A long-dominant reading of American politics holds that public policy in the United States is easily captured by special interest groups. Countering this view, Adam Sheingate traces the development of government intervention in agriculture from its nineteenth-century origins to contemporary struggles over farm subsidies. His considered conclusion is that American institutions have not given agricultural interest groups any particular advantages in the policy process, in part because opposing lobbies also enjoy access to policymakers. In fact, the high degree of conflict and pluralism maintained by American institutions made possible substantial retrenchment of the agricultural welfare state during the 1980s and 1990s. In Japan and France--two countries with markedly different institutional characters than the United States--powerful agricultural interests and a historically close relationship between farmers, bureaucrats, and politicians continue to preclude a roll-back of farm subsidies.

This well-crafted study not only puts a new spin on agricultural policy, but also makes a strong case for the broader claim that the relatively decentralized American political system is actually less prone to capture and rule by subgovernments than the more centralized political systems found in France and Japan. Sheingate's historical, comparative approach also demonstrates, in a widely useful way, how past institutional developments shape current policies and options.

A comprehensive OB and Management book.......2005-11-19

A very comprehensive book on Organizational Behaviour and Management. Being UK (the author taught at the University of Portsmouth) in origin it has a distinct international flavour, while brininging out the key points. Clearly as a result of years of research and collaboration by the author, this book has it all. My only negative comment, if it is in fact negative, is that there is some degree of repition of points within a chapter... some may see this as reinforcement though. A good read.

Since Heraclitus change has baffled, perplexed and bemused. Organisational change is no exception; such change is an empirical fact but the extant conventional literature largely fails to enhance our understanding of this phenomenon. Conventional theories, models and methods do not possess the means of facilitating real understanding for either practitioners or researchers.

This book is a contribution to the development of theory and method on organisational change through interactions with real people in real organisations. Grounded in a theory of reality, based on a particular conceptualising method, and illustrated with reference to real case studies, the authors explicate how to do both theory and method on organisational change in a novel, concise and very readable way. Reality is constructed by integrating four key dimensions: facts, logic, values and communication; these provide the material for the introductory chapters with the overall understanding of method emerging as one works through the remaining chapters. Insights from mainly continental philosophy and social science are used to illustrate the key arguments throughout. Conventional approaches are usually concerned with definitions and outcomes; in contrast this book strongly emphasises the change process itself, the discourse of change with respect to both real actors and observants, and how new realities are constructed. The book admirably fills the gap between the "what is" of conventional theory and "how to" of a much more pragmatic critically modernist approach to both studying and doing organisational change.

I have read this book before several years ago. It is the type of book that needs rereading every so often. The author Roy Stier is my second cousin and he is an excellent writer.

Good starting place.......2000-02-18

As the first book I read on Timur, this one did the trick in that it familiarized me with the subject and carried me through the entire story.

It's a bit disjointed and following the man around Central Asia could have been served better with more and better maps. Finally, I would have liked some more historical context and maybe even a little character development.

Nonetheless, you can carry the paperback around with you and read it in your odd moments; and you will be happy to have done so if you are just starting out to learn about the origins of Samarkand.

Meticulous research of valuable original texts........1999-08-20

The story of Tamerlane (Timur - Leng) available to the English speaking world has dealt mostly with his exploits. Translations of reports of his military prowness were made from those affected by the results of his conquests. Contemoraneous reports were tainted by terror or exultation, depending upon how the writer fared in the battles.

It was left to Marlowe to reveal the character of the man, from a distance of time and culture, in his plays called "Tamburlaine." Unfortunately, although the psychological insight was telling, many of the facts were wrong. Even Gibbon gave his character less attention than this world conqueror or "Scourge of God" deserved.

We are fortunate to have on hand the dedicated work of Roy Stier, whose meticulous research of valuble original texts, permits the reader to form his own conclusions.

thoroughly researched.......1999-06-17

This novelized biography goes a long way to recover the mysterious--and maligned--figure of this Mongol warrior. Drawing upon sources not readily available (and not translated from the Russian)as well as the considerable holdings of the British Library, Stier offers a historical reconstruction of this mighty figure in much the same way that the bust of Tamerlane that appears as the frontispiece has been forensically reconstructed. A pleasure for the afficionado.

Like an adventure story........1999-02-16

Written much like a historical novel, the book tells a gripping story of this warrior's life and personality. The included map is helpful, but I enjoyed matching up modern large scale maps of the area by identifying the modern names for the historical places. More names on the map might be helpful, though it might make the map harder to read.
