      This book was a frustrating experience. Partly this was due to it being some seven years old. The concepts of organisational development have gone forward a great deal since 1993. In addition, a major part of the text and even issues consist of direct quotes of other writers, some of them outdated even by 1993 standards. There is a lot of redundancy, and not nearly all of it can be justified by pedagogical reasons. For example, there is practically only one image (that takes a whole page to present six text boxes) in the book but it is repeated several times with only minor revisions. There is much extraneous text and the whole layout is very loose. This is outlined by the fact that every other point presented is according to Dubois either extremely critical or vitally important.

      The stated idea of the book is to apply systems theory to performance improvement, but in practice Dubois suggests that organisations should think, what kind of competency they actually want to train or educate their employees for ... and design their performance improvement interventions accordingly. While this is a worthy issue, Dubois would have been able to squeeze his points to some 150 pages had he really tried. A major part of the extra pages go to justifying a prospective new fad, Strategic Systems Model (SSM), a prime example of an artificial TLA (three letter acronym), if you ask me. The point of SSM is to understand that things influence each other. I admit that this simple truth has often been forgotten in many organisations.

      The most important thing that makes this book feel somewhat outdated is the fact that on several occasions Dubois focuses on training of management instead of the whole work force of an organisation. In my opinion, such division of labour and related training and education, has become more and more artificial.

      The most useful chapters of the book focus on analysis of competence and competency requirements of an organisation. And some of the rest might be applicable on a more traditional organisation, not touched by the 1990's.

      * learn how to construct custom competency or performance models or menus for employee job performance.

      * learn how to create a competency-based training or education curriculum system.

      * learn how to create and implement organization or work unit-based curriculum systems which support the provision and maintenance of continuous-progress, competency-based training or education opportunities for employees.

      * learn how to create the raw materials needed for competency-based instruction.

      * learn how to monitor, evaluate, and maintain the performance of competency-based training and education systems.

      * learn about the experiences and the results achieved by three large organizations which have created and implemented exemplary competency-based performance improvement systems.

      I highly recommend this pioneering study to all executives and HR professionals.

      A very illuminating look at medicine from behind the scenes. I read it years ago, & it has really stuck with me so I was looking for a copy of my own to reread & to show to others. It's a collection of essays, mostly by doctors but also by patients, other healthcare workers, etc. The topics are eclectic, ranging from male chauvinism to the doctor-patient relationship to euthanasia, & I recommend it highly to anyone who is interested in our medical system & how it impacts the lives of everyone who comes in contact with it.

          A state-of-the-art approach to urban travel demand modeling

          Currently used travel forecasting methodology was developed almost three decades ago, primarily to assess the impacts of large-scale capital improvement projects, and was not designed to deal with contemporary urban transportation problems. To be effective today, travel demand models must explicitly represent traveler behavior, must be policy-sensitive, and must be operationally reliable.

          Urban Travel Demand Modeling: From Individual Choices to General Equilibrium presents an integrated system of models which overhaul the four traditional phases of travel generation, modal split, trip distribution, and network assignment. This book shows, for the first time, how generalized network equilibrium may be rigorously forecast from the optimal travel choices of "trip consumers" without the need to resort to heuristic procedures such as feedbacks. In addition, models for optimal transportation supply decisions are integrated with the demand models. Transit travel and goods movements are specifically addressed.

          To make this book as self-contained as possible, the author provides review material on the mathematics required and the basic concepts of discrete choice modeling. Numerical examples throughout the book demonstrate the calibration and use of the models in a variety of situations, including uncongested and congested networks. Review problems are systematically provided, many with solutions. Illustrative add-on software for model implementation on several popular platforms is also available separately.

          Urban Travel Demand Modeling may be used at the senior and graduate levels in civil engineering, economics, operations research, urban and regional planning, and geography courses. Transportation professionals in the private and public sectors, academics and researchers, will also find this methodology a rich, versatile, and efficient tool with which to address major urban transportation issues, including demand management, road and parking pricing, environmental impacts, changing socioeconomic and activity patterns, and urban development.

          The textbook provides a comprehensive examination of state-of-the-art travel demand models for both road/highway networks and transit. Numerous algorithms for travel demand are explained clearly and in detail. I would recommend this book to anyone interested in travel demand.

Although he had a distinguished career as a lawyer and statesman, Francis Bacon's lifelong goal was to improve and extend human knowledge. In The Advancement of Learning (1605) he made a brilliant critique of the deficiencies of previous systems of thought and proposed improvements to knowledge in every area of human life. He conceived the Essays (1597, much enlarged in 1625) as a study of the formative influences on human behaviour, psychological and social. In The New Atlantis (1626) he outlined his plan for a scientific research institute in the form of a Utopian fable. In addition to these major English works this edition includes 'Of Tribute', an important early work here printed complete for the first time, and a revealing selection of his legal and political writings, together with his poetry. A special feature of the edition is its extensive annotation which identifies Bacon's sources and allusions, and glosses his vocabulary.

            I actually recommended this edition in another review over the Penguin collection of Bacon's essays - and I still do: there is more here, and it is cheaper. But this is still one of the most horrible pieces of scholarship I have ever come across. Vickers, the editor, has decided that there is absolutely no distinction between what a reader actually needs to know and what Brian Vickers happens to know.

            Before I give some examples, here is the editor defending himself in the Preface: "Many of Bacon's words have totally changed their meaning since he wrote, and not to be aware of their intended sense means that readers would receive at best a vague impression."

            Now, let me give an example of his helpful elucidations. I am choosing a passage literally at random. Here is first sentence of "Of Death."

            Men fear Death, as children fear to go in the dark; and as that natural fear in children is increased with tales, so is the other. Certainly, the contemplation of death, as the wages of sin and passage to another world, is holy and religious; but the fear of it, as a tribute due unto nature, is weak

            How many footnotes does that passage seem like it requires? Perhaps one, two at most? Vickers gives us six. He helpfully explains that "go" can also mean "walk" - which certainly opened up the entire passage for me. He cites a scholarly paper that analyzes Bacon's use of the word "death" (I'll go right out and read that one); he explains every possible allusion that the passage might contain, and also points out that "tribute" means "something owing."

            I want to quote one more example, to show how seriously pathological this guy is. Here is the first sentence from Of Beauty: "Virtue is like a rich stone, best plain set, and surely virtue is best in a body that is comely, though not of delicate features; and that hath rather dignity of presence, than beauty of aspect."

            This perfectly ordinary sentence has - get this - five footnotes! "Best plain set" is identified as "Mounted simply." Vickers points out that "comely," in Bacon's distant 17th century English, actually means "attractive." That's still what it means, you nutcase! Anyway, he goes on like this for the entire book, and produces a truly astonishing 300 pages of notes for about 500 pages of actual text.

            By the end of a single page, any reader who is actually reading Bacon for pleasure will be unable to tell when to flip to the back of the book, because every other word has a footnote mark next to it. The result is that the genuinely necessary notes, which could actually have been helpful, are lost along with the useless ones.

            I showed my friend the book and after flipping through it his first reaction was: "Wow, this guy really hates Francis Bacon." And he might be right. Maybe Vickers resents the fact that he has devoted his life to this writer, and wants to bury him under an avalanche of minutae; or, more charitably, perhaps he feels that you are just too dumb to understand Francis Bacon without Brian Vickers explaining every single word to you.

            Well, if the first is true, he is failed; and if the second, he is wrong: Bacon is as readable as ever. Ignore the footnotes and enjoy. But somewhere out there is an older edition of the Major Works edited by a sane man, where useful background notes are concisely provided - try to find it. And if there isn't, Oxford needs to hand these great pieces of writing over to someone else.

                    As matters stand, employees -- who were dependent upon the bankruptcy not only for their income but also for their employment and social security -- have little to expect in terms of payment of arrears of pay, protection against dismissal, continued employment in the event of a business transfer, or participation rights.

                    This work opens this far-reaching and hugely important issue by comparing employee rights in bankruptcy among four major European trading partners: the Netherlands, the United Kingdom, Belgium and Germany.

                    It is to be hoped that, armed with the substantive and procedural details that are fully laid out in these pages, company lawyers and bankruptcy lawyers throughout Europe will be enabled to bring the rights of employees in bankruptcy into a light at least as clear as that focused on other creditors.

                    The contributors examine not only the individual fairness issue; but also the central policy issue: does an improvement of the position of employees in a bankruptcy give rise to less willingness on the part of lenders to keep the flow of money open, or greater control by lenders over the way in which borrowers run their businesses with, as a result, slower economic growth and hence a lower level of employment?

                              Reducing labour market inequality between women and men has been a policy objective at both the European level and the level of the Member States of the European Union for quite some time. Various regulations and laws forbid unequal treatment, including measures to advance women's position in the labour market. Nevertheless, women's pay is still substantially lower than men's, they often hold inferior jobs and perform most of the care tasks in society. This volume discusses the central issues in today's policy and the debate on this issue by economic, legal and sociological experts. The focus is on EU law and the necessary redistribution of paid and unpaid labour between women and men. The central question throughout the discussion is to what extent current regulations either favour or hinder the realization of the goal of labour market equality between women and men.
