The purpose of this publication is fourfold. It aims to:
1. Respond to the pressures for improvement in the delivery of public services
2. Design a performance management appraisal system suitable for particular countries, states, organizations, employers and employees
3. Demonstrate how to measure performance, using case studies from Barbados, Samoa and Tonga
4. Determine how the performance appraisal system can be institutionalized in the entire administrative system.

The overall approach is to conduct a needs assessment in the ministries, then to design an appropriate appraisal instrument, train its users and, finally, install the system so that it becomes part and parcel of the public service machinery. The emphasis on developing techniques of designing the performance appraisal instrument itself.

The authors make no effort to hide their contempt for Theodore Roosevelt. I was struck as I read this tripe that their hatred for TR has completely colored their ability to write a fair and honest look at the famous Rough Rider. This book is useful only if you want a good laugh.

The legend reexamined........1997-12-15

The authors reexamine the "Hero of San Juan Hill" to find that the heroic legend was manufactured, partly by Roosevelt himself, partly by the powerful newspaper correspondents he courted, and, perhaps surprisingly, supported by the Rough Riders themselves. That Roosevelt didn't mind risking their lives in his political ambition didn't seem to bother them overmuch - they were, after all, alive and victorious, and shared the prevailing military ethos of those innocent pre-Passchendaele days, when "glory" was counted as a real and achievable goal.
The story is well told here in this well-researched and readable work, with admirable maps by Texas A&M's own Cartographic Unit. Highly recommended for the general reader of military history and Roosevelt fans, as well as others who would like to see the birth of "spin".

Undaunting Spirit.......2000-11-22

I very much enjoyed this book about a fellow diabetic and how she handles her life with diabetes. There is much to be gained by reading about others with the same disease as myself, learning from their coping skills. Ironically, Sue Astrum, tells of her research with kidney disease; only years later to become a recipient of this affliction herself. Despite her many diabetes complications, Ms. Astrum's undaunting spirit keeps her active and open to new experiences. Unfortunately, the author left me wishing she would have elaborated more concerning her life with this devastating disease. I was sorry to see the book end.
