When Congress passed the 1996 Telecommunications Act, legislators anticipated that the reduced regulatory barriers would lead to increased competition among U.S. telecommunications providers, and, in turn, the new competition would drive innovation and reap economic benefits for both American consumers and telecommunications providers. But the legislation had a markedly different impact. While many of the more aggressive providers enjoyed sharp short-term rises in stock market values, they soon faced sudden collapse, leaving consumers with little or no long-term benefit.

In Competition and Chaos, Robert W. Crandall analyzes the impact of the 1996 act on economic welfare in the United States. He also examines how the act and its antecedents have affected the major telecommunications providers, some of whom are now a threatened species, caught in a downward spiral of declining prices and substantial losses. In the wake of the 2001-02 telecom stock market collapse, the industry is preparing for an intense battle for market share among three sets of surviving carriers: the wireless companies, the local (largely Bell) telephone companies, and the major cable television operators. None is assured a clear path to dominance in the drive to attract customers to an expanding array of voice, data and audio services. Although the telecom stock market collapse is now history and the survivors are investing once again, Crandall concludes that regulators failed to adapt to the chaos to which they contributed until the courts forced them to do so.

While there can be little doubt the book Competition and Chaos is a pro-telecom white paper, albeit an unusually technical one, it makes a worthy case for telecom deregulation in general by pointing out the flaws in our current approach. My only problems with the book are a discussion of wireline shrinkage that seems incomplete, and the author's problematic critique of net neutrality.

In the interest of full disclosure, I admit to working for a telco, one named frequently in the book. So at least to some degree I should be considered a friendly reviewer, in that I agree with his thesis and hope the regulatory environment can sort itself out sometime before I retire. On the other hand, I'm not in a position to reap a huge windfall if such a change were to come to pass, which is another way of saying I'm firmly (or not) embedded in the bowels of lower management. One might say I want to develop a stronger argument, which I believe is necessary to the eventual success of telecom reform.

The prospective reader should be reminded that the book is a economic analysis of recent political policy, written by an economist, so it has a good measure of economic jargon (such as price elasticity) and some telecom jargon (such as UNE-P). Some of the jargon is explained, others not so much. Having read a few white papers in the past few years, it was refreshing to see one with actual equations instead of opinion polls. And of course, it has a plethora of citations, as would be expected of a scholar. I had fun researching the meaning of the Herfindahl-Hirschman index of concentration - rather like hunting for Easter eggs.

Now on to the areas suitable for improvement.

One analysis that could have stood an opinion poll or two is the author's treatment of the overall decline in wireline voice where the author guesses the reason is because of broadband and/or wireless cannibalization (the term is appropriate, if a bit loose, for wireless as most of them are affiliated with the telcos). That is probably true, but why? Though the book is an economic treatment, not a marketing study, economics is the study of incentives, and the motives behind the migration may be less obvious than the author believes.

But my quibble with information gaps in the wireline voice problem doesn't compare with the issues I have with the author's treatment of network ownership / network neutrality. His strident property-rights argument and curious analogy to automobiles are far from convincing; on the contrary, they may provide net neutrality partisans with more mojo in their quest to raise the specter of evil telcos murdering the "free" Internet such as many have accused Microsoft of doing to the PC. I refer the reader to the last paragraph on p. 125, which reads in part, "[Nondiscriminatory access] would prevent network operators from developing their own content and denying access to competitive applications and content [emphasis added]." So in effect, the author argues for the transformation of netops from utilities to broadcasters.

Rhetorical question -- can anyone tell me why the Internet became so popular? Was it so the cheapskates of the world could save money on stamps? Was it so people unlucky enough to live in sexually inhibited areas could have access to porn? Maybe. But a broader way of describing the motivator is the word choice, i.e. less at the mercy of broadcasters' needs. And an Internet where only netop-developed or approved content can roam will be a world of fewer, not more, choices.

What's funny is that I support property rights, and furthermore, I've yet to hear of any plans to replace eBay with "BellBay". But one cannot help but suspect the worst, especially in light of recent revelations by some telcos to "reclaim" the DSL Universal Service Fee, which are supposed to be regulatory "pass-throughs".

I find more troublesome the author's car analogy in the same paragraph. It reads, "In an earlier era, this would have been similar to requiring Henry Ford, who had more than 60 percent of the U.S. automobile market in the early 1920s, from changing the design of his Ford platforms to adopt new technologies and deny his competitors the ability to install their components on his cars..."

While it is easy to imagine the phone network -- or any network -- as a platform, a more accurate analogy would have been to say, "If Ford owned 60 percent of the road miles, `road neutrality' legislation would have required him to allow non-Ford automobiles to drive on his roads, without either an intentional performance or financial penalty." The problem with such an analogy is obvious - it would not have merely undermined the network ownership argument, but obliterated it completely.

What is certain that if a person generally supportive of telecom reform and of modest skill in rhetoric can spot weaknesses such as described, no doubt the conspiracy theorists and populists can as well.

Going back to the utility-broadcaster comparison for a moment, in the final chapter, the author argues a case for vertical integration as a means to ensure the financial returns sufficient to justify new investment. Merely pushing more bits faster will no longer appease the financial markets. But one must wonder, how much content a local TV station, a major network, or a cable company develops in-house? Most content is developed by production companies and sold to the highest bidder. And while the "free" Internet has allowed a lot of content to blossom without additional benefit to the netops, it has also seen a lot more failures that haven't cost the netops a penny -- other than maybe uncollected service charges. Content development is at least as risky as network development, especially, as the author claims, if providers have limited market power; how many new TV shows last beyond the first season or two?

The author has presented a sober study of the trends developing in telecom since the passage of Telecom '96. His thesis that political meddling in the telecom marketplace has done more harm than good I find laudable, and most of the chapters present conclusions which are at least plausible. His training as an economist, and the worldview inherent in such training, lends weight to his analysis but limits the scope of discussion and therefore its' usefulness to the ongoing political debate. After all, if macroeconomics were everything, would we have a minimum wage? Finally, his argument for network ownership and supporting analogy could use refinement. He may have another crack at it if Congress passes COPE '06 or some variant thereof.

This book on U.S. telecommunications policy over the last ten years is a jewel of clarity. It cuts through the endless debates and draws sharp, clear, and actionable conclusions. Unfortunately, because telecommunications policy is pretty abstruse stuff, not many readers will be all that interested, or stick with the book. For those that do, they will be well rewarded. One word of warning: Robert Crandall does a lot of consulting for the RBOCs, and as a result he is occasionally biased. But over all he manages to put his biases aside, and produce a fair assessment.

            3 out of 5 stars Very sentimental but still worthwhile.......2003-02-14

            This tape was my first experience of the Chicken Soup series. I had heard of Mark Victor Hansen from the One Minute Millionaire book.
            The first thing that struck me was how awfully - there's only one way to put this - American the tape is. Beneath the slightly patronising (perhaps only to non-American ears) delivery the stories are indeed worthwhile even though some suffer from being over-sentimental.
            Recommended.

            Nice, inspiring little book. I work for an elected official who is a tyrant. I wish I'd seen this book 3 yrs ago! But, fortunately, it's cheered me up enough to get through the next 2 months as he was just defeated in his bid for re-election. (Yippeee!)

            I noticed this book at the airport bookstore and picked it up. I couldn't put the book down as I read one touching story after the other. It's a great colletion of stories to inspire us to add "heart" to the workplace. Kudos to all the authors.

            1 out of 5 stars Very disappointing; nowhere near as good as rest of series.......2002-04-06

            I'm a huge fan of the Chicken Soup books, and bought them all (even the Jewish, although I'm Christian, the prisoner's, although no one I know has ever been arrested, etc.). However, this one just arrived, but is already packed to be returned. I skimmed it, but was horribly disappointed. The stories all appeared long-winded (actually, verbose), boring, and non-inspiring. Although the other books are all wonderful to read and reread over and over again, containing countless inspirational stories (many short enough to print out and frame, and virtually all worthy of displaying on one's wall), these weren't even worth wading through the first time. I hate to say it, but this one seems to have been written solely to make a buck, padding out the most boring experiences to compile a book.
            They aren't inspirational and aren't interesting -- period.

            2 out of 5 stars Could use a pinch of Rosemary and spice ..........2001-08-13

            First of all, just to get things off of my chest (and believe you me, I usually LOVE getting everything off of my chest right off the bat!) Item! Jack Canfield is an excellent and gifted motivational writer. Golly, he has motivated me to write a review, right? However, this time around old Jack's soup could use a little salt or herbage to his advice. If you ask anyone where I work, I am always promoting Chicken Soup for the Soul stories however I didn't find these all that courageous or creative. I mean, what is creative or daring about a woman who builds an entire miniature of her office environment in her cubicle using Beanie Babies for each of her coworkers. And what bigger point was Jack trying to point out about the manager who tried to motivate his daily reports by having them act out scenes from "A Room With a View" before they started their shift each day? Kind of lost me this time, Mr Canfield!

                          Recent advances in our understanding of instabilities in galactic type systems have led to an unravelling of some of the mysteries of what determines the form galaxies take. This book focuses on the mathematical development of the subject, assuming no prior knowledge of it, with a strong emphasis on the underlying physical interpretation. This framework is used to discuss the most relevant instabilities which are believed to be closely involved in the way galaxies are formed, in a model independent manner. The relevant observed properties of galaxies that may be used to establish the role of these physical mechanisms are discussed.
                          The book also includes a chapter discussing numerical simulation techniques, with attention paid to their limitations and to recent advances in this approach. It is demonstrated that recent developments in computer hardware enable a detailed comparison of simulations with analysis. Thus the simulations extend our physical understanding beyond the limitations of the analysis.
                          The book is intended for use by postgraduate students and researchers in the areas of cosmology, extragalactic astronomy and dynamics.

                          This mother-and-daughter account of their experience of the Hollister Ranch upon which they both grew up moves the reader into a good feel for how land and psyche interact. There is a minimum of speculation and a maximum of sense and event. The life of the ranch, its voice, surfaces now and again through human conflicts and encounters against the backdrop of its imminent sale. As Jane Wheelright says: "The coastline of the ranch is like the floor plan of my life...."

                          Both writers are Jungian analysts, and most of the Jungian commentary is provided by Lynda Schmidt, who on occasions describes the ranch as a "manifestation of the Self" (for Jung, the Self with a capital S meant the archetype of totality; he also called it the God-image).

                          I think we must be very careful--and Lynda Schmidt generally is--when we bring in archetypal concepts, because how we do so can either illuminate or devalue their manifestations. It's like describing one's wife as a Goddess figure or an anima container: what happened to the actual woman? If we see wilderness as a manifestation of the Self, or even of God, is this helpful, or does it shift our attention away from the wilderness as an entity in its own right?

                          This is one of the few books that take the land seriously. Here is a characteristic passage:

                          I had a strong sense of being buried deep in the soil, lost under the vast, rocky ledges, melted into the landscape, submerged as an integral part of that place. None of the others in my generation had the remotest sense of being so influenced. I was starting at scratch and I felt like a child about to be orphaned.

                          5 out of 5 stars Brilliant Ecological Self-analysis.......2002-03-15

                          Jane Wheelwright and Linda Schmidt -- a mother-daughter team -- authored this book, which is really a conversation about the intricate relationship between one's psyche and one's place. Both are trained in psychology -- Jane in Zurich at the Jung Center -- and both bring a refreshingly honest self-critical flair to this book.

                          The Long Shore is the story of the Hollister family ranch -- a vast oak-studded arroyo-dipping range of coastal grassland near Santa Barbara, California -- and how each author experienced the place psychologically. Their experiences are extremely different, much of which seems related to the gradual conversion of this vast cattle ranch to a series of late-20th century subdivisions. Sound familiar?

                          By treating this as a personal exploration, and by calling each other down from any soapboxes, the authors go new places in literature. The Long Shore remains the BEST examination I have read of how one's psychological state is derived -- at least in part -- from the state of the land surrounding. How a wild environment parents us. How it challenges us. How it forces a kind of a reflective relationship that few nature-writers have the first-person confidence to detail on the page, and few psychologists have the wherewithal to examine directly in themselves, much less in others.

                          If you incline toward this kind of exploration of inner nature and outer nature, The Long Shore is a book to own, to savor and return to. If you don't incline toward this, what else are you doing that's more important?

                          Dr. Horrigan and "Doc" Kreis have done a great job with this book. It contains an abundance of information that anyone interested in enhancing sport performance will benefit from reviewing and reading. This text has enough "meat" in it that the strength training professional will benefit by having it on their reference list and the teaching approach is clear and so well illustrated so the athlete can use the materials also.

                            The status of the book is alright, nothing to mention about that. About the shipping either, since it came all the way from oversea. This book gives just basic information and only usefull literature for the US, but still I estimate it's value as quite usefull especially for the first steps of your non profit org. Though it lacks of the connection between small, very local and nation wide operating n.p.o. First steps are wonderfully described, then nothing till you have your own board of directors and couple of departments under you. Therefore i can truely recommand this book of Hummel for beginners, for organisations in their childhood, because when you grow the rest will come anyway with your own experiences and a little help of this book's literature.

                            I found the book useful, particularly for larger foundation type organizations with a mainstream charitable mission. Not as useful for smaller charities that do not have a large board of directors or advocacy\education types of nonprofits. I felt I got my money's worth, but had to read between the lines a bit to apply the information to my particular organization.

                            I thought this was a great book for introducing the basic steps involved in starting a non-profit organization. It clarified some simple issues for me. I have ZERO experience in starting a non-profit organization and wanted to get an idea of what it takes to do so, and this book was a great starting point, although you will clearly want to move on to more "meaty" books if you actually get your organization off the ground. After a few hours, I had solid drafts of my mission statement, articles of incorporation, and bylaws, and I knew what I needed to do next. It might be too simplistic for large organizations, but it was perfect for my itty bitty dream!

                            Talk about restating the obvious! The author reminds you that when you're about to hire somebody it would be a good idea to interview them rather than rely on their resume. Under the subtitle "goals" of the organization we are told that goals are the intended outcomes of what you intend to do. Gosh, that's a pithy insight! I should have known not to buy a book by an academic, as opposed to somebody who actually ran a non-profit in the real world!

                            This book was extremely helpful. However, it was not as good as the book by Ted Nicholas. The information contained in this book is a valuable resource tool and should be an addition to your professional library-compliments the book by Nicholas extremely well.

                              I've yet to find a book by Diana Palmer that didn't end up on my keeper shelf. This is one of her classics - older man, innocent young woman ... but there are some unexpected touches as well that make the story fresh and fun. I give it five stars!

                                "His Friday Girls", and it's companion, "Just In Time", make good reading for the junior high age group. Good moral-to-the-story endings. Not really compelling as far as being adventurous goes; Otherwise, makes for average stories.
