the Commission is fair and objective in applying its procedural rules.
The material, which this research is based on, is derived not only from the basic bibliography on merger and competition policy, the decisions of the Commission and the Community courts in this respect and interviews undertaken with a number of Competition lawyers in Brussels, but also from practical experience that I gained through my internships in the Merger Task Force of the European Commission as well as in international law firms in Brussels.
Excerpt: This study has attempted to present an analysis of the rights of notifying parties and third parties in EC merger proceedings, as reflected in the administrative practice of the Commission and the case law of the Community courts. This study was placed in the context of the broader ambitions of EU Competition policy, i.e. the maintenance of effective and fair competition and the establishment of internal market integration, with no barriers to trade between Member States, as derived from Article 3g EC, which states that a system of undistorted competition in the internal market should be ensured.
In order to achieve the above-mentioned ambitions, a Regulation on, among others, merger control has been adopted by the Council, as a legislative measure, to ensure that all mergers affecting firms established in the Community are in harmony with the maintenance of an effective and fair competition.' In this context, the Commission has been endowed with far-reaching supervisory powers to protect market structures by preventing the creation or strengthening of dominant positions that would impede effective competition within the common market or in a substantial part of it (Article 2(3) of the Regulation).
However, as it has also been mentioned in the introduction of this study, it seems that the drafters of the Community competition merger legislation, in view of the need to attain the imperative goal of market integration, as laid down in Article 3g EC, had put more emphasis on the clarification of the substantive rules applied by the Commission through enhancing its supervisory powers, than on the necessity for protecting the rights of the notifying or any involved third parties in merger proceedings.'
It can be argued that, one the one hand, a high degree of procedural protection can certainly improve the transparency of the proceedings. On the other hand, however, such protection may do more harm than good and undermine the efficiency of proceedings and the proper decision-making, especially under the Regulation, where the Commission applies very strict time-limits.' To this end, pleas alleging infringement of the rights of defence have been rejected by the Community courts, if the final outcome of the case would not have been different even in case of their observance. In the Endemol v. Commission case, for example, the applicant, i.e. one of the notifying parties in the Commission's administrative proceedings, argued that the Commission infringed its rights of defence in the way in which it dealt with its right of access to the file. In particular, the applicant alleged that the Commission acquired new information after the parties to the concentration had been granted access to the file and that they were never informed of that fact or given the opportunity to see this information. The CFI accepted the Commission's argument that the principles governing access to the file in merger proceedings must reconcile the protection of the parties' rights of defence and the wider public interest in effective scrutiny of concentrations, and it followed holding that:
"even if the Commission had disclosed the information, which was, moreover, of confidential nature, the applicant would not have been able to challenge it."
Also, in the Kaysersberg v. Commission case, the CFI ruled that the third parties' right to be heard must be adapted to the need for speed, which is a criterion that characterises the nature of the Regulation.'
Consequently, according to the administrative practice of the Commission and the case law of the Community courts, the rights of notifying parties and third parties in merger proceedings must be derived from the balancing of two factors: efficiency to reflect the proper decision-making and fairness. An analysis of the way the need for efficiency and speed of assessment has been and should be balanced with the protection of the notifying parties' rights of defence and the third parties' right to be heard was the ultimate purpose of this study.
In view of the fact that no specific legislation exists at the current time in the Community legal order for the protection of these rights, this study has concluded with suggestions for reform of, and improvement in, the rights of notifying and third parties in merger proceedings, as well as with suggestions for the elaboration of a new Commission Notice to deal with this subject.
I believe that the adoption of a legislative measure, even in the form of a non-binding notice, concerning the protection of the parties' rights in merger proceedings would increase legal certainty and improve the accountability and performance of the Commission. In addition, applications by the parties to the concentration or any interested third parties before the Community courts challenging Commission's decisions for infringements of basic procedural rights within its administrative proceedings are expected to diminish. The recent developments with respect to the general right of access to information from EU institutions and the discussions regarding the alignment of a single regulatory framework for both the general and the administrative right to access information can constitute an important stimulus in that respect.'
In any case, however, and even if such a legislative measure is not to be adopted, the Community courts should continue to operate in quite the same manner as they have already done, i.e. they should continue to formulate standards of procedural fairness and define clearly the extent of protection provided by procedural rights under the Regulation. Such doctrinal assessments would certainly constitute an important step towards the establishment of a coherent procedural framework for EC merger proceedings.

WHAT A PLEASURE TO READ THIS ONE!.......2007-05-07
I like books of fantasy for kids. I feel they are important. Most children love a good, rousing story, including 63 year old ones like myself, and getting the young ones to read is getting more and more difficult each year. This wonderful little story is bound to grab any kid of any age and keep him going from front to back.
The story is a quest story whose setting is the world of Terramore. This world is inhabited by a wonderful assortment of creatures, from toads, to frogs to foxes, snakes, lizards, insects of all sorts and some critters I am not real sure about. Our hero, Frawg Findig III, a very special frog in many ways, finds himself caught up in an adventure, an adventure, which must be had in order to save their world. We already have plenty of plot summaries here, so I will not dwell on that further.
The book is quite well written. J. Lynon Layden's prose approaches lyrical at times here, and once you catch on to his syntax, you will find it delightful. His imagination has created and entire world, an alien world to be sure, yet one that is not as alien as you might think at first glance...it is all around us. For such a short story, his character development is quite remarkable and he is able to convey the characteristics of his characters using very few, but very effective words. I like that. The poetry sprinkled here and there throughout the book is absolutely delightful, some being more song than poetry.
The illustrations by Kenny Savage are in black and white and are quite effective and detailed. They are actually a delight to the eye. I would have liked to have seen them in color as I feel they would have been beautiful, but suspect this would have been cost prohibitive in the production of the book.
As a retired person, needing something to keep me from being underfoot all the time, I do a tremendous amount of substitute teaching at local school. I took this book with me and "forced" a number of the young folks to read at least the first two chapters, and indeed read them to the entire class on several occasions. There was not one student that did not want more. This of course is the ultimate test for this genre...do the kids like it and will they read it. If response here is any indication, the answer is a yes for this book.
I do hope we get more of Frawg from this author and this illustrator. This work is a joy to read but it does leave you with wanting more. Highly recommend this one.

An excellent children's fantasy tale........2007-04-07
I don't get many children's fantasy books to review, and I am not by any means an authority on this genre; however, I did read the book and can recommend it as enjoyable family reading material.
The Other Side of Yore is an enchanting adventure story about Frawg's journey with his friends into Mudgunkland to save the world of Terramore from destruction by Cobraxas, a snake. All the flowers are dying, poisoned by the green smoke from the dark swamps, and the good King's daughter, Princess Lilypad, has fallen into a deep sleep.
Included in this story are thirteen artfully illustrated drawings by Kenny Savage, plus poems, riddles and songs to delight children of all ages.
It is a delightful story-well-edited and designed-which I'm sure children will enjoy. Joseph Layden has been writing professionally for over ten years as a freelance journalist. The Other Side of Yore is his debut Children's Fantasy novel,and I wish he and Kenny much success in their creative efforts.

Such imagination and thought went into this book. I read it to my three children (4, 8, and 12) who could not wait for the next reading session. I also looked forward to seeing how the story would unfold. There are also many excellent illustrations that added to the experience. Great positive message is a bonus. This is not just a book to read to children but also one adults can enjoy!
The Other Side of Yore.......2007-03-12
What a great book! The adventure keeps my grandchild asking me to read, "Just a little while longer". It also teaches children to believe in themselves! I hope there is a continuation of the excitement in another book!

AN OK BOOK!.......1999-12-10
I read this book in a short time, it was an easy read. I enjoyed the humorous parts most, and I didn't get attached to the characters, but I enjoyed them in the story. If you want to read another book that goes straight to your heart, read Stolen Moments by Barbara Jeanne Fisher. . .It is a beautiful story of unrequited love. . .for certain the love story of the nineties. I intended to give the book a quick read, but I got so caught up in the story that I couldn't put the book down. From the very beginning, I was fully caught up in the heart-wrenching account of Julie Hunter's battle with lupus and her growing love for Don Lipton. This love, in the face of Julie's impending death, makes for a story that covers the range of human emotions. The touches of humor are great, too, they add some nice contrast and lighten things a bit when emotions are running high. I've never read a book more deserving of being published. It has rare depth. Julie's story will remind your readers that life and love are precious and not to be taken for granted. It has had an impact on me, and for that I'm grateful. Stolen Moments is written with so much sensitivity that it made me want to cry. It is a spellbinder. What terrific writing. Barbara does have an exceptional gift! This book was edited by Lupus specialist Dr. Matt Morrow too, and has the latest information on that disease. ..A perfect gift for someone who started college late in life, fell in love too late in life, is living with any illness, or trying to understand a loved one who is. . .A gift to be cherished forever.
After this book I want to go see the movie.......1999-08-08
It's a easy read and light-headed. It's just for laughs and fun, nothing serious or dramatic. This novel was written like a screenplay and there are many characters you want them to fall in love with. I enjoyed the humor and each character's desperate desire to get laid. It's based on one night and it seems that their lives are pathetic that you want to laugh at. I loved the love and hate relationship of Lucy and Kevin. I wondered who played them on screen. Just can't wait to see the movie.
It's not War and Peace, but I liked it........1999-05-10
OK. So this isn't a deep, weighty book about affairs of the world. It's a light, easy-to-read novelette - played out in mini-chapters - about the affairs of a few generally disfunctional young people. They do have, however, some redeeming qualities, though I'm not sure what they are. That is to say, they seem to suffer from the usual angst of young people who are looking for love and, hopefully, once the hormones have settled, someday will move on to more important aspects of life. But who cares. This is an enjoyable read. Funny. Couples and individuals on New Year's Eve - all bound for the same party - interact at bars and in the streets, their lives intertwining without their knowing they're headed to the same place. Two women friends vie over one man, who they both proceed to drop, who finds someone else - all in one evening. You get the drift? Try it. You'll like it.
OK, but more interesting then the movie.......1999-04-10
First of all, everyone told me the movie would be bad, so I bought lots of snacks, but I ended up quite liking it, considering my only motive for seeing it was Ben Affleck and Casey Affleck, who got less screen time then he should have. . . Anyway, the book was only good 'cause I liked the movie, and the book had new info about the characters that made them a bit more exciting then the movie did. Overall, only read this if you missed the movie or liked the movie.
Not all that great..........1999-03-28
I finished this in one day. It is that easy a read. Its got a virtually non-existant plot. The characters are also rather flat and unrealistic. It does try to have some humour here and there, but that's about it. It's not worth the time spent reading it, unless you happen to be doing a book report on something sucky. After I read this, I doubt I'll go watch the movie, even though the movie has a great cast. Overall, a disappointment.
