Originally developed to reduce drug trafficking, national and international efforts to reduce money laundering have broadened over the years to address other crimes, and most recently, terrorism. These efforts now constitute a formidable regime applied to financial institutions and transactions throughout much of the world. Yet few assessments of either the achievements or consequences of this regime have been made. Reuter and Truman (1) explore what is know about the scale and characteristics of money laundering, (2) describe the current anti-money laundering regime, (3) develop a framework for assessing the effectiveness of the regime, and (4) use that framework to assess how well the current system works and make proposals for its improvement.

At a time when a swarm of new books on illicit transactions and dirty money are vying for readers' attention, it is worthwhile to come back to this authoritative study that was published in December 2004 under the auspices of the Institute for International Economics. This book provides the first comprehensive effort to assess the effectiveness of the anti-money laundering (AML) regime, initially put in place to protect the integrity of financial institutions against the abuse of drug lords and criminal traffickers, and which was extended after 9/11 to include the combating of terrorism financing (the whole endeavor now runs under the acronym AML/CFT).

The authors define money laundering as "the conversion of criminal incomes into assets that cannot be tracked back to the underlying crime." Their aim is to begin the task of evaluating the effectiveness of the global anti-money laundering regime. The study describes the phenomenon of money laundering itself, to the extend that the available fragments of information allow, as well as the status of the current AML regime.

This is followed by an analysis of its effectiveness in achieving three goals: reducing crime, protecting the integrity of the core financial system, and controlling three types of global "public bads"--terrorism, corruption, and failed states. The study concludes with recommendations, directed particularly toward the US, on how the AML system and analysis of its effectiveness could both be improved. Unsurprisingly, the authors underscore the dearth of data on the subject, and they end up with a plea that "more research is needed."

The book could have included an analysis of the political economy factors that played a role in the emergence and consolidation of a global anti-money laundering regime. The authors are heavily focused on the US, to which they attribute a leadership role, but they could have mentioned that other countries, such as France, were also instrumental in gathering support for a stronger involvement of the international financial institutions on the prevention side. It is also interesting to note that the banking sector initially resisted increased government interference in its relationship with clients, but that it has since learned how to accommodate AML requirements in ways that impose relatively modest costs and inconveniences on both banks and their customers.

Little has happened since the book was published. As foreseen by the authors, the pace of expansion of the AML regime has slowed and the focus has now shifted to improving global implementation of the current regime. For its part, the US has yet to ratify the UN Convention Against Corruption and to submit itself to a full IMF / World Bank assessment of its financial sector, including regulations affecting money laundering and terrorism financing. The answer to the question: how much money is laundered remains a big question mark.

Further chapters discuss protecting the integrity of financial systems, combating predicate crimes connected to money laundering, confronting such global evils as terrorism and kleptocracy or corruption that rely heavily on money laundering, and much more. A sober, serious-minded resource, an absolute must-read for all economic students and professionals, and an eye-opening revelation for lay readers.

This book will blow your Mind..............2007-09-05

I first happened upon this book while engaged in my day-to-day duties in the shelves of the Augsburg College Library in Minneapolis where I worked as a student library assistant in the mid-70's. As I began paging through it, I began to realize that I had never seen a "nature" book like this before. The book and the characters in it were at once bold, daring, mesmerizing and weird. You just have to read it.

Published in 1965, the book is the most famous book of Peter Beard. The book is shoking as most photos are pictures of dead animals, it is definitely not a book to look at before your safari. Black and white pictures are excellent. Sadly, the last pages are only photos of elephant's carcasses (too much?). The Beard's touch is a book full of old illustration, tiny pics, small and odd drawings and detailed texts - most of them taken from the British Museum. The book is about the Old Africa and text about Mt Kenya, the Man-eaters of Tsavo, Nairobi and Karen Blixen are not easy and you must have a knowledge of Kenyan history to understand them fully. This book is essential for any African collection as it has shocked and marked history.

An excellent book for those that can handle the truth. It shows what will happen when nature is left to manage itself and what happens when men don't control themselves. It's about hard times and history-a way of life long forgotten. If you are a product of the spoonfed Disney age, then you'll find this book shocking. It may well be your first taste of truth about wild animals,wild places, and the true spirit of man. This book is about Old Africa and should not be judged with today's politically correct eye. It is an account of things happened in a forgotten time, and a lost way of life.

It's a very real look at Old Africa. It shows the truth of man's bad luck, bad descisions, greed, and life filled with hard times. It shows nature in it's true self, not some Disney version of happy animals dancing around. This is an excellent book and should serve as a wake up call for the multitudes of Americans who believe the garbage that is spoon fed to them on their televisions. It may be well more than most readers can handle, because the truth is not sugar coated here.

A sad and compelling book.......2001-07-07

Having been introduced to his work at a gallery exhibit in New York, I bought this book which contains pretty much the same sad pictures. Really an amazing point of view of wildlife in Africa, might shock some with graphic pictures of carcasses, particularly one of a zebra with its hide stripped off. What I cannot figure out ultimately is where Peter Beard stands on the issue - although the big message appears to me that he opposes the killings, which is why he films the hideousness of it all, he seems to have personally participated in the hunts that he photographs, killing the same animals. He is very elusive about his personal viewpoint, seems kind of snobbish to me.

good book for beginners.......2007-07-16

like most instructional books, "become the arrow" will not answer every question you might have. i agree will the other reviewers who said there is a lot of biographical info that doesn't help the beginner much. what this book does well, however, is explain - with a lot of illustrations - proper form for the traditional archer. how you should hold the bow, what your sight picture should be, and how to adjust for distance shooting are all covered in detail. my only complaint, other than the "filler" material, would be that he doesn't say much about equipment, especially arrows, which as he describes his method he says is the most important piece of equipment. i would like to see more info and recommendations on different weights, spines and fine tuning arrow selection. "traditional archery", by brian sorrells does a better job explaining arrow selection, and other equipment, but doesn't explain technique as well. these two books together, can answer almost every question a beginner might have.

This book is a quick read which can help you improve your archery skills. Having read everything I can find when it comes to shooting traditional equipment, Byron does a better job than most describing his technique. Actually practicing and mastering a "new" method of shooting is a completely different subject. The book also contains tips on hunting as well as several accounts from Byron's hunting and exhibition shooting career.

The book was just too short, without enough information. If you cut out the part on hunting, the biography (both are parts I"m not really interested in as a 3-D target shooter), their wasn't a great deal left. Good information on tuning and the author's technique I guess, but he could have added a lot more to clarify. It's like the book didn't have an editor.

Become The Arrow by Byron Fergusson
Now I was given this book before I watched his video and I liked it, as an instinctive archer he made sense, then I saw his video where he shoots aspirins in the air at 20 yards, shoots though diamond rings at 25 yards and blows out candles at thirty yards. A must to read, a little self-effacing but good stuff to teach discipline.

The Unexplainable Explained.......2007-02-01

This is a very good book to read if you are stuck in your guitar playing. I originally started playing the guitar to be like my idols on TV when I was [..]. That lasted until I was 13. Now in my 40's I want to play for myself and for personal growth. I just couldn't seem to get back what I had learned as a child so I started reading music theory books(The Complete Idiots Guide), and other self-improvement books. Jeff Peretz's book teaches from a unique perspective which gets me really excited and motivated to play again with commitment and a plan. Trying to play like your idol is ego based and doomed to fail. Learning to play from your heart (utilizing Zen) is better. Words cannot capture zen, but this book goes an extra mile trying to explain it for those of us who are alien to it. Good job Jeff Peretz! My future mastery over my guitar is now far more likely thanks to your book. Wish me luck, I still have a long journey ahead of me.

The real book of Zen and Guitar.......2003-09-24

Not only is this book a great read but it also has some of the most inventive musical exercises I have come across. Unlike the book Zen Guitar (which I also recommend) this book is a real "how to" study in letting go and letting it all hang out. Non guitar players will love the way the Zen process is presented. Guitar players will find the exercises challenging yet accesible. It's about time that someone wrote a book about Zen and guitar playing for the musicstand and not just the coffee table. The breathing exercises and meditations are clearly explained, the history of Zen is brief but informative but the musical ideas are what makes this a must own guitar players and a cool book for anyone who interested in getting more out of whatever they do.

Neat little book. Combines meditation with guitar. Great for acoustic and classical guitars, but I doubt it would help a metal head. Calms you down, chills you out, helps you see how beautiful the guitar's resonance is. Very deep and thought provoking. Great job!

Zen Guitar .......2007-06-20

This book doesn't tell you much except to stick to practice without getting discouraged, and play with personal integrity.

It is not intended to be a technical book on learing to play a guitar, and I didn't expect it to be, so don't expect it to be, because it isn't. I am not panning it on that basis, just a reminder.

It doesn't actually have much to do with zen either, except for a few trite phrases like "the sound of one hand clapping", if you want to accept that as zen.

PROS: a sentimental, warm fuzzy, encouraging, inspirational read.

CONS: unlikely to make one a better guitarist or deeper person, and often reverts to Taoist cliches.

RECOMMENDATION: If you have a contemplative personality and play guitar, by all means, read this book. You will enjoy it. If you are more of the pragmatic sort, let it pass. Whether or not you get much out of this book will be determined more by your own personality than the quality of the book.
