As health costs in the U.S. soar past $1.5 trillion, much evidence indicates that the nation does not get good value for its money. It is widely agreed that we could do better by using cost-effective analysis (CEA) to help determine which health care services are most worthwhile. American policy makers, however, have largely avoided using CEA, and researchers have devoted little attention to understanding why this is so. By considering the economic, social, legal, and ethical factors that contribute to the situation, and how they can be negotiated in the future, this book offers a unique perspective. It traces the roots of EA in health and medicine, describes its promise for rational resource allocation, and discusses the nature of the opposition to it, using Medicare and the Oregon health plans as examples. In exploring the disconnection between the promise of CEA and the persistent failure of rational intentions, the book seeks to find common ground and practical solutions. It analyzes the prospects for change and presents a roadmap for getting there. It offers pragmatic advice for cost-effectiveness analysts, discussing ways in which they can better translate their research findings into the basis for action. The book also offers advice for policy makers and politicians, including lessons from Europe, Canada, and Australia, and underlines the need for leadership to establish the conditions for change.

Trade is an essential driver for sustained economic growth, and growth is necessary for poverty reduction. In Sub-Saharan Africa, where three-fourths of the poor live in rural areas, spurring growth and generating income and employment opportunities is critical for poverty reduction strategies. Seventy percent of the population lives in rural areas, where livelihoods are largely dependent on the production and export of raw agricultural commodities such as coffee, cocoa, and cotton, whose prices in real terms have been steadily declining over the past decades. The deterioration in the terms of trade resulted for Africa in a steady contraction of its share in global trade over the past 50 years. Diversification of agriculture into higher-value, non-traditional exports is seen today as a priority for most of these countries. Some African countriesin particular, Kenya, South Africa, Uganda, Côte dIvoire, Senegal, and Zimbabwehave managed to diversify their agricultural sector into non-traditional, high-value-added products such as cut flowers and plants, fresh and processed fruits and vegetables. To learn from these experiences and better assist other African countries in designing and implementing effective agricultural growth and diversification strategies, the World Bank has launched a comprehensive set of studies under the broad theme of Agricultural Trade Facilitation and Non-Traditional Agricultural Export Development in Sub-Saharan Africa. This study provides an in-depth analysis of the current structure and dynamics of the European import market for flowers and fresh horticulture products. It aims to help client countries, industry stakeholders, and development partners to get a better understanding of these markets, and to assess the prospects and opportunities they offer for Sub-Saharan African exporters.

The Association of Southeast Asian Nation (ASEAN) was created as early as 1967 but ASEAN economic cooperation moved in a lackluster pace with few concrete accomplishments. To move the organization from its benign state of economic cooperation, the member states signed in 1992 the agreement on ASEAN Free Trade Area (AFTA) which is to be fully realized by the year 2003. Although agricultural products were initially excluded from the agreement to protect a sensitive sector like agriculture from open regional competition, the member states decided to include them in AFTA in 1995. Through application of a spatial price equilibrium model, the effects of AFTA on demand, supply, prices and trade of selected agricultural products in ASEAN countries and their major trading partners were analyzed. The spatial characteristic of the model analysis facilitated simulation of trade flows and thus provided insights on the possible changes in intra- and extra-ASEAN trade.

This is an excellent dictionary and phrase book but I believe it can best be used by someone who already has a working knowldege of Pashto and not a beginner like myself.

A great little dictionary worth more than its low price.......2003-04-07

Very little information about Pashto is available for English speakers, and so it's great to see that this book doesn't have a slipshod, "better-anything-than-nothing" approach, as might be feared. Once you have learned some grammar elsewhere (e.g., in the great series of materials by the Center for Applied Linguistics in Washington, DC), this book will prove to be a useful, portable resource. With 232 pages and measuring only 3.75" x 7", there are 5000 word entries in both English-Pashto and Pashto-English directions; although the words are given only in a Romanized transcription (no Pashto script), this little book is packed with even more information, including sections on greetings, useful phrases, and travel tips.
